Overview:

The IT&S Site Director is responsible for oversight of information technology activities at the acute and ambulatory facilities for the location assigned.

This role plans, coordinates, and directs all operational activities of the IT department, as well as provides direction and support for IT solutions that enhance mission-critical business operations.

The IT&S Site Director works closely with site leadership to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of organization.

This position requires advanced time management skills in directing multiple concurrent projects in addition to flexibility dealing with people at a variety of levels.

Effective communication is also required with internal IT&S staff; vertical and horizontal management; medical and dental staff leadership; external vendors; auditors; industry associations; and other organizations.

This role also will provide advice and counsel to affiliate management in assessing the information needs of the assigned site and develop tactical plans to address these needs.

The IT&S Site Director is responsible for working within the IT&S Strategic, Governance and Policy structure of RWJBarnabas Health to support their respective sites.

This includes, but it not limited to, all standards, policies, and procedures and other guidelines established by the System IT&S functions.

This role also requires participation on multiple committees and regularly scheduled meetings at the affiliate and corporate levels.

This role also serves as the HIPAA Security Officer is responsible for coordinating compliance with the HIPAA Security Rule as defined by the Code of Federal Regulations, 45 C, F, R, 160, 162 and 164.

Education

  • Preferred: Master’s degree in health care, Information Technology, Business, or related field.
  • Minimum: Bachelor's degree or equivalent years of relevant work experience.

Work Experience:

  • Preferred: Ten+ (10) years IT leadership or project management experience implementing information systems and/or large-scale and complex enterprise-wide initiatives;
  • Minimum: Five (5) years’ experience with IT leadership in managing large-scale enterprise-wide initiatives within a complex IT organization in a multi-facility healthcare delivery network;
  • Superior communication and interpersonal skills, facilitation/training skills, project management capabilities, and leadership orientation;
  • Strong assertiveness skills and ability to manage conflict in a variety of situations;
  • Superior organizational and people management skills;
  • Demonstrated ability to align and motivate key process stakeholders, including nurses, physicians, and other clinical/administrative staff;
  • Demonstrated ability to interact with multidisciplinary teams.

Job Specific Requirements

Strategic Planning:

  • Collaborates with the Hospital leadership in analyzing key business initiatives to establish information technology needs to support, influence, and transform the business and clinical operations and strategy.
  • Assist in the formulation of local capital or construction budgets, as needed, to include potential IT costs.
  • Create annual Site IT Plan including local construction, capital, and other initiatives or IT needs with key IT strategic projects or initiatives.
  • Work closely with Hospital leadership to identify opportunities for improvement including the introduction of new technology solutions or enhancing existing technologies.
  • Identify and align IT initiatives, strategies, and solutions with Hospital plans.
  • Facilitate the optimization of the use of technology solutions in support of the Hospital strategic plan and the needs of their business units, the patients, the customers, and the community.
  • Review Site IT plan with Hospital leadership and incorporate status in the Site Director monthly report to IT leadership.
  • Promote standardization of technologies, and practices across the enterprise.
  • Present new and innovative ideas and approaches regarding use of technology.

Compliance Management:

  • Review and be familiar with the standards, policies, and other guidelines established by IT.
  • Communicate IT standards, policies, and guidelines to facility, enterprise departments, or service line leadership.
  • Ensure compliance with all relevant healthcare regulations, including HIPAA, regarding data privacy and security.
  • Serve as the local IT HIPAA Security Officer and is responsible for coordinating compliance with the HIPAA security rules.

Stakeholder Collaboration:

  • Build strong relationships with clinical leadership, administrative teams, and other stakeholders to understand their needs and effectively implement IT solutions.
  • Establishes executive level relationships with the Hospital and Corporate IT departments.
  • Collaborates with Hospital leadership and the IT teams to prioritize and coordinate requests.
  • Meet regularly with the Hospital Senior Leadership to provide organizational updates, risks, and identify opportunities for improvement.
  • Participate in key committees and councils to provide IT support for local discussions or share local considerations and plans to IT Leadership.
  • Facilitate key IT planning meetings to review IT plans, policies and policies, and programs.
  • Participate in Embark, new employee orientation, and other orientations as appropriate. Provide information on the services and technologies IT offers.
  • Perform IT Leadership rounding and catalogue the encounters in Service Now.
  • Participate in Daily Safety Huddles and Senior Leader rounding to learn, catalogue, and direct resolution of open issues.
  • Submit and review Monthly Status Report and Service Line metrics.
  • Provide advice and counsel to IT leadership in assessing the technology needs of the Hospital while also developing strategies and tactical plans to address.
  • Function as advocate for senior leadership to IT leadership on concerns, innovation opportunities, and informational requests.
  • Communicate opportunities for improvement with technology and processes to IT leadership.
  • Meet with local IT teams on regular basis. Review reports and provide site updates to ensure all IT representatives are in alignment and aware of critical issues, operational status, and project activity at their respective sites.
  • Ensures that service levels are accurate and are being met to support the operational requirements of the Hospital.
  • Provide regular status reports to the AVP and VP of the CRM team of site progress, plans, and open issues.

Change Management:

  • Participate in change control or management reviews and approvals, as assigned.
  • Communicate scheduled and non-scheduled changes using the standard SBAR (Situation, Background, Assessment and Recommendation) template.
  • Drive awareness, adoption of changes, and policies within the organization.

Budget and Resource Management:

  • Develop and manage the IT budget, including hardware, software, maintenance, and staffing costs for those assigned locally.
  • Ensure the local IT budgets are created annually and reviewed regularly.
  • Maintain schedules of direct reports to meet projected budget expectations.
  • Schedule regular meetings with direct reports to address open issues, provide organizational updates, to maintain and develop high employee engagement.

Project Management:

  • Facilitate or complete the proper project request entry with supporting documentation including business case, and investment summaries for IT review.
  • Lead the planning, execution, and monitoring of local IT projects, including system upgrades, implementations, and data migration at the local level, as needed. 
  • Maintain active IT project list with the facility.
  • Monitor the status of projects. Take necessary actions to request resource re-prioritization and redefine workplans to ensure completion of the project deliverables in accordance with the agreed upon timelines.
  • Identifies and assesses potential risks and develops mitigation strategies to address.

IT and Non-IT Environment:

  • Responsible for ensuring that IT and non-IT departments maintain the infrastructure, the network, key/critical applications, desktop support, security, and the proper disaster recovery procedures in place at their respective sites.
  • Work with the IT technical or infrastructure team to facilitate the local IT Wellness Infrastructure program. Identify any risk with the network and server infrastructure and develop remediation plans, both short and long term. Communicate findings to the facilities leadership.
  • Facilitate the local Medical Device Advisory Council review of medical equipment requests as well as the Wellness program for Medical Devices. This includes working with bioengineering, imaging, and technical services to inventory medical devices, review and identify risks, risk stratify and prioritize, and develop recommendations both short and long term.
