Senior Air Quality Engineer

This role is a senior technical and regulatory leadership position focused on air quality permitting, emissions analysis, and environmental compliance for large-scale power generation and industrial facilities. You will serve as a subject matter expert guiding clients through complex Clean Air Act requirements while developing permitting strategies for utility and independent power producer projects. The position blends deep engineering expertise with regulatory advisory responsibilities, requiring close collaboration with utilities, developers, and environmental agencies. You will lead critical permitting efforts such as NSR/PSD and Title V while ensuring alignment with evolving federal and state air quality regulations. The role also involves emissions modeling, control technology evaluation, and technical reporting to support project development and compliance. Working in a remote-first environment, you will contribute to impactful infrastructure and energy transition projects across the United States. This is a highly influential role where your expertise directly supports environmental protection and energy sector innovation.

Accountabilities:
  • Lead air quality permitting activities including NSR/PSD, Title V, and state-level permits for fossil fuel power generation facilities and industrial projects.
  • Conduct regulatory applicability analyses covering Clean Air Act requirements such as NAAQS, NSPS, NESHAP/MACT, and state SIP rules.
  • Develop BACT and LAER assessments and evaluate emissions control technologies across turbines, boilers, engines, and related equipment.
  • Perform emissions inventories, calculations, and modeling using EPA methodologies, AP-42 factors, and tools such as AERMOD or CALPUFF.
  • Provide technical engineering guidance on combustion performance, heat rates, plant modifications, and emissions reduction strategies.
  • Support regulatory engagement by acting as a liaison with federal and state agencies during permitting and compliance processes.
  • Prepare technical reports, permitting documentation, and compliance submissions for clients and regulatory authorities.
  • Monitor evolving environmental regulations and communicate impacts to utilities, IPPs, and project development teams.
  • Support strategic air quality planning for power plant upgrades, reliability improvements, and energy transition initiatives.
Requirements:
  • Bachelor’s degree in Environmental, Chemical, Mechanical Engineering, or a related discipline.
  • Professional Engineer (PE) license required.
  • 10+ years of experience in air quality permitting, ideally within power generation or heavy industrial sectors.
  • Strong expertise in Clean Air Act programs, including NSR/PSD, Title V, and air toxics regulations.
  • Proven experience working with utilities, independent power producers, or similar energy-sector stakeholders.
  • Strong knowledge of combustion emissions, emissions control technologies, and power generation systems.
  • Experience with air dispersion modeling tools such as AERMOD or CALPUFF is highly desirable.
  • Ability to translate complex regulatory and technical concepts into clear client guidance.
  • Strong analytical, problem-solving, and project management skills.
  • Excellent written and verbal communication skills for technical reporting and regulatory interaction.
  • Valid driver’s license and ability to travel occasionally for site visits.
