Job Description
Job Summary:
Compass Systems, Inc. is seeking an experienced Facility Security Officer (FSO) to oversee and administer the company’s industrial security program in support of U.S. Government and Department of Defense contracts. The FSO will ensure compliance with the National Industrial Security Program (NISP), applicable federal regulations, and customer security requirements while partnering with leadership to protect classified information, personnel, and facilities.
This position is full-time onsite at Lexington Park, MD Headquarters office with occasional travel.
Job Functions:
· Administer the company’s National Industrial Security Program in accordance with the NISPOM and applicable government regulations.
· Serve as the primary point of contact for the Defense Counterintelligence and Security Agency (DCSA) and government customers on security matters.
· Maintain the organization's Facility Clearance (FCL), including KMP updates, NISS submissions, DD Form 441 actions, and compliance with DCSA requirements.
· Process and manage personnel security clearances through NBIS and DISS, including initial submissions, Continuous Vetting enrollment and maintenance, periodic reinvestigations, indoctrinations, debriefings, and visit requests, while maintaining facility security records and submissions in NISS.
· Develop, implement, and maintain security policies, procedures, and training programs.
· Conduct annual self-inspections, security education, and awareness training.
· Maintain accountability and safeguarding of classified information and controlled materials.
· Coordinate classified meetings, document control, storage, transmission, and destruction of classified materials.
· Investigate and report security incidents, violations, and suspicious activities as required.
· Support classified proposal efforts and contract security requirements.
· Support classified contracts by coordinating security requirements, preparing, submitting, and maintaining DD Form 254s, processing SCI nomination packages, coordinating classified visits, and implementing customer-specific security procedures.
· Coordinate foreign travel, foreign visitor requests, and international security requirements when applicable.
· Partner with Human Resources to ensure timely onboarding and offboarding of cleared personnel.
· Maintain the buildings and grounds by overseeing upkeep of equipment and supplies, performing or coordinating minor repairs, renovation projects, and safety inspections.
· Maintain security records, training documentation, and compliance files to ensure continuous audit readiness and compliance with DCSA inspection requirements.
· Oversee security programs that support the strategy, policies, and standards established for the physical safety of all visitors, employees, or customers to the organization's facilities and the security of property and assets.
· Serve as the organization’s COMSEC Custodian.
· May coordinate or assist with investigations and critical event responses in coordination with law enforcement and other officials.
· Perform other duties as assigned.
Qualifications:
· COMSEC Custodian experience
· Excellent written and verbal communication skills with the ability to interface professionally with DCSA representatives, government customers, executive leadership, and employees.
Physical Requirements:
· While performing the duties of this job, the employee routinely is required to learn and apply new information and/or skills.
· Must be able to interpret data, information, and documents.
· Occasional Travel may be required- 10%
· Occasionally will need to lift/and or move up to 45lbs.
· Moderate environment temperature and noise level.
· This is largely a sedentary role; This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
The salary range for this position is $70,000 to $100,000. The compensation is ultimately determined by various factors, including education, experience, skills, competencies, and contract-specific requirement.
