MSRC is seeking a Subject Matter Expert, Business Management to work as a member of the Army Program Executive Office. The Subject Matter Expert, Business Management will support an Army Product Office by developing, maintaining, and defending independent life-cycle cost estimates to inform acquisition, funding, budget, and milestone decisions. The analyst will apply quantitative cost-analysis methods, maintain estimates in ACE-IT, assess Earned Value Management data, prepare decision-support documentation and briefings, and provide cost, risk, and resource recommendations to the Product Manager.
Duties and Responsibilities:
- Serve as a Subject Matter Expert, Business Management supporting an Army Product Office in developing and defending cost estimates for acquisition decision-making.
- Plan, coordinate, and conduct independent cost analyses and forecasts for assigned systems, programs, projects, and resources in support of funding decisions, budget reviews, and milestone reviews.
- Create and maintain life-cycle cost estimates in ACE-IT and develop cost-estimating methodologies using available programmatic, technical, financial, and historical data.
- Provide technical analysis, budgetary guidance, and resource-allocation support to inform budget development, planning, and defense of program funding requirements.
- Apply quantitative cost-analysis methods—including statistical, parametric, non-parametric, regression, modeling, and economic analysis—while preparing Acquisition Program Baseline and milestone documentation, cost briefings, and Earned Value Management assessments for Product Manager decision-making.
Education:
- Bachelor’s degree in mathematics, statistics, or Operations Research
Job Qualifications:
- A minimum of 10 years combined Government/DoW applicable experience.
- Knowledge of US Army acquisition processes and experience working and closing actions/taskers that are briefed to higher headquarters and executive leadership.
- The successful candidate will be highly organized, flexible and must demonstrate attention to detail and the ability to meet suspense’s.
- Candidate must be able to work with minimum guidance in addressing actions, and then use their own knowledge, ingenuity, innovation and experience to complete the product.
- Excellent written and verbal communication’s skills, people skills and enthusiasm are important, as well as the ability to handle a variety of tasks in a team environment.
Preferred Qualifications:
- An additional plus is knowledge in IBCS, PATRIOT, MEADS, THAAD, C2BMC, or AEGIS and familiarity with current CID measures in one or more of the DoD services.
- Prior Product Owner experience on a SCRUM team is a plus.

- Candidate must currently possess and be able to maintain an active security clearance.
