This role provides senior-level clinical and policy expertise supporting federal military health programs and Warfighter Brain Health priorities.
The position bridges clinical healthcare delivery, health policy, and Department of War operational readiness.
You will advise government and military health stakeholders on Traumatic Brain Injury (TBI) care and related clinical priorities.
The role combines evidence-based analysis, stakeholder engagement, policy development, and program execution.
You will work with multidisciplinary teams to identify care gaps, improve workflows, and translate complex findings into actionable recommendations.
The position offers significant exposure to senior government leaders and high-impact healthcare initiatives.
Success requires strong clinical judgment, policy expertise, communication skills, and the ability to operate effectively in complex federal environments.

• Serve as a subject matter expert and advisor on Military Health clinical care delivery, TBI, Warfighter Brain Health priorities, and related healthcare policy.

• Support clinical policy, program development, and operational improvement initiatives aligned with military health and Warfighter Brain Health objectives.

• Collaborate with military healthcare providers, clinical leaders, operational stakeholders, and government partners to evaluate current care practices and identify gaps.

• Conduct structured stakeholder engagements to understand clinical workflows, operational challenges, and opportunities for improvement.

• Review existing policies, clinical guidance, and care-delivery processes and recommend evidence-based updates aligned with federal healthcare requirements.

• Ensure provider and point-of-care perspectives are incorporated into policy, clinical workflow, training, and solution recommendations.

• Support the development and implementation of program capabilities, tools, workflows, and other solutions while ensuring clinical and policy alignment.

• Analyze workflows and operational data to identify inefficiencies, redesign processes, explore automation opportunities, and develop actionable recommendations.

• Serve as a day-to-day Military Health policy expert and escalation point for assigned clinical and policy matters.

• Prepare evidence summaries, policy analyses, executive briefings, recommendation papers, and other documentation for senior government stakeholders.

• Support working groups and coordinate with organizations and interagency partners, including the Department of Veterans Affairs, Combatant Commands, and Joint Staff stakeholders.

• Contribute to contract deliverables, client-facing meetings, internal project activities, and other program requirements as assigned.

• Manage and support complex initiatives while maintaining high standards for execution, data accuracy, documentation, and delivery timelines.

• Bachelor’s degree and at least 3 years of clinical healthcare experience providing direct care to patients with Traumatic Brain Injury, including assessment, diagnosis, symptom management, and treatment or care planning.

• At least 5 years of professional experience in healthcare administration or operations, including 2–5 years supporting Department of Defense or federal government healthcare environments.

• Strong understanding of TBI and other acute-care concepts and their application to real-world clinical and operational challenges.

• Experience developing, implementing, interpreting, and ensuring compliance with health policies and clinical recommendations.

• Expertise researching, drafting, and updating Department of Defense issuances, instructions, manuals, or comparable healthcare policy documents, preferably involving TBI or brain health.

• Knowledge of Defense Health Agency healthcare delivery, governance, health policy, HIPAA, Joint Commission standards, and federal healthcare regulations.

• Experience preparing executive-level briefings, white papers, Reports to Congress, and other high-stakes materials for General Officers, Senior Executive Service leaders, and government stakeholders.

• Demonstrated stakeholder coordination experience, including facilitating working groups and collaborating across military, federal, clinical, and interagency organizations.

• Experience managing multifaceted projects within demanding timelines, budgets, and program requirements.

• Ability to synthesize complex clinical and operational data into concise, evidence-based, policy-ready recommendations.

• Strong analytical skills and the ability to transform large datasets into meaningful trends, visualizations, and insights for non-technical audiences.

• Excellent verbal, written, technical, and military communication skills, with the ability to convey complex information clearly to senior audiences.

• Strong interpersonal and collaboration skills with the ability to work effectively within integrated multidisciplinary teams.

• High attention to detail and commitment to accuracy, quality, and reliable execution.

• Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint, as well as ServiceNow, SharePoint, and Jira/Confluence.

• Ability to successfully complete a government background investigation and meet applicable suitability requirements; U.S. citizenship is required for the suitability determination.

• Target salary range of $95,000–$120,000, with individual compensation determined by factors such as location, qualifications, experience, skills, internal equity, contract requirements, and applicable security clearances.
