This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.
Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced Business Analyst – Business Operations & Analysis, Intermediate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs, projects, and operational initiatives.
The Business Analyst provides business analysis expertise and works closely with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors to understand business needs, evaluate existing operations, analyze current and target processes, define and manage requirements, develop actionable business and technical artifacts, support testing and implementation, and identify opportunities for process improvement and modernization.
In addition to core business analysis responsibilities, this position provides functional expertise in Business Operations & Analysis, with an emphasis on understanding existing operations, defining business needs, evaluating alternatives, improving processes, supporting modernization initiatives, and leveraging technology and service-delivery models to create a more integrated and collaborative IA environment. The position helps maintain effective operational controls, accurate records, compliant processes, and efficient service delivery while supporting ongoing technology modernization.
DUTIES AND RESPONSIBILITIES
Business Analysis
- Elicit, analyze, validate, document, and manage business, functional, technical, and system requirements.
- Evaluate existing business operations and translate operational needs, challenges, and objectives into clearly defined requirements and actionable recommendations.
- Map current-state, interim-state, and future-state business processes and identify opportunities for improvement, modernization, automation, and increased efficiency.
- Develop user stories, story maps, use cases, acceptance criteria, and prioritized product backlogs.
- Prepare requirements, implementation statements, and supporting documentation for NIST Special Publication 800-53 control assessments.
- Support privacy and security documentation, including identification of Personally Identifiable Information (PII), Privacy Impact Assessments (PIAs), and Privacy Threshold Analyses (PTAs).
- Develop business glossaries, functional requirements, process models, system diagrams, wireframes, workflows, and other business and technical artifacts.
- Create and maintain models and diagrams for business processes, applications, and systems using Microsoft Visio or comparable Government-authorized tools.
- Manage boards, test plans, dashboards, requirements, and related project artifacts using Azure DevOps or other authorized tools.
- Conduct research and analysis supporting process improvement, business process reengineering, IT modernization, shared services, and technology implementation.
- Develop and execute test cases, test scripts, datasets, and acceptance criteria based on approved requirements and user input.
- Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities.
- Review cost, schedule, performance, and compliance requirements associated with federal IT investments.
- Lead assigned analytical activities and track associated risks, issues, milestones, dependencies, and deliverables.
- Support implementation activities and knowledge transfer to help ensure business requirements and intended process improvements are successfully incorporated into operational environments.
Business Operations & Analysis
- Analyze existing business operations, workflows, processes, systems, controls, and service-delivery practices to identify operational needs and improvement opportunities.
- Define business and operational requirements and evaluate alternatives for improving efficiency, effectiveness, service delivery, and customer experience.
- Develop current-state, interim-state, and future-state operating models to support organizational and technology modernization initiatives.
- Identify process gaps, redundancies, inefficiencies, risks, and dependencies and develop recommendations for improving business operations.
- Conduct business process improvement and reengineering analysis to support modernization and organizational transformation.
- Research and evaluate new technologies, capabilities, tools, and service-delivery models that may improve IA operations.
- Support development and implementation of shared-services approaches designed to create a more integrated, efficient, and collaborative IA environment.
- Analyze business and operational data to identify trends, performance gaps, risks, and opportunities for improvement.
- Develop business cases, recommendations, process models, workflows, reports, dashboards, presentations, and other decision-support artifacts.
- Establish and support performance measures and operational metrics used to evaluate process effectiveness and service-delivery outcomes.
- Collaborate with Government stakeholders, technical teams, security personnel, vendors, and other contractors to ensure operational requirements are understood and incorporated into modernization and implementation activities.
- Translate complex operational and technical information into clear recommendations, requirements, processes, models, testable outcomes, and actionable deliverables.
- Support implementation of approved business-process changes and help evaluate whether implemented solutions achieve intended operational outcomes.
- Promote continuous improvement by identifying opportunities to streamline processes, strengthen operational controls, reduce manual activities, and improve service delivery.
REQUIRED EXPERIENCE AND QUALIFICATIONS
- Minimum of five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments.
- Demonstrated hands-on experience in Business Operations & Analysis with the ability to apply that expertise within an integrated project management and business analysis environment.
- Experience analyzing and resolving complex IT project, program, or operational issues in accordance with applicable federal laws, regulations, policies, and procedures.
- Demonstrated experience evaluating existing operations, defining requirements, mapping current-state and future-state processes, identifying alternatives and efficiencies, and supporting modernization and implementation initiatives.
- Knowledge of Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management.
- Knowledge of business process improvement and business process reengineering methodologies as applied to modernization initiatives.
- Practical experience with configuration management, Information Technology Infrastructure Library (ITIL) practices, change management, IT Asset Management, and IT service-request fulfillment.
- Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement.
- Knowledge of the Federal Information Technology Acquisition Reform Act (FITARA), System Development Life Cycle (SDLC), Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), and Federal Information Security Modernization Act (FISMA).
- Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.
- Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.
- Proven ability to manage multiple priorities and meet project schedule, quality, and performance requirements.
- Ability to work effectively with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors and translate business needs into clear requirements, processes, models, testable outcomes, and actionable deliverables.
- U.S. Citizenship Required.
- Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
- Must meet all applicable federal contract requirements.
PREFERRED QUALIFICATIONS
- Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
- Experience supporting federal IT modernization, shared-services, business transformation, or process-improvement initiatives.
- Experience supporting federal IT asset, license, property, change, configuration, or release-management activities.
- Experience with IT Service Management (ITSM) ticketing systems, Configuration Management Databases (CMDBs), Microsoft Intune, or similar enterprise tools.
- Experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools.
- Active Government security clearance.

This position primarily involves work in a professional office or remote work environment.
