Program Analyst

This role supports a dynamic federal IT environment focused on improving program performance, operational efficiency, and data-driven decision-making within a large public sector organization. You will work closely with program managers and stakeholders to analyze processes, evaluate program effectiveness, and identify opportunities for improvement. The position requires a strong analytical mindset, adaptability, and the ability to quickly understand evolving requirements in a fast-paced environment. You will contribute to reporting, policy development, and operational assessments that directly influence program outcomes. The role blends research, data analysis, and strategic support, making it essential for improving how programs are delivered and managed. Accountabilities:
  • Conduct research, analyze qualitative and quantitative data, and identify trends to evaluate program and operational effectiveness.
  • Develop reports, dashboards, and presentations that communicate program status, performance metrics, and actionable recommendations.
  • Assess programs, policies, procedures, and business processes to identify gaps and propose improvements.
  • Support the development of program requirements, budgets, schedules, and performance tracking mechanisms.
  • Draft and update policies, procedures, and operational documentation to improve consistency and efficiency.
  • Identify operational issues, analyze root causes, and recommend solutions to improve program outcomes.
  • Assist program managers in planning, evaluating, and optimizing program performance and effectiveness.
  • Develop methods for collecting and analyzing data to support ongoing program evaluation and decision-making.
  • Present findings and recommendations to stakeholders in a clear, structured, and actionable manner.

Requirements:

  • Bachelor’s degree required (or equivalent experience: 8 years of relevant experience may substitute for education).
  • Minimum 5 years of experience in program analysis, business analysis, operations, or related analytical roles.
  • Strong ability to evaluate program effectiveness using both qualitative and quantitative data.
  • Experience designing or improving methods for data collection, analysis, and performance measurement.
  • Strong analytical and problem-solving skills with the ability to interpret complex data sets.
  • Ability to manipulate and present data clearly to support business decisions and recommendations.
  • Understanding of IT environments and familiarity with organizational change management concepts is preferred.
  • Strong written and verbal communication skills, with the ability to prepare and present reports to stakeholders.
  • Ability to work independently in a fast-paced, evolving federal environment.
  • Must be eligible to obtain and maintain a Tier II Moderate Risk Background Investigation and authorized to work in the U.S.
