Job Description

The City of Lake Oswego is seeking a Professional Engineer to join the Public Works-Engineering team. The primary role of this position will be to manage capital projects associated with public facilities, such as a new fire station and library. This will involve leading the design and construction phases of a fire station, and leading the effort from site selection to eventual design and construction of a future library and community center facility. This position will require collaboration with various other departments and external stakeholders to ensure engagement and delivery of very high-visibility facilities that are a priority for the City.

Additionally, this position could also be tasked with implementing improvements to the City’s transportation, water, wastewater, and stormwater systems. Secondary roles of this position include serving as the City’s technical subject matter expert for civil engineering issues, plans reviewer for capital and development projects, and engineering liaison with the City’s operations crews. The selected candidate will fill one of the following positions based on qualifications:

Senior Associate Engineer – $99,261 - $126,698/annually

Required to be a Registered Professional Engineer in Oregon.

Master’s degree in Civil Engineering or related field, and eight years related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Bachelor’s degree in Civil Engineering Technology or Civil Engineering or related field and four years related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

  • Manages capital improvement projects from the planning phase through the construction phase. This includes planning and organizing work of subordinate technicians and support staff, soliciting and managing outside professional services, monitoring the project’s scope, schedule, and budget, and preparing project reports, memoranda, and other correspondence consistent with City contracting policies and administrative procedures.
  • Lead the public facility design and construction teams or contractors through various City processes such as property acquisition, land use review, and various permitting requirements. Ensure the facility meets the goals and objectives of the installation, adheres to local and federal laws, such as the Americans with Disabilities Act (ADA), and operates and functions as initially intended.
  • Develop and implement comprehensive communications plans to engage and solicit feedback from large and varied stakeholder groups. Compile perspective and refine responses to gain community support and advance projects toward key milestones and completion.
  • Performs contract management functions for public construction developments including: conducting inspections and progress reviews for payment requests; overseeing contract submittals and change orders; monitoring scope, schedule, cost; maintaining as-built drawings.
  • Performs other duties of a similar nature and level.

Minimum Qualifications

Knowledge of:

  • Practices and principles of Civil Engineering and Public and Business Administration.
  • Construction materials, quality assurance/quality control concepts and practices, and basic methods used for construction materials acceptance testing.
  • OR-OSHA safety rules relating to construction site safety.
  • Engineering design standards and conventions.
  • Personal computers and related software applications.

Skills and Abilities to:

  • Use personal computers and related software application packages
  • Apply mathematical principles, terms, and procedures.
  • Communicate effectively with coworkers, management, elected officials and the general public; and display excellent interpersonal skills and awareness of controversial and/or sensitive issues.
  • Establish and maintain effective working relationships with employees, contractors, public agencies and officials, and the general public.
  • Provide good customer service.
  • Comply with safety requirements of the position and actively promote safe work practices.
  • Communicate effectively with coworkers, management, elected officials and the general public, and display excellent interpersonal skills and awareness of controversial and/or sensitive issues.

Licensing and Other Requirements:

This position is required to be a Professional Engineer in the state of Oregon. Some positions in this classification may require the ability to possess and maintain a valid driver’s license and ability to meet the City’s driving standards. Duties will occasionally involve working in adverse or inclement weather conditions; exposure to high noise levels; dealing with distraught or difficult individuals; attending meetings or activities outside normal working hours; occasional response to emergency conditions during off-hours; occasional operation of a motor vehicle on public roads.
