Overview
Lynker Corporation is seeking a Fishery Biologist II to support NOAA Fisheries’ Southeast Fisheries Science Center (SEFSC), Fisheries Statistics Division (FSD). This proposed role will provide fisheries monitoring and electronic reporting support, including commercial logbook processing, Fisheries Electronic Reporting System (FERS) support, eTrips testing, data quality control, analysis, outreach, training, and meeting support. *Hiring for this position will be contingent on contract award.
The SEFSC supports fisheries science across the Southeast Region, including the South Atlantic, Gulf of Mexico, and Caribbean. FSD supports collection of fisheries-dependent data, electronic reporting systems, data compilation, quality control and assurance, analysis, stock assessment activities, reporting, and dissemination of fisheries information to scientists and managers.
Responsibilities
Duties of the Fishery Biologist II will include the following:
- Distribute, receive, quality control, and finalize commercial fishermen’s logbooks submitted to SEFSC for Highly Migratory Species and Coastal Fisheries.
- Support testing and implementation of the SEFSC Fisheries Electronic Reporting System (FERS).
- Annually distribute logbooks via U.S. mail to permit holders, ensuring permit holders receive the correct logbook type and any required supplemental forms or notifications.
- Distribute logbooks to new permit holders as they enter the fishery.
- Travel locally via government vehicle to pick up incoming logbooks from the post office.
- Process incoming logbooks, including stamping as received, organizing forms, coding and assigning schedule numbers, checking for compliance issues, and preparing data for scanning.
- Correct validation errors through contact with permit holders by phone or mail, as appropriate.
- Monitor a phone line each business day for permit holders with questions about the logbook process.
- Respond to permit holder questions when appropriate or forward questions to upper-level staff.
- Generate FERS registration PINs and mail instructions to permit holders who request registration.
- Test new versions of the eTrips application to ensure each release works as intended.
- Assist SEFSC divisional staff with analysis and extraction of HMS and Coastal logbook data using SQL and standard statistical programs such as SAS or R.
- Query and analyze logbook data to investigate and develop quality control and validation processes for the electronic reporting process.
- Extract and summarize electronic reporting data for comparison to the standard reporting process and produce reports as required.
- Participate in SEFSC-sponsored or participating outreach events, including Open Houses and Youth/Career Fairs, to explain electronic logbook program goals and methods.
- Assist Government staff with electronic logbook processing training sessions for new hires.
- Prepare for and present, facilitate, or participate in electronic logbook reporting-related workshops, scientific and technological meetings, symposiums, and public forums.
- Present SEFSC electronic logbook reporting materials at Fishery Management Council meetings, ACCSP and GFIN working group meetings, HMS Advisory Panel meetings, and other assigned meetings.
- Attend conferences and symposia with sessions on electronic reporting, including presenting SEFSC information and attending relevant sessions.
- Submit required presentations and training materials for approval five days prior to public presentation, training, meetings, or conferences.
- Submit travel requests through the COR when travel is required.
Qualifications
The Fishery Biologist II should have the following:
- MS Degree in Marine Science or a related field of study; or BS Degree in Marine Science or a related field of study plus three (3) years of relevant experience.
- Computer literacy and experience with common word processing, database, statistical, and graphics programs.
- Knowledge of applying basic concepts, principles, and methodologies of fish or related biological field sufficient to independently perform scientific tasks using standard methods and techniques.
Preferred qualifications include:
- Experience collecting catch and effort information from commercial fishers.
Work Environment
The place of performance for this task is the Miami Lab of the SEFSC. Facility access is from 6:00 a.m. to 8:00 p.m., Monday through Friday. Personnel shall perform during normal operating hours, five days per week for the performance period, not to exceed 40 hours per week except when overtime is approved in advance. Deviations from this schedule must be coordinated with the COR. Overtime and travel are anticipated and authorized for this task order, subject to required advance approval. Travel should not exceed $40,000 for this task.
