Salary Grade: DOE
This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
Given the financial nature of this position, this position has been defined as a position requiring a credit check. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a credit background check.
SUMMARY:
Manages a team of engineers, technical leads, administrators, and support personnel with a primary focus on PNM owned generation including San Juan Generating Station, Afton, Lordsburg, Luna, and Reeves generating stations. Ensures high value, economical projects are evaluated, designed, and constructed for PNM power generation facilities. Plans, organizes, leads, and controls the stations engineering, asset management programs, document control services, capital project management, and capital vendor alliance services and activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Supplies the materials, tools, capital, and other resources necessary to accomplish the departments goals, objectives, and improvement initiatives
Determines, develops, and maintains work relationships among the stations various departments, disciplines, and work-groups
Generates forecasts, environmental, and auxiliary equipment performance curves, upgrade economics, and capital replacement requirements and capabilities
Establishes one-year and five-year equipment capital improvement, outage project, and engineering project targets
Sets department goals and objectives that achieve the departments capital improvement, outage, and engineering project targets
Develops, applies, and meets budgets that support the departments goals and objectives
Establishes, executes, and achieves work sequences, schedules, milestones, and deadlines
Develops, enacts, and enforces policies, procedures, programs, and guidelines
Assesses, adjusts, and controls the work of the department to accomplish the departments goals and objectives
Determines department availability, reliability, and productivity performance standards
Establishes methods of measuring, monitoring, and reporting work in progress and completed tasks
Evaluates work in progress and results achieved against the standards
Corrects deficient performance improving methods and results
COMPETENCIES:
Broad knowledge of the design, maintenance, and operation of all power generation technologies including fossil-fired power plants and associated environmental systems
Understanding of and ability to utilize project management tools and techniques to plan, schedule, execute, and document outage projects and engineering projects in an effective, efficient, and safe manner
Ability to exercise considerable technical judgment and influence in the analysis of engineering problems and solutions; and in the implementation of those solutions while maintaining plant operating equipment availability, reliability, and productivity targets
Understanding of and ability to utilize sound management techniques and leadership principles
Ability to make sound judgments and crucial decisions in short amounts of time
Ability to maintain positive and productive working relationships with various individuals and groups
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree (B.A.) from four-year college or university in engineering with seven to nine years related experience, including two years of management experience, or equivalent combination of education and/or experience related to the discipline.
Master's degree is preferred.
SUPERVISORY RESPONSIBILITIES:
Hires, trains, evaluates, rewards, and terminates employees. Designs, organizes, prioritizes, schedules, and leads work assignments. Fosters good working relationships with various groups.
COMMUNICATION SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, and governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from management
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
COMPUTER SKILLS:
Working knowledge of database, spreadsheet, and word processing software.
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve complex problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
PHYSICAL DEMANDS:
Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time. Good vision and ability to adjust focus is required. Manual dexterity is required. Must occasionally lift and/or move up to 50 pounds.

Office and Plant environment.
