Job Title: Program Manager, Workforce Training & Support

Department: Clinical Operations

Location: Rochester Regional Health Home Care- 330 Monroe Avenue Rochester, NY 14607

Hours Per Week: 40 hours per week

Schedule: 8:00am-4:30pm or 8:30am-5:00pm Monday through Friday

Position Summary

This Program Manager oversees the full operations of Workforce Training Programs. This position leads program implementation, ensures compliance with DOH/SED training requirements, coordinates regional training partners, manages grant deliverables, and supports successful trainee progression across PCA, HHA, and CNA pathways.

The role is responsible for the daytoday management of training activities, subcontractor oversight, data tracking, performance outcomes, and ensuring that trainees receive coordinated training, support services, and a clear connection to employment opportunities.

This is a grant-funded position. Continuation of the role is contingent upon the availability of grant funding and program approval.

Key Responsibilities

Program & Grant Management

  • Lead overall implementation and daily operations of the Regional Direct Caregiver Training Center and Support Hub.
  • Ensure the Center meets all DOH/SED regulatory and certification requirements for PCA, HHA, and CNA training.
  • Oversee delivery of inperson, hybrid, and distancelearning modalities.
  • Manage grant objectives, timelines, deliverables, and required documentation.
  • Support Alternative Competency Demonstration (ACD) activities directly or through approved partners.

Operational Leadership

  • Develop and maintain training schedules, class calendars, and capacity plans across the full region.
  • Oversee enrollment processes, attendance, stipend distribution, travel reimbursement, and trainee verification.
  • Ensure accurate recordkeeping, compliance documentation, and auditready files.
  • Implement systems for data tracking, reporting, performance dashboards, and outcome metrics.
  • Coordinate facility and instructional needs (classrooms, technology, equipment, materials).

Partnership & Stakeholder Coordination

  • Manage relationships with subcontracted training providers, community organizations, and employer partners.
  • Coordinate with external partners for training components not offered internally (e.g., CNA programs, ACD providers).
  • Support outreach and recruitment strategies to build the trainee pipeline.
  • Maintain relationships with regional employers to ensure job placement pathways.

Trainee Success & Support Hub Integration

  • Collaborate closely with the Support Coordinator / Life Coach to support trainee success.
  • Ensure trainees receive jobreadiness support, benefit counseling, remediation, and coaching services.
  • Monitor trainee progression and intervene when barriers arise.
  • Ensure trainees receive information and access to all three training levels (PCA, HHA, CNA) without restriction.

Reporting & Compliance

  • Prepare and submit all required grant reports, including enrollment, completion, placement, and expenditure data.
  • Maintain compliance with DOH, SED, labor standards, and grant requirements.
  • Conduct qualityassurance reviews of training delivery and support services.
  • Ensure program meets all documentation, tracking, and regulatory expectations.

Required Qualifications

  • Bachelor’s degree required (Healthcare Administration, Public Health, Education, Workforce Development, Human Services, Business, or related field).
  • Minimum 3 years of experience in workforce development, training program leadership, healthcare operations, grant management, program administration or project management in a community, educational, or healthcare setting.

Preferred Qualifications

  • Master’s degree preferred
  • Experience in PCA, HHA, or CNA training programs and familiarity with DOH/SED training standards.
  • Strong understanding of the direct care workforce and longterm care, home care, and communitybased service environments.
  • Demonstrated project management, partnershipbuilding, and organizational skills to manage multisite, compliancedriven programs.
  • Strong communication, data reporting, and problemsolving abilities; capable of supporting trainees facing barriers.
  • Proactive, solutionsoriented leader who operates independently and effectively in a fastmoving, highly regulated environment.

PHYSICAL REQUIREMENTS: S - Sedentary Work - Exerting up to 10 pounds of force occasionally Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

PAY RANGE: $62,400.00 - $75,500.00

The listed base pay range is a good faith representation of current potential base pay for successful applicants. It may be modified in the future. Pay is determined by factors including experience, clinical licensure date, relevant qualifications, specialty, internal equity, location, and contracts.
