Description

The Senior Financial Analyst will provide program and financial management support relating to the planning and execution of the Office of Nonproliferation and Arms Control (NPAC) program office activities supporting DOE/NNSA.

ESSENTIAL FUNCTIONS

  • Leads a financial support team in providing functional support to budget analysts.
  • Applies principles of accounting to analyze past and present financial operations, including funding, allocations, obligations, commitments, and costs against established budgets.
  • Analyzes records of present and past operations, trends and costs, estimated and actual funding levels, administrative commitments, and obligations incurred to project future revenues and expenses, including analysis of travel obligations and identification of potential de-obligations.
  • Uses spreadsheets, reporting tools, budgeting systems, and applicable financial and program management systems, including G2, STARS, CostEX, and PlanEX, to perform essential functions.
  • Assists in the development and implementation of computer-based budgeting systems through recommendations, use cases, documentation, testing, and training.
  • Assists reporting entities with monthly cost and commitment submissions and supports the monthly financial reporting process throughout the fiscal year.
  • Assists the Budget Officer with funding transactions through FinPlan change requests.
  • Drafts Work Authorizations and Implementation Plans (WA/IP) to support compliance requirements and timely workflow progression with laboratories, plants, and sites.
  • Supports preparation of the monthly Approved Funding Program (AFP) and coordinates with NA-MB to facilitate timely and accurate submission.
  • Performs monthly reconciliations of allocations, obligations, commitments, and costs between G2 and STARS, researching, identifying, and supporting resolution of system variances.
  • Performs reconciliations of travel obligations between NPAC internal tracking reports and STARS and identifies potential de-obligations.
  • Coordinates with NNSA financial integration personnel in support of Work Breakdown Structure (WBS) integration, Budget and Reporting (B&R) code updates, CostEX reconciliations, and cost projection submissions in PlanEX.
  • Provides support for ad hoc financial analyses, reports, data calls, and other financial management requirements.
  • Supports monthly and annual financial data reconciliation activities.
  • Provides program management system training to users, as necessary.
  • Assists in collecting and documenting software and functional requirements for program management systems.
  • Provides functional system troubleshooting and supports administration and maintenance of system tables.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in finance, business or related field
  • Minimum of 5 years of direct experience in the areas of financial and program management
  • Active DOE Q or DOD Top Secret Security Clearance

PREFERRED QUALIFICATIONS

  • Master's Degree in finance, business or related field
  • 7 years of experience in financial program management
  • Experience in software development projects

LOCATION: This position is full-time and on-site in Washington, DC.

SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position. The range for this position is 100k-140k.
