Proposal Manager

You will play a central role in managing and orchestrating complex public-sector proposal processes from intake through submission.
This position ensures that RFPs, RFIs, and RFQs are delivered on time, compliant, and strategically aligned with business goals.
You will act as the coordination hub across multiple internal teams, including sales, marketing, product, and engineering.
Your work directly enables high-quality submissions that help shape improvements in public transit services at scale.
The environment is fast-paced, highly collaborative, and requires strong ownership of end-to-end workflows.
You will also contribute to improving proposal systems, content libraries, and operational efficiency through structured processes and AI tools.

Accountabilities:
  • Own the full lifecycle of proposal management, including intake, scheduling, compliance tracking, coordination, and final submission of RFPs, RFIs, and RFQs, ensuring accuracy and timeliness across all deliverables.
  • Coordinate cross-functional contributions by aligning stakeholders from sales, solutions engineering, marketing, customer success, and product teams, ensuring the right inputs are delivered at the right time.
  • Build and maintain structured proposal workflows, including compliance matrices, review cycles, submission logistics, and go/no-go evaluation support in collaboration with business stakeholders.
  • Develop and improve proposal content systems, including reusable content libraries, templates, visual assets, and standardized response frameworks to increase efficiency and consistency.
  • Drive continuous improvement through win/loss analysis, performance tracking, and optimization of proposal processes and tools, including the integration of AI-powered solutions.
  • Support forecasting and reporting efforts related to proposal volume, resource allocation, win rates, and pipeline visibility, contributing to broader GTM planning and operations.
  • Facilitate onboarding and enablement for internal teams to ensure consistent understanding of proposal processes, roles, and best practices.
Requirements:
  • 3+ years of experience in proposal management, bid coordination, or RFP operations, ideally within B2B SaaS, govtech, or public-sector environments.
  • Strong project management skills with the ability to handle multiple concurrent deadlines and complex, multi-stakeholder deliverables.
  • Experience with government procurement processes, including RFPs, RFIs, RFQs, compliance standards, and evaluation frameworks.
  • Excellent writing and editing abilities, with strong attention to detail and the ability to adapt tone and messaging to different audiences.
  • Highly organized and structured thinker, capable of managing workflows, documentation, and competing priorities effectively.
  • Strong collaboration and communication skills, comfortable working with technical, commercial, and executive stakeholders.
  • Experience building or maintaining content libraries, proposal templates, or knowledge management systems is highly valued.
  • Familiarity with AI-enabled tools and a mindset focused on process optimization and operational efficiency.
