Position Summary
SIRIS is seeking a motivated and detail-oriented Construction Manager to support Cemetery Construction Inspection Services (CPIS) for federal construction projects at Fort Snelling National Cemetery in Minneapolis, MN. This role will support construction administration activities and act as a representative of the client throughout project execution.
The Construction Manager will report to Program Leadership and collaborate closely with client stakeholders, Contracting Officer Representatives (COR), contractors, and project teams to support successful project delivery, compliance, documentation, and construction oversight.
Who Will Succeed in This Role
This role is best suited for professionals who:
- Have supported construction administration, inspection, or construction management activities on federal, institutional, cemetery, healthcare, infrastructure, or government projects (e.g., VA, NCA, DoD, Corps of Engineers, GSA).
- Can effectively manage construction communications between stakeholders while maintaining project documentation and regulatory compliance.
- Are comfortable working onsite and providing proactive oversight of active construction operations.
- Can independently manage project priorities while collaborating effectively with government representatives and contractors.
- Have strong analytical and organizational skills to support reporting, compliance monitoring, and project controls.
Key Responsibilities
Construction Administration & Oversight
- Provide proactive construction administration, including onsite inspections, oversight, management, and direction of CPIS activities.
- Serve as the primary point of contact for communications during construction operations.
- Support contractor inquiries and requests in coordination with the COR as required.
- Provide timely review and response support for Requests for Information (RFIs).
- Conduct timely reviews of contractor submittals and supporting documentation.
- Attend and support pre-construction conferences at the project site.
- Conduct and document pre-construction site surveys with contractors prior to turnover of work areas.
- Document existing site conditions including structures, paving, landscaping, and related project conditions.
Compliance, Quality & Documentation
- Review contractor-submitted security plans and verify compliance with project specifications; notify the COR of deficiencies or noncompliance.
- Review contractor fire safety plans and verify compliance with project requirements.
- Review pre-construction survey reports for completeness, accuracy, and specification compliance.
- Review testing, inspection, and quality documentation to support project compliance.
- Support issue identification, corrective action tracking, and resolution activities.
- Maintain project logs, records, and reporting systems.
Project Record Deliverables for VA NCA Archive
Maintain and organize project documentation including:
- Job correspondence
- Test reports and supporting data
- Submittals including drawings, specifications, construction submittals, and shop drawings
- Photographs of samples and project progress
- Manufacturers’ service manuals receipt and disposition records
- Spare parts and special tools receipt and disposition documentation
- Keys receipt and disposition documentation
- Warranties and guarantees receipt and disposition records
- Certificates receipt and disposition documentation
- Permits
- Reports documenting damage to existing facilities during construction
- Meeting minutes
- Submittal logs
- RFI logs
- Daily construction reports
Education & Experience
Education
- Bachelor’s degree from an accredited institution preferred; equivalent combinations of education and relevant experience will be considered.
- A minimum of three (3) years of directly related construction experience may substitute for a college degree if demonstrating required competencies.
Certifications
- OSHA 30 – Required
- CCM, PMP, PE, Certified Construction Inspector, or equivalent credentials – Preferred
Experience
- Minimum of three (3) years of progressively responsible experience in construction administration, construction management, inspection services, or a related field.
- Experience supporting federal, institutional, cemetery, healthcare, or regulated environments strongly preferred.
- Experience maintaining construction documentation, compliance reporting, and contractor coordination preferred.
- Candidates may be asked to provide project examples demonstrating relevant experience.
Additional Requirements
- Familiarity with construction administration practices, inspection processes, quality assurance, scheduling, and project controls.
- Ability to exercise sound independent judgment in administrative and compliance-related matters.
- Proficiency with Microsoft Office Suite and Adobe Acrobat.
- Strong written, verbal, and organizational communication skills.
- Ability to manage multiple priorities while maintaining attention to detail.
Work Environment & Physical Requirements
- Full-time onsite work at an active construction site and office environment.
- Ability to sit, stand, walk, inspect work areas, and use standard office equipment.
- Occasional movement across active construction environments may be required.

The pay range for this role is:
80,000 - 100,000 USD per year(Minneapolis, MN)
