Position Title: Director of Capture and Business Development

As the Director of Capture & Business Development, you will lead Akumen's strategic growth initiatives by identifying, qualifying, capturing, and winning new business opportunities across the Federal Government market. This role requires a strategic leader with extensive experience in federal business development's full lifecycle including; opportunity identification, capture management, customer engagement, proposal strategy and transition. The successful candidate will work closely with executive leadership, technical teams, recruiting, contracts, pricing, and proposal personnel to develop and execute winning capture strategies that align with Akumen's growth objectives.

The ideal candidate is an accomplished relationship builder with a proven track record of winning competitive federal contracts, developing strategic partnerships, and positioning organizations for long-term success.

This position reports directly to executive leadership and serves as a key member of Akumen's Growth Team.

Responsibilities
  • Identify, qualify, and pursue new business opportunities across Federal Civilian, Department of Defense (DoD), and Intelligence Community customers.

  • Develop and execute capture strategies that position Akumen for success on competitive federal procurements.

  • Build and maintain strong relationships with government customers, contracting officers, program managers, industry partners, and key decision-makers.

  • Lead opportunity qualification, customer engagement, competitive assessments, win strategy development, and capture planning activities.

  • Collaborate with technical leadership to develop innovative, customer-focused solutions aligned with agency mission requirements.

  • Coordinate with recruiting, pricing, contracts, and proposal teams to develop compliant, competitive, and compelling proposals.

  • Identify and establish strategic teaming partnerships, subcontracting opportunities, mentor-protg relationships, and joint ventures that support Akumen's growth objectives.

  • Conduct market research utilizing GovWin IQ, SAM.gov, FPDS, agency forecasts, and other market intelligence resources to identify emerging opportunities.

  • Lead Black Hat sessions, solution reviews, proposal strategy meetings, and color team reviews throughout the capture lifecycle.

  • Maintain an accurate pipeline of qualified opportunities, capture activities, and growth forecasts using CRM tools and executive reporting.

  • Represent Akumen at customer meetings, industry events, conferences, and networking opportunities to increase corporate visibility and strengthen customer relationships.

  • Stay current on federal acquisition regulations, contract vehicles, agency priorities, socioeconomic programs, and emerging technology trends.

Minimum Qualifications
  • Bachelor's degree in Business Administration, Marketing, Information Technology, Government, or a related field (or equivalent experience).

  • Fifteen (15) or more years of experience in federal business development, capture management, or strategic growth leadership with 5 years of these years supporting the Department of State.

  • Demonstrated success leading capture efforts and winning competitive federal contracts valued at $10M or greater.

  • Strong knowledge of the Federal Acquisition Regulation (FAR), government procurement processes, IDIQs, GWACs, BPAs, and major contract vehicles.

  • Experience developing capture plans, win strategies, competitive analyses, teaming strategies, and customer engagement plans.

  • Excellent leadership, communication, presentation, negotiation, and relationship management skills.

Desired Qualifications
  • Experience supporting Department of State, Department of Defense, DHS, HHS, or other Federal Civilian agencies.

  • Existing relationships with federal customers, contracting officials, and industry partners.

  • Experience supporting SBA 8(a), HUBZone, SDVOSB, or other socioeconomic contracting initiatives.

  • Experience with GovWin IQ, SAM.gov, Salesforce, Microsoft Dynamics, or other CRM and pipeline management tools.

  • Familiarity with proposal development, pricing strategies, oral presentations, and color team reviews.

  • APMP Capture Practitioner, Shipley Certification, PMP, or similar professional certification.

Clearance Requirement
  • Ability to obtain and maintain a Secret security clearance. Active clearance preferred.
