Position Summary

Reporting to the Manager of Career Centers, the Senior Career Navigator provides high-level career services to our participants utilizing WIOA (Workforce Innovation and Opportunity Act) for our Adult and Dislocated Worker participants through the America’s Job Center of California network in San Diego County. In addition to managing a caseload of career service clients. This role supports career center management, serves as a subject matter expert on WIOA and career service program components, and may mentor or support Career Navigators. The Senior Career Navigator helps ensure service consistency, offers coaching on best practices, and contributes to workforce development initiatives in collaboration with partners, training providers, and internal departments.

Essential Functions  

  1. Deliver high-quality, person-centered career coaching services, including assessments, development of Individual Employment Plans (IEPs), referrals to training, and job placement support.
  2. Ensure Career Navigator caseloads are managed, including individuals with high barriers or complex service needs.
  3. Support Career Navigators by assisting with high-need or complex customer service situations, helping to resolve issues and ensure positive participant experiences.
  4. Serve as a resource for Career Navigator Peers on eligibility, case management, and CalJOBS documentation practices.
  5. Assist Career Center Managers in developing training and onboarding material for the Career Navigator role, as well as in coaching and providing ongoing training to current Career Navigators.
  6. Contribute to peer reviews and internal audits to help maintain service quality and ensure adherence to program compliance standards.
  7. Track and report participant progress in CalJOBS, Salesforce, and other systems in a timely and accurate manner. Assist career center manager with tracking center-level data and monitoring caseload performance.
  8. Coordinate with the Training and Employer Engagement teams to connect participants with available training and employment opportunities.
  9. Represent the Career Navigator team in meetings, training, and stakeholder discussions as assigned. This includes serving as a representative of SDWP at community events, job fairs and other public engagements to support collaboration and promote program expansion in the community. • Act as a point of contact for One-Stop Operator and other staff teams.
  10. Maintain a strong understanding of federal workforce development programming and related state and local initiatives, staying up to date with changes in policy and best practices.
  11. Help identify service gaps or process improvements and make recommendations to leadership.
  12. Support the career center team in achieving performance goals and positive participant outcomes. Support career center manager with customer service.
  13. Attend and actively contribute to internal training, staff meetings, and professional development opportunities.
  14. Assist career center management team in implementing new policies and program initiatives, including expansion of career center service delivery to underserved community locations.
  15. Perform other related duties as assigned.

Fundamental Job Requirements

  • Bachelor’s degree in human services, counseling, workforce development, or related field.
  • 3-4 years of direct workforce development or case management experience.
  • Demonstrated experience with WIOA or similar employment/training programs.
  • Strong written, verbal, and interpersonal communication skills.
  • Proficiency in Microsoft Office (Outlook, Word, Excel) and client tracking systems (e.g., CalJOBS, Salesforce).
  • Experience mentoring peers, training others, or leading project components.
  • Ability to balance individual caseload responsibilities while supporting a team.

Desired Requirements

  • Master’s degree in a related field.
  • Certificates in project or case management or related field
  • Experience in a lead role.
  • Experience with data auditing and performance metric reporting.

In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
