Job Description
POSITION SUMMARY:
The Regional Property Manager is responsible for overseeing the daily operations of a multifamily portfolio consisting of multiple Affordable Housing communities. Prime areas of leadership focus include ensuring all properties within the affordable housing portfolio meet operational performance, regulatory compliance, leasing targets, and maintenance standards, while fully adhering to LIHTC, HUD, Section 42, HOME, and other relevant housing programs. Strong expertise in compliance, audits, and program reporting, while providing leadership, training and developing skill sets for both onsite and corporate teams.
KEY RESPONSIBILITIES:
Operational Leadership
- Drive strategic oversight of leasing and property operations across the portfolio to meet and exceed organizational performance goals and investor expectations, while ensuring affordable housing compliance standards are upheld.
- Ensure compliance with all applicable federal, state, and local laws, including LIHTC, HUD, Fair Housing, Section 42, HOME and other affordable housing regulations.
- Oversee completion and accuracy of all required program documentation and certifications.
- Conduct regular site inspections to verify adherence to company standards, affordable housing program regulations, and overall asset condition and curb appeal expectations.
- Serve as a subject matter expert in affordable housing regulations, maintaining fluency in evolving requirements and ensuring operational teams are trained, informed, and aligned with current standards.
Team Management and Development
- Provide strategic leadership and guidance to Area Managers and onsite teams, ensuring alignment with organizational goals, regulatory compliance, and service excellence.
- Regularly assess talent needs, create talent plans and oversee talent performance to optimize property operations and compliance outcomes.
- Foster culture of collaboration, accountability and continuous improvement
- Collaborate with Training and Development to create and implement programs focused on compliance, affordable housing program rules and best practices
- Hiring, training, coaching and evaluating property managers and their onsite teams with an emphasis on compliance readiness and tenant relations.
- Collaborate with maintenance supervisors and the facilities team to uphold maintenance and repair standards.
- Monitor work orders, unit turnovers, and preventive maintenance schedules, ensuring compliance with HQS (Housing Quality Standards) and other regulatory inspection requirements.
Financial Management
- Develop, manage, and oversee annual operating and lease-up budgets for each property, aligning financial planning with organizational goals.
- Conduct ongoing cash flow and financial performance analyses to ensure the fiscal health of the portfolio and support data-driven decision-making.
- Prepare and present monthly financial reports, including variance reports and re-forecasted financials ensuring transparency and accuracy for internal leadership and external stakeholders.
- Lead monthly and quarterly financial reviews and presentations with leadership and stakeholders delivering actionable recommendations.
- Support long-term planning for capital projects, vendor management, and maintenance budgeting to preserve asset value and enhance resident satisfaction.
- Monitor and report on key performance indicators (KPIs) related to occupancy, collections, expenses, and revenue.
- Ensure rent schedules comply with program guidelines and maximum allowable rents and are competitive within the site’s market.
Legal and Compliance
- Oversee tenant disputes, evictions and legal matters while ensuring compliance with affordable housing regulations.
- Perform regular internal compliance audits to ensure adherence to program rules.
- Coordinate and prepare for external compliance audits from state housing finance agencies, HUD, and other regulatory bodies.
- Ensure proper execution and storage of leases, amendments, income certifications, and recertifications.
Marketing & Brand Management
- Develop and implement marketing and leasing strategies in collaboration with internal marketing team.
- Maintain a positive brand image across the portfolio while adhering to fair housing laws.
- Analyze advertising and leasing metrics in partnership with the internal marketing team to optimize strategies and consistently achieve or exceed occupancy targets.
- Monitor and evaluate resident satisfaction through survey data, implementing improvement initiatives to enhance resident retention and overall community experience.
QUALIFICATIONS
- Bachelor’s degree in Business, Property Management, or related field, or equivalent experience.
- 5+ years of experience in affordable housing property management, with strong knowledge of LIHTC, HUD, Section 42, and other affordable programs.
- Strong leadership, communication, and compliance expertise.
- Ability to interpret financial reports, perform cash flow analysis, and deliver compliance and financial presentations.
- Proficiency in Microsoft Office, Google Workspace, and property management/compliance software.
- Highly organized, detail-oriented, and able to manage multiple priorities.
