North Metro Fire Rescue District is now recruiting for the exciting position of Emergency Manager. This position has been posted to both internal and external candidates. To be considered for this position, an application must be submitted online by 5 p.m. (MST) on December 18, 2024.
Under the general supervision of the Deputy Chief of Support Services, this position is responsible for the planning, development, organization, coordination and evaluation of all aspects of NMFRD emergency management and preparedness activities. The Emergency Manager may serve as a District representative in a wide range of inter-agency matters related to emergency management and preparedness. On occasion, the Emergency Manager may fill an ICS staff position as assigned by incident command.
2025 Salary: $120,000 to $162,000 annually. 2025 Hiring range: $120,000 to $145,000. Pay is commensurate with applicable experience and qualifications. The following duties and responsibilities are all essential functions of the position of Emergency Manager. These are not all-inclusive, nor are the responsibilities in order of importance or priority.
Leadership
- Promotes the District’s mission and participates in establishing and maintaining the core values of the District. Provides leadership and promotes a positive and challenging work environment.
- Takes an active role in improving overall organizational performance, especially as related to promoting improvements in regional hazard preparedness and coordinated response, organizational resiliency and continuity, firefighter safety, community safety, and emergency incident response.
- Responsible for developing, implementing and executing applicable portions of the District's Strategic Plan, District goals and objectives.
- Progressive and forward-thinking without being overbearing or micro-managing. Is a big picture thinker and looks out for the best interests of the District.
- Addresses problems, issues and rumors in a timely and preemptive manner.
- Interacts casually but with authority while performing duties. Is a visible and supportive leader. Makes themselves available by proactively approaching personnel as well as having an open-door policy that still respects the chain of command.
- Interfaces with law enforcement personnel, serving as a community leader based on public safety and services. Serves as an organizational leader and liaison with external partner agencies including city, county, state, federal, volunteer and local resources. Interacts and connects with the Colorado emergency management community through participation in associations and regional meetings.
- Provides technical expertise around disaster recovery and mitigation, as well as general safety and loss control. Coordinates with appropriate agencies for post-disaster reimbursements.
- Models and fosters the importance of continual learning and development by staying current on emergency management principles and practices, equipment and procedures by reading emergency preparedness and fire service publications, attending trainings and all-hazard emergency preparedness drills.
- Demonstrates continuous effort to improve emergency management and preparedness operations, increase responsiveness, streamline work processes and work cooperatively and jointly to provide quality, seamless customer service.
Emergency Response and Preparedness
- May serve as the NMFRD representative to regional groups, governmental organizations and planning committees involved in the development of emergency preparedness response plans and training activities.
- May coordinate testing of emergency operations plans. Develops, maintains, tests, and trains personnel as appropriate regarding emergency management operations, evacuation plans, and notification systems. Works collaboratively with district personnel responsible for preparing and conducting risk assessments and recommends various means to respond to required needs and areas.
- Assesses the District’s service preparedness and ensures readiness to mitigate hazards and threats whenever possible, respond to and recover from regional and large-scale emergency events.
- Develops emergency preparedness plan proposals and procedures for the District.
- Coordinates special events or programs the District is involved in with regional and partner agencies. May coordinate a District Operations Center (DOC) when/if activated. See DOC procedure.
- Participates in development and implementation of plans for the security of NMFRD personnel and facilities.
- Designs and administers emergency preparedness training and drills. May manage operations at District special events, as assigned.
- Participates in the development, implementation and application of the District’s policies, performance standards, rules, regulations and standard operating procedures as related to emergency preparedness functions.
- Keeps informed of activities or changes that could affect the need for a coordinated emergency response. Maintains knowledge in area of expertise.
- Develops and administers budget for assigned areas of responsibility. Reviews budget requests from other district personnel when warranted.
- Develops, maintains, and administers all assigned program management areas and makes improvement recommendations. Maintains necessary records and prepares and submits a variety of reports.
- Position serves as the chair on the NMFRD Grants Committee; working with command staff, identifies grant opportunities and priorities, conducts necessary research; prepares and submits grant proposals.
- Responsible for the development and implementation of an NMFRD Continuity of Operations Plan (COOP) that successfully incorporates the requirements and needs of regional and partner agencies.
- Responsible for the development and implementation of associated Contingency Plans for vital District operations.
- Responsible for the development and implementation of appropriate organizational Resiliency Planning to recover from potential losses incurred to essential NMFRD operations.
External Relations
- Interacts professionally, competently and positively with members of the public, civic organizations, other emergency service organizations, governmental agencies and non-governmental agencies at the local, regional, state and national level.
- Ensures an organizational willingness to participate in local, regional, state and national exercises. Dutifully accepts a responsibility to be considered a partner agency that is committed to helping other organizations and communities when disaster occurs.
- Responsible for assuring swift and appropriate response to public inquiries and complaints, contributing to a positive public image.
- Performs other duties as required or assigned.
Minimum requirements at entry:
- Bachelor's Degree from an accredited college or university in Emergency Management, Fire Service Administration, Public Administration, Business Management or other job-related degree.
- Five years of related professional emergency management and preparedness experience. Prefer experience in public sector emergency preparedness and response planning.
- Training in the Incident Command System (ICS).
- A progressive level of demonstrated contributions to programs such as those that support the district’s mission, goals and strategic plans.
- Any equivalent combination of education, training, and experience that provides evidence that the candidate possesses the necessary positional traits.
- Base level knowledge of GIS systems including relevant experience in ArcGIS Online and/or ArcGIS Pro.
Minimum requirements at entry:
- Valid driver's license.
- Must obtain and maintain a valid Colorado driver’s license within 90 days of hire;
- ICS 100, 200, and IS-700 certification;
- Must obtain ICS 300 and 400 certification within 180 days of hire;
- International Association of Emergency Managers (IAEM) certification as an Emergency Manager and Associate Emergency Manager (AEM) within 90 days of hire;
- Completion of FEMA EMI Professional Development Series within 90 days of hire;
- Completion of FEMA EMI Advanced Professional Development Series and Homeland Security Exercise and Evaluation Program within one year of hire date.
NECESSARY SPECIAL REQUIREMENTS: – Must possess and maintain a valid Colorado driver’s license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following applicable pre-offer and post-offer/hire processes: oral board/s, reference checks, background checks including criminal background check, fitness for duty evaluation, illegal drug screening, sex-offender registry, and driving record check.
