HSE Manager – Central Region U.S.

Role Objectives:

Under the leadership of the Safety Director, the HSE Manager will support operations in implementing HSE programs throughout the region. The HSE Manager and team will work together with operations to pursue our objectives, targets, and overall HSE goals.

Key Responsibilities:

  • Champion HMT HSE Program / Collaborate with HSE Team.
  • Develop/manage project safety planning, execution support, and performance tracking.
  • Counsel and advise HMT employees, contractors, and clients in acceptable HSE requirements.
  • Provide Safety Training to HMT employees.
  • Review Project Contracts and Construction Letters to develop Project HSE Execution Plans.
  • Designate safety equipment and supplies.
  • Perform Project HSE Risk Assessments for high-risk projects.
  • Perform Accident/Near Miss/Root Cause Investigations and report findings and corrective actions to management.
  • Attend Project Kick-Off Meetings with Operations.
  • Review and Report data for HSE KPI’s.
  • Analyze KPI data and provide feedback to Operations.
  • Participate in HMT Management System document development and reviews.
  • Assist with Safety Data and Present Safety Performance to Clients.
  • Manage and steward development and cadence of direct reports.

  • Communication - The ability to clearly explain safety requirements and obligations in writing and verbally.
  • Attention to detail - The ability to ensure that initiatives are carried through to completion, and that workers have safe workspaces and well-maintained equipment.
  • Management skills - The ability to develop and implement strategies, manage change, and plan projects.
  • Risk assessment - The ability to identify, assess, and reduce risks in the workplace.
  • Continuous improvement - The ability to regularly review an organization's health and safety program to identify areas for improvement.
  • Interpersonal skills - The ability to work in a role that prioritizes health and safety in the workplace.
  • Documentation - The ability to manage documentation, conduct audits, and maintain health and safety records.
  • Safety regulations - The ability to create and implement them.
  • Process evaluation - The ability to evaluate work procedures and processes to ensure they meet industry standards and best practices.

Knowledge Requirements:

  • Comprehensive knowledge of industry HSE standards – OSHA
  • Comprehensive understanding of HSE principles in oil and gas.
  • Foundational understanding of root cause analysis methods/processes. Proficiency in identifying operational HSE risks, implementing risk mitigation strategies, and conducting root cause analysis for incidents related to ASTs.
  • Understanding of construction materials, methods, equipment, and welding techniques associated with above ground storage tanks.
  • Experience with operational planning, scheduling, and resource allocation for construction, inspection, and maintenance.
  • Knowledge of SIF prevention protocols including energy-based hazard recognition, HECA.
  • Knowledge of cloud based HSE platforms and implementation.

Key Accountabilities:

  • Maintain confidentiality and observe data protection and associated guidelines where appropriate.
  • Ensures compliance with company standards, policies and procedures.
  • Ensures team alignment to goals processes and standards.

Education/Training:

  • Bachelor’s degree in health and safety or related field preferred.
  • Construction related certifications preferred.
  • Root cause analysis methodology.

Experience:

  • Minimum 5 years’ experience in oil and gas related field safety leadership role.

Physical Requirements:

  • Visual acuity: Clear vision to identify hazards, read labels, and observe workplace conditions.
  • Hearing acuity: Ability to hear potential safety issues like machine sounds or alarms.
  • Mobility: Capability to walk long distances, climb stairs, and access different areas of a worksite.
  • Dexterity: Fine motor skills to operate testing equipment, take measurements, and handle small objects.
  • Physical endurance: Ability to stand for extended periods, sometimes in uncomfortable positions.
  • Strength and lifting capacity: May need to lift moderate weights or move heavy equipment.
  • Must be able to wear respiratory protection
