The Senior Finance and Admin Officer will be assigned to the Building Tomorrow: STEM and Opportunity program located in Jordan. The successful candidate will be responsible for managing the daily implementation of Building Tomorrow's financial administration and supports the development of project work products, including but not limited to, program timelines, budgets, reports, and other products/documents as identified. The senior officer will also be working on the IREX Regional Branch Finance, Payroll and Compliance Support.

Based in Amman and working under the supervision of the Program Lead in Jordan with dotted line supervision from the Senior Finance & Compliance Manager, they will apply principles of accounting to analyze financial information, perform financial administration tasks, and prepare compliant financial reports by compiling information, preparing financial reports, and utilizing appropriate accounting control procedures.

Knowledge & Skills:

  • Ability to deliver results on challenging assignments
  • Knowledge of accounting and finance principles including Generally Accepted Accounting Principles (GAAP).
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel)
  • Demonstrated exceptionally excellent communication skills and follow-up.
  • Demonstrated knowledge of local laws and donors’ procurement policies, and tax laws/regulations.
  • Positive attitude and willingness to support and assist colleagues.
  • Ability to work under pressure and meet tight deadlines.

Requirements:

  • Bachelor’s degree in accounting or relevant field.
  • A minimum of 5 years of relevant experience, specifically in Jordan in the NGO sector.
  • Experience with QuickBooks is strongly preferred.
  • Demonstrated high attention to detail.
  • Exceptionally good command of English required.
  • Must demonstrate valid proof of unrestricted work authorization in Jordan.

Your Daily Tasks

For the Building Tomorrow program:

  • Manage invoices and payment process, ensuring all documentation is accurate and prepared properly and in accordance with IREX and U.S. Department of State policies and procedures and local laws.
  • Establish, maintain, and coordinate the implementation and maintenance of accounting and accounting control procedures.
  • Review all incoming invoices and ensure timely payment of payables.
  • Verify accuracy of all payment requests and ensure proper allocation of expenditures to funding source and expense categories.
  • Contact vendors to discuss invoices and payments and resolve discrepancies, as required.
  • Follow up on service providers’ invoices including water, electricity, landlines, cell phones, internet, etc. making sure all invoices are received and paid on time.
  • Follow up with vendors for timely collection of checks.
  • Follow up with health insurance on the status of their invoices.
  • Conduct regular petty cash counts.
  • Manage and prepare staff payroll and salary slips.
  • Manage filing of financial and accounting records.
  • Ensure all financial reporting deadlines are met.
  • Compile and analyze financial information to prepare monthly financial reports and cash and bank account reconciliation.
  • Assist with the monthly project expenditures projections.
  • Assist the Senior Finance and Compliance Manager with preparation and coordination of annual audit process, and Department of State compliance reviews.
  • Liaise with Social Security Corporation and Income Tax Department and follow up on staff SS and income tax monthly remittances.
  • Prepare all VAT exemption letters as appropriate.
  • Assist with preparation of customized financial transaction reports as required.
  • Other support duties as needed.

For the IREX Regional Branch Finance, Payroll and Compliance Support

  • Compile and analyze financial information to prepare monthly financial reports and cash and bank account reconciliation for IREX regional branch.
  • Manage and prepare staff payroll and salary slip for IREX regional branch.
  • In coordination with the HEIG and Asas program teams, manage required insurance (life and health) transactions for BT program and for regional-office national staff.
  • Liaise with Social Security Corporation and Income Tax Department and follow up on staff SS and income tax monthly remittances for IREX regional branch.
  • Support the preparation of reports to local authorities under IREX’s regional office registrations as requested.
  • Lead responses to internal and external audits, related to Building Tomorrow Program and the IREX regional branch office, ensuring the maintenance update of branch records, licenses, and inventory.
  • Other support duties as needed.

Please note: While we aim to offer competitive compensation, not all candidates will be eligible for the upper end of the salary range.
