FILING DEADLINE:

Employment Type: Full-time position represented by the City of Santa Fe Springs City Employees Association.

POSITION PURPOSE:
Under general supervision, plans, coordinates, implements, and evaluates volunteer programs, including the Court-Ordered and General Volunteer Programs and activities in support of City departments and community initiatives; recruits, trains, and supervises volunteers; coordinates volunteer opportunities with outside agencies, the City’s non-profit SFS Community Programs Incorporated, and community partners; tracks and manages volunteer hours and records; assists with the development, implementation, and periodic review of volunteer policies, procedures, handbooks, and program guidelines to ensure consistency and compliance across all City volunteer programs; and performs related duties as assigned.
Serves as the City's primary coordinator for volunteer services by promoting consistent volunteer management practices, fostering community engagement, and ensuring volunteer programs are administered in accordance with City policies and applicable laws.

SUPERVISION RECEIVED:
Receives direction and general supervision from Deputy Director from Police and Community Services.

SUPERVISION EXERCISED:
City volunteers, court-ordered volunteers, nonprofit volunteers, partner volunteers, and subordinate City staff.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

A. Held in Common:
  1. Supports the Mission of the City and its Elected and Appointed Officials.
  2. Provides courteous and timely service to the public as the ultimate employer.
  3. Works cooperatively with other City employees.
  4. Exhibits integrity and displays ethical behavior.

B. Essential Job Specific Duties:
  1. Plan, coordinate, and implement comprehensive volunteer programs (Court-Ordered, General Volunteer, and SFS Community Programs, Inc.) to support City services, special events, and community initiatives.
  2. Recruit, screen, interview, and place volunteers in appropriate assignments based on departmental needs and volunteer interests.
  3. Develop and conduct volunteer orientations, trainings, and ongoing development opportunities.
  4. Maintain accurate records of volunteer participation, including tracking, verifying, and reporting volunteer hours in compliance with City policies and grant requirements.
  5. Prepare periodic statistical and narrative reports regarding volunteer activities, participation levels, and program outcomes.
  6. Serve as liaison between City departments and community-based organizations to identify and coordinate volunteer opportunities.
  7. Collaborate with outside agencies, nonprofit organizations, educational institutions, and service groups to expand volunteer engagement and partnership initiatives.
  8. Coordinate recognition events and appreciation activities to promote volunteer retention and engagement.
  9. Assist in the development and implementation of policies, procedures, and risk management practices related to volunteer services.
  10. Assist with the development, review, revision, and implementation of volunteer guidelines, policies, procedures, manuals, and operational standards to ensure consistent administration of volunteer programs throughout the City.
  11. Ensure compliance with applicable safety regulations, background screening requirements, and City guidelines.
  12. Provide on-site supervision and support for volunteers at events, programs, and service activities.
  13. Respond to inquiries from the public regarding volunteer opportunities and community service requirements.

C. Other Job Specific Duties:
  1. Utilize volunteer management software and databases to maintain records, schedules, and communications.
  2. Support grant-funded initiatives by tracking volunteer match hours and ensuring proper documentation.
  3. Develop volunteer recruitment and marketing strategies utilizing social media, community outreach, presentations, and partnerships to increase volunteer participation.
  4. Coordinate volunteer assignments during emergency response, disaster relief, or other City-wide special initiatives, as assigned.
  5. Monitor volunteer performance and provide coaching, feedback, recognition, and corrective action, when appropriate, in accordance with City policies.
  6. Evaluate volunteer programs and recommend improvements to increase efficiency, effectiveness, volunteer satisfaction, and community engagement.
  7. Coordinate required volunteer background checks, waivers, confidentiality agreements, and other onboarding documentation.
  8. Represent the City at community meetings, volunteer fairs, outreach events, and partnership activities.
  9. Assist with budget tracking related to volunteer programs and supplies.

  • Record-keeping and reporting techniques, including hour tracking and data management.
  • Public administration principles and municipal operations.

  • Risk management and safety procedures related to volunteer programs.
  • Volunteer recruitment, retention, recognition, and engagement best practices.
  • Applicable federal, state, and local laws, regulations, and risk management practices governing volunteer programs.
  • Microsoft Office Suite and volunteer management software applications.

Ability to:
  • Organize, implement, and manage multiple volunteer programs simultaneously.
  • Coordinate effectively with City staff, community organizations, and external agencies.
  • Maintain accurate records and prepare clear and concise reports.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain cooperative working relationships with diverse populations.
  • Interpret and apply policies, procedures, and regulations.
  • Exercise sound independent judgment while handling confidential and sensitive information.
  • Analyze program effectiveness and develop recommendations for continuous improvement.
  • Speak effectively before community groups, volunteers, advisory committees, and City staff.
  • Work evenings, weekends, holidays, and special events as required.

EDUCATION AND EXPERIENCE:
The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:
  • Equivalent to a Bachelor’s degree from an accredited college or university in Public Administration, Recreation, Human Services, Nonprofit Management, or a related field.
  • Two (2) years of increasingly responsible experience in volunteer coordination, community program administration, nonprofit services, or related field. Municipal experience is desirable.
  • Bilingual in Spanish is desirable.

Licenses and Certifications:
  • Possession of a valid California Class C Driver’s License (if applicable).
  • First Aid/CPR certification (or ability to obtain within six months of hire).
  • Completion of FEMA Incident Command System (ICS 100 and ICS 700) training, or the ability to obtain within one (1) year of appointment, is desirable.
