About This Position

Under limited supervision, is responsible for performing on-site inspections of new and existing building construction to ensure compliance with local, state and federal building codes and regulations. Performs field inspections of various projects (City and private developments) during construction to verify and record appropriate completion of required civil construction elements. Documents compliance and non-compliance with applicable codes, laws or regulations.
Inspections
  • Performs on-site inspections of both new and existing structures at particular stages of construction or renovation.
  • Ensures structural integrity, building code compliance and occupant safety.
  • Performs inspections of the construction of roadways, streets, sanitary systems, water systems, drainage systems, concrete elements, landscaping, and various elements consistent with site and subdivision elements, etc. The purpose is to ensure that the overall project meets the requirements of City codes, engineering and construction industry standards, permits and government regulations that may be related to the project.
  • Performs environmental, tree and wetland inspections such as wetland protection, tree removal, wetland identification, mitigation, and wildlife protection.
  • Performs property maintenance and housing inspections.
Project Review
  • Reviews plans for conformance to city, county, state and federal requirements.
  • Coordinates review comments with applicants and other City staff.
Operating Functions
  • Records and retrieves inspection data utilizing department computer and filing system.
  • Documents types of inspections, permit numbers, addresses, compliance and/or non-compliance with applicable building codes, ordinances and regulations.
  • Issues inspection sign-off documents, certificates of compliance, and code correction notices as appropriate.
Communication Skills
  • Communicates and interacts effectively with developers, contractors, subcontractors, job superintendents, project managers, architects, engineers, attorneys, manufacturers and manufacturer’s representatives, and the general public.
  • Provides information and assistance to contractors, subcontractors, architects, engineers, general public, etc., in response to questions, comments or concerns regarding inspections, procedures and building codes, ordinances and regulations.
Processing of Reports
  • Receives, reviews and processes various reports and records including blueprints, construction drawings, surveys, flood zone information, energy code forms, inspection logs, job data cards, correction notices, re-inspection notices, FEMA certifications, soils investigations, etc.
  • Prepares and processes inspection reports, stop work orders, notices of violation, uniform citations, damage assessments, habitability assessments, etc.
Other Duties
  • Attends meetings, seminars and training as needed; attends continuing education courses as required by law, and organizations meetings relative to building construction, code enforcement and administrative.
  • All other duties as required.

EDUCATION / EXPERIENCE
Required Education: Bachelor’s degree in architecture, engineering, or construction.

Preferred Education: Master’s degree in architecture, engineering, or construction.

Required Experience: Five years in inspection, plan review, or building construction.

Preferred Experience: Seven years in inspection, plan review, or building construction.

An equivalent combination of training and experience may be substituted for required education and experience.

LICENSURE / CERTIFICATIONS
Required:
•Valid Florida Driver’s License
•Licensure by the Florida Building Code Administrators and Inspectors Board (BCAIB) as follows:
Level I - Requires one (1) standard inspector certification, preferably as a building inspector, or the ability to obtain a provisional license in at least one (1) inspector category.
Level II - Requires two (2) standard inspector certifications, preferably as a building inspector and one (1) other category, or the ability to obtain a provisional license in at least two (2) inspector categories.

Preferred:
•Ability to obtain the credential as a Certified Arborist from the International Society of Arboriculture (ISA) within one (1) year, if required.
•Certificate in arboriculture, horticulture, forestry or related field.
•Certification in concrete, asphalt, water, wastewater, stormwater, and/or environmental inspection; wetland identification or delineation.
•Other highly desirable knowledge, skills, abilities, and credentials relevant to the position.
