Role:

The Vice President of Risk Management leads the tactical operation of Gulf Wind's enterprise risk management program and fraud services. The position maintains a high focus on emerging risk, security, and consults/guides the credit union in establishment of controls to mitigate identified risk as defined within the COSO framework including maintaining the organization's risk appetite statements annually. Provides overall leadership on all risk management issues identified, including collaborating with other members of management to develop and implement adequate risk management controls (policies, procedures, systems, and staffing). Maintains a leadership role in external exams and review of all audits performed. Responsible for leading the Risk Management and Fraud Services functions for the credit union including the management of identifying, assessing, mitigating, monitoring, and reporting enterprise-wide risks to effectively manage existing and future threats and opportunities that directly impact the strategic direction of the Credit Union. Ensures sustainment of all established Service Level Agreements (SLAs) for the Risk Management and Fraud Services areas. This role is responsible for supporting Gulf Winds' strategic and budgetary goals and for overseeing Vendor Management, Credit Risk Management, BSA Compliance, and the Disaster Recovery/Business Continuity Plan.

Essential Functions & Responsibilities:

40% Designs, maintains, and executes an effective enterprise-wide risk management program, driving the evolution of risk management methodologies, tools and processes, and furthering development of a risk management philosophy that focuses on strategic objectives and drives value for the credit union. Determines appropriate reporting practices and processes, including but not limited to: Risk and Fraud Dashboards, Risk Appetite Statements, Testing analysis. Collaborates across the credit union to objectively assess, monitor, and report the enterprise risk profile as well as appropriately escalate risks that have been triggered in excess of approved tolerance levels. Encourages a risk and fraud mitigation philosophy that provides a balance between risk and value opportunities. Provides ongoing analysis and reports on the adequacy and effectiveness of risk and fraud management.

40% Leads, develops, motivates, grows, and evaluates a team of risk management and fraud services professionals; establishes performance standards and measures employee performance against standards. Prepares or provides input in the preparation of budgets for supervised functions. Oversees risk mitigation efforts for project implementations including forms and advertisements that have been created or purchased prior to finalization, new product development or any changes in products or advertising. Ensures that the vendor management program is effective in helping the credit union maintain compliance with safe and sound vendor selection, due diligence, and evaluations. Creates and facilitates ongoing Business Continuity and Disaster Recovery exercises and Plan updates to prepare the team for potential disasters. Ensures that the Credit Risk Management program is run appropriately in a collaborative approach with the Lending and Finance Departments. Ensures that the Fraud Services department is run appropriately in a collaborative approach with the Lending and Payments Departments. Assists in updating, reviewing and communicating policies and procedures based on regulatory changes, internal audits and examinations by regulatory agencies. As the BSA Officer, supervises and provides direction, support, and appropriate training as required by the Bank Secrecy Act. Ensures all compliance requirements are met as required by BSA.

10% Partners with internal and external auditors that periodically assess control effectiveness sharing information to ensure all activities are aligned to provide value to the Credit Union and contribute to the achievement of the strategic objectives. Evaluates and reviews management updates and communication on policies and procedures based on regulatory changes, internal audits, and examinations by regulatory agencies.

5% Responsible for reviewing insurance coverage of the Credit Union's assets to include participating and assisting in insurance renewals.

5% Other job-related duties as assigned.

Performance Measurements:

1. Designs and maintains an effective enterprise-wide risk and fraud management program. Maintains awareness of emerging risks and provides proactive mitigation recommendations to the Executive Leadership Team.

2. Participates as the lead in exams - coordinating the meetings and item requests lists to ensure a successful examination. Reviews, communicates and ensures corrections of any findings. Reports to the President & CEO, CFO, Legal Counsel, Supervisory Committee, and Board of Directors, as appropriate.

3. Conducts risk assessments in a timely manner, utilizes risk management software to document the assessments, and reports results to the Executive Leadership Team as appropriate.

4. Evaluates and provides comments on risks associated with projects including new product development, changes in products and advertising in a timely manner.

5. Partners with internal auditor to share information on risks to ensure activities are aligned and provide value to the Credit Union's strategic objectives.

6. Maintains a cohesive, highly trained, and motivated team sufficient to meet daily department demands in areas including but not limited to fraud management, vendor management, credit risk management, business continuity/disaster recovery, and BSA Compliance.

7. Complies with all applicable rules, regulations and policies, including but not limited to BSA, OFAC and Physical Security.

Knowledge and Skills:

Experience Eight to ten years of similar or related experience.

Education (1) A master's degree, or (2) a bachelor's degree plus professional certification (e.g., CPA).

Interpersonal Skills Work frequently involves exercising advanced conflict resolution, giving material presentations, and resolving issues impacting multiple departments or divisions. Role also requires the ability to motivate or influence others as a material part of the role, with a significant level of diplomacy and trust. Obtaining cooperation (internally and/or externally) is an important part of the role and a high level of interpersonal skills is critical to the success of this position.

Physical Requirements This role requires sitting at a computer for most of the day. This role would also require the ability to file files, open filing cabinets, and bend or stand as necessary. Work Environment The position is based in-office in our Pensacola, Florida market, operates primarily in an office setting, and routinely uses standard office equipment such as computers, printers, and phones.

This position requires consistent presence in the office to collaborate with team members and fulfill job responsibilities effectively. It requires actively participating in conference calls and meetings with other Credit Union team members and vendors.

The normal expected work schedule is Monday through Friday, 8:30a.m. to 5:00p.m. After-hours work or travel required to meet project deadlines or attend conferences, seminars, or meetings.
