Position Summary:

Tigua Facility Services (TFS), part of Tigua Inc., supports federal facilities, operations, maintenance, logistics, and mission-support requirements. Tigua Inc. is owned by the Ysleta del Sur Pueblo (Ysleta Tribe). This anticipated position will support Air Force Civil Engineer Center operations, facilities, test ranges, laboratories, and research, development, test, and evaluation activities at Tyndall Air Force Base.

Serve as the senior working lead for the Allied Trades team while performing the full range of facilities maintenance, repair, construction, grounds, equipment-support, and project-support duties. The position is dual-hatted as the anticipated part-time Onsite Contract Lead and remains a productive Allied Trades position. Approximately 200–400 hours per year may be devoted to contract-lead coordination, workforce supervision, task assignment, and Government interface, subject to the final solicitation

This role supports a potential contract.

Responsibilities:

  • Supervise the onsite workforce, assign and coordinate daily tasks, monitor work in progress, and coordinate changes with Government and project personnel.
  • Serve as Tigua’s onsite contract-performance point of contact; coordinate with the CO, COR, AFCEC/CXA representatives, Tyndall Civil Engineering, and Tigua corporate leadership within delegated authority.
  • Perform and lead carpentry, roofing, plumbing, painting, concrete/masonry, appliance and equipment repair, preventive maintenance, facilities maintenance, grounds keeping, labor support, and related project work.
  • Construct, maintain, repair, renovate, and modify facilities, structures, test articles, offices, infrastructure, and associated test-support requirements.
  • Coordinate AF Form 332 requirements and confirm required approvals before work affecting real property or other controlled assets begins.
  • Receive, schedule, track, and close tasks through the Government-provided work-order system; maintain accurate labor, material, repair, inspection, and completion documentation.
  • Plan and execute plumbing, carpentry, masonry, painting, roofing, equipment-repair, preventive-maintenance, and grounds/site-maintenance work using drawings, specifications, codes, and trade mathematics.
  • Operate or oversee tractors, dump trucks, sweepers, riding mowers, and towed or attached equipment used for transport, digging, loading, spraying, clearing, mowing, and site preparation.
  • Lead severe-weather preparation, hurricane evacuation support, post-storm assessment and debris cleanup, and short-notice emergency response when directed.
  • Enforce safety, PPE, housekeeping, hazardous-material and waste-handling, tool-control, lockout/tagout, and environmental requirements; stop or escalate unsafe work.
  • Coordinate after-hours incidents with the TFS 24/7/365/366 Call Center and Tigua Duty Manager, then ensure next-business-day work-order and incident reconciliation.

Minimum Qualifications

  • Minimum 10 years of directly related Allied Trades/facilities experience.
  • Demonstrated broad working knowledge across carpentry, roofing, plumbing, painting, concrete/masonry, facilities maintenance, equipment repair, grounds/site maintenance, and related support functions.
  • Demonstrated experience leading or supervising a multi-discipline facilities or trades workforce and coordinating work with customers or Government representatives.
  • Ability to interpret and apply blueprints, schematics, drawings, technical manuals, specifications, codes, and work instructions.
  • Skill using hand tools, portable power tools, test equipment, and grounds/site-support equipment.
  • Documented knowledge of safety, environmental, hazardous-material, and hazardous-waste practices applicable to facilities work.
  • Ability to satisfy the background investigation and access requirements established by the final contract.

Preferred Qualifications

  • Prior Air Force, DoD, federal installation, research/test range, or performance-based facilities contract experience.
  • Experience with AF Form 332, Government work-order systems, CMMS platforms, quality inspections, and contract reporting.
  • OSHA 30, competent-person training, equipment-operator qualifications, backflow or trade certifications, or equivalent documented training.
  • Prior experience supporting hurricane preparedness and mission-essential recovery operations in coastal Florida.

Contract Requirements

  • Ability to work onsite at Tyndall Air Force Base, Florida, and satisfy installation access requirements.
  • Valid state driver’s license and ability to operate Government-owned vehicles when authorized.
  • Ability to comply with applicable Air Force, DoD, federal, state, local, safety, environmental, information-security, and facility requirements.
  • Ability to work Monday through Friday within the anticipated 6:00 a.m. to 5:00 p.m. Central Time operating window, with maximum staffing during core hours, currently 9:00 a.m. to 3:00 p.m.
  • Availability for occasional flexible schedules, approved travel/temporary duty, emergency response, severe-weather preparation or recovery, and mission-essential crisis support.
  • Ability to use Government and company work-order, database, reporting, document-control, and communication systems.
  • Ability to work independently and collaboratively with other trades, logistics, laboratory, safety, fabrication, Government, and subcontractor personnel.

Work Environment

  • Frequent standing, walking, bending, stooping, kneeling, climbing, reaching, and use of hand and power tools.
  • Ability to lift and carry tools, equipment, and materials consistent with assigned work and approved lifting practices.
  • Work indoors and outdoors in heat, humidity, rain, wind, noise, dust, dirt, grease, uneven terrain, and active maintenance/test environments.
  • Ability to wear required PPE and respond to short-notice site conditions safely.
