SALARY INFORMATION

Salary range consists of six (6) salary steps, with approximately 5% intervals between each step. Original appointment for new employees begins at the first step of the assigned salary range. New employees are eligible for a merit-based step increase at six months from step A to step B and then annually thereafter from the step B pay period.

ABOUT THE DEPARTMENT
The Agricultural Commissioner/ Sealer of Weights and Measures is tasked with implementing and enforcing provisions of California’s Food and Agriculture Code, Business and Professions Code, the California Code of Regulations, and local ordinances. The programs and services administered by the Agricultural Commissioner include pesticide use enforcement, pest exclusion and export services, pest detection/eradication, nursery and seed inspection, fruit/vegetable/egg quality control, and apiary services. Weights and measures programs aim to protect consumers and foster equity in the marketplace through the inspection of weighing and measuring devices, testing prepackaged commodities for conformance with stated weight or volume, price verification inspections, the regulation of automotive fuels and fluids, and weighmaster enforcement.
ABOUT THE POSITION
Under supervision, performs a variety of non-professional and specified professional duties in support of the Department's agricultural, weights and measures, and administrative operations. Responsibilities include the inspection of commercial weighing, measuring, and counting devices; providing administrative and customer service support; maintaining records and departmental documents; and performing other related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Persons in this classification assist the Department of Agriculture and Weights & Measures by performing a variety of routine, yet often technical tasks, some of which do not require all the licensing nor the advanced skills and knowledge level of Agricultural & Standards Investigators. Incumbents work under general supervision or independently within specified guidelines and may act in a lead function over seasonal employees. The Agricultural & Standards Associate series is distinguished from the Agricultural & Standards Program Assistant series in that they may independently conduct specified weights and measures inspections and must either possess or obtain within one year of appointment one valid state weights and measures license.

EXAMPLES OF ESSENTIAL DUTIES
Duties may include, but are not limited to, the following:
Independently inspect and test weighing, measuring, and counting devices; operate the Department’s large capacity weight truck; inspect and test package and bulk goods for proper weight, measure, or count, and/or proper labeling; inspect records of licensed weighmasters; inspect and sample petroleum products at locations throughout the county; make test purchases and undercover buys; and maintain accurate field notes, calculations, and reports.
Conduct pest detections surveys to locate, identify, and control targeted agricultural pests; prepare, mix, and apply chemicals for control of agricultural pests; perform a variety of routine maintenance repair duties on equipment and structures; drive to specific locations to place and service pest detection traps; verify plant production, processing, storage, or marketing of agricultural commodities and collect crop samples from production, processing, or storage sites; assist in apiary inspections in field and laboratory setting; and assist in the collection and compilation of crop production data.
QUALIFICATIONS
A combination of education and experience sufficient to meet the minimum qualifications of the California Department of Food and Agriculture County Weights & Measures Inspector exam and to directly demonstrate possession and application of the following:
Knowledge of: Federal, state, and local laws, regulations, rules, standards, and policies governing agricultural and weights and measures activities; mechanical and electrical operations of scales and other weighing and measuring devices; tools, methods, and equipment pertaining to county agricultural and weights and measures inspections; local agricultural industry and practices; and basic entomology, botany, biology, and physical science.
Ability to: Maintain accurate and legible field notes and prepare routine, technical, and detailed reports; inspect, test, and seal commercial weighing, measuring, and counting devices; apply routine inspection and sampling procedures; learn to use tools, equipment, vehicles, methods, and computer hardware and software commonly associated with a county department of agriculture and weights and measures; communicate effectively, both orally and in writing; understand and follow oral and written instructions; read and follow maps; observe, identify, report, and correct unsafe work practices, procedures, and/or occupational hazards; make accurate arithmetic computations; maintain cooperative relations with peers and the public; and work independently in the field.
MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college or university with specialization in chemical science, commerce, engineering, law enforcement, marketing, mathematics, physical science, physics, or statistics;
OR
A bachelor’s degree from an accredited college or university in any discipline with a minimum of 30 semester units, or equivalent in any combination of the following disciplines: chemical science, commerce, engineering, law enforcement, marketing, mathematics, physical science, physics, or statistics to qualify for the Weights and Measures Inspector licensing exam or possession of one (1) or more valid Weights & Measures Inspector licenses.
SPECIAL REQUIREMENTS
Possession of a valid California driver’s license.
Possession of at least one (1) valid Weights and Measures Inspector license, issued by the California Department of Food and Agriculture. Incumbents who do not possess any valid licenses will have one (1) year from date of appointment to this class to obtain one (1) valid license as a Weights and Measures Inspector.
Failure to obtain the Weights and Measures license within one (1) year will be cause for termination in this class.

Holidays:
- 12 paid holidays (96 hours) per year.
- 1 Floating holiday annually.
- 10 working days a year during the first three years of service.
- 15 working days a year - 4 through 9 years of service.
- 17 working days a year - 10 through 15 years of service.
- 20 working days a year - 16 or more years of service.
Note - accrued vacation leave may not be used until after three months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to twenty hours – in five whole hour increments – of accrued vacation. *Subject to criteria as outlined in section 13.9C in the UPEC-General MOU.
Sick Leave:
- 96 hours of sick leave are earned each year with no maximum accrual.
- Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
- Unused sick leave may be converted to PERS service credit upon retirement.
Note - sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.
Bereavement:
- 24 hours paid leave for each non-concurrent death in the immediate family.
Shasta County contracts with PERS for medical insurance.
Depending on the plan selected, the County pays most of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.
Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For UPEC-General employees the current coverage amount is $25,000.
Additional Life insurance is available to purchase through Aflac and The Standard.
Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
- Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
- Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
- Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.
Miscellaneous:
