- Responsible for implementation, execution and policy oversight of a comprehensive security program on behalf of the company. Duties include developing and administering security programs and procedures for Classified information/materials in compliance with Intelligence Community Directives (ICD), 32 CFR Part 117 - National Industrial Security Program Operational Manual (NISPOM), US Army and DCSA security directives, DoDI 5200.48, and National Security Agency (NSA) Manual 3-16.
- Maintain an effective security program consistent with all regulatory and government policies and lead all aspects of the company's National Industrial Security Program (NISP), both physical and non-tangible, protecting classified information, sensitive information and company assets.
- Serve as the company's trusted resource and expert on security programs while partnering with functional organizations to solve complex challenges internal and external to the company.
- Responsible for providing Industrial Security guidance to GDLS senior management and the cleared GDLS workforce globally.
- Serves as the focal point to prepare the company for Security Vulnerability Assessments conducted by DCSA.
- Understand and brief senior GDLS management on Foreign Ownership Control and Influence (FOCI) issues and know when to report changed conditions.
- Responsible for administering security for special programs, including the review, approval, and submission of SCI and SAP nomination packages in accordance with customer requirements.
- Maintain Facility Clearance (FCL) for GDLS through close coordination with DCSA.
- Oversee and manage government documentation associated with closed areas storing, transmitting or processing classified information.
- Review, coordinate, update and communicate revisions to security program governance documentation e.g. policies, procedures, and Standard Practice (SP) manuals.
- Assist Trade Compliance department with International Traffic in Arms Regulations documentation.
- Review and update Technology Control Plan (TCP) for foreign visitors as required.
- Maintain an accurate accounting of GDLS personnel in the Department of War security clearance system of record.
- Support inspections/self-assessments in accordance with National, DOW, Intelligence Community and Corporate policies.
- Conduct briefing/debriefing of individuals requiring access, as required.
- Brief and authorize courier orders and cards to transmit classified documents in accordance with United States Government regulations and policies.
- Maintain an ongoing security education program, e.g. design updates to annual online training, publish security awareness notices, and participate in Security Awareness seminars.
- Supports Counterintelligence and Insider Threat programs.
- Responsible for conducting investigations into security violations and provides oversite for spill remediation and reporting to DCSA.
- Understanding and experience with requirements for handling COMSEC.
- Advise and assist personnel with SEAD 3 mandatory reporting requirements as outlined in DoD 32 CFR, Part 117.
- Process outgoing and incoming visit authorizations for personnel assigned to contracts requiring cleared access.
- Communicate security requirements during contract proposal reviews.
- Reviews all DD Form 254s and requests modifications as necessary.
- Prepare DD-254 documentation and appropriate security guidance for subcontractors.
- Prepare Facility Clearance (FCL) Sponsorship documentation for subcontractors requiring new FCLs.
- Coordinate response to security related CDRLs (contract data requirements list) and proposal items.
- Prepare Systems Security Plans (SSPs) and Fixed Facility Checklists (FFCs) in accordance with customer guidelines.
- Manage/maintain the facility clearance documents (SF-328, DD 441, and DD441-1).
- Understanding and experience with Arms Ammunition and Explosives (AA&E) handling and storage requirements.
- Oversee and ensure compliance for classified meetings, document control, and international programs.
Required Experience/Qualifications:
- Must possess a BA/BS and be a U.S. citizen.
- Significant FSO experience working with a cleared defense contractor or at least seven years USG program security experience.
- Must be able to manage complex requirements and make critical decisions regarding high value programs.
- Must possess a broad knowledge of NISPOM rules, regulations, and procedures, to include a working knowledge of SIMS, DISS, NISS, SWIFT, e-QIP and other industrial security related databases.
- Able to obtain and maintain a government issued Top Secret Security Clearance.
- Have completed NISP CSA Facility Security Officer (FSO) training or complete within 6 months of appointment
- Individual must be experienced in working in a dynamic work environment, supporting several tasks at once, with potential for short deadlines.
- Must have experience conducting threat assessments, internal audits and inspections.
- Experience in counterintelligence investigations with an emphasis on counterproliferation, defense supply chains and theft of defense intellectual property preferred.
- Experience managing teams and effective liaison with federal law enforcement agencies.
- COMSEC experience required. Must have COMSEC custodian certificate or be able to attend and complete IAEC-2112 COMSEC training course.
