Quality Specialist II

JOB SUMMARY

The Quality Specialist II plays a key role in supporting WhidbeyHealth’s mission of delivering high-quality healthcare by assisting the Executive Director of Quality and Compliance with the organization’s quality management system by performing advanced quality assurance activities, monitoring compliance with internal and external requirements, and ensuring contract deliverables meet defined standards. This role works cross-functionally with operations, procurement, compliance, regulatory, legal, program teams, and contracts to maintain quality integrity throughout the quality management system. This position works closely with the Quality and Transformation Department to ensure efficient operations and compliance with quality standards.

PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:

  • Provide excellent customer service when answering phones and greeting visitors.
  • Point of Contact: Serve as a liaison for internal and external customers.
  • Detail-Oriented & Deadline-Driven: Manage tasks efficiently while meeting schedules and deadlines.
  • Quality Assurance & Process Control:
    • Conduct audits/process reviews in correlation to corrective action plans, regulatory, and the quality management system.
    • Identify trends and recommend corrective and preventive action plans.
    • Maintain and update quality documentation, standard operating procedures, and work instructions.
    • Support internal and external audits, including preparation, evidence gathering, and follow-up actions.
  • Compliance
    • Monitor compliance with federal, state, and customer-specific regulations.
    • Ensure quality processes align with regulatory updates and contract requirements.
    • Participate in risk assessments and compliance reviews to identify gaps and implement mitigation strategies with the Executive Director of Quality and Compliance.
  • Contract Quality Management
    • Review contracts, statements of work, and quality clauses to identify quality-related obligations.
    • Translate contract requirements with leadership into actionable quality controls, inspection plans, and documentation needs.
    • Track contract deliverables to ensure quality standards, timelines, and compliance obligations are met to ensure regulatory compliance.
  • Collaborate with leadership, procurement, and suppliers to resolve quality issues tied to contract performance.
  • Reporting & Continuous Improvement
    • Prepare quality metrics, dashboards, quality reports, and compliance reports for leadership.
    • Support continuous improvement.
    • Train staff on quality procedures, compliance requirements, and contract-specific quality expectations.

JOB KNOWLEDGE & QUALIFICATIONS

Education

  • Highest level of education completed, minimum high school diploma or equivalent required

Training and Experience

  • At least one (1) year experience in the Quality Specialist position.
  • Strong knowledge of the quality management system and regulatory frameworks.
  • Experience interpreting regulatory language and applying quality requirements.
  • Excellent analytical, communication, and documentation skills.
  • Validation of data used for quality reporting and compliance to ensure accuracy and integrity.
  • Basic knowledge of healthcare related concepts such as HIPAA, accreditation, compliance, and standardization.

Certificates, Licenses, Registrations

  • Certification preferred: Certified Professional in Healthcare Quality (CPHQ)

OTHER SKILLS & ABILITIES

  • Technical Proficiency:
    • Working knowledge of office equipment (computers, printers, phones, fax machines).
    • Proficiency in Microsoft Office, particularly Excel, Word, PowerPoint, Policy Software, Event Reporting, and Analytical Dashboards.
    • Strong ability to manipulate and analyze spreadsheets in Excel.
  • Communication & Customer Service:
    • Clear, professional, and personable communication with internal and external customers.
    • Strong oral and written communication skills.
    • Ability to establish and maintain positive relationships with colleagues and stakeholders.
  • Self-Motivation & Initiative:

    • Detail-oriented with strong time management and organizational skills to support multiple contracts and quality tasks simultaneously.
    • Ability to handle multiple tasks efficiently while maintaining accuracy.
    • Attention to detail in reviewing compliance, regulatory, quality, and contract/agreements.
    • Regulatory literacy across healthcare requirements and accreditation.
