Position Summary

Under the direction of the RCC Foundation Executive Director, the Development Director is responsible for managing a comprehensive portfolio of current and prospective donors, with a focus on achieving annual fundraising and new donor acquisition goals. This position plays a critical leadership role in the Foundation's development operations and oversees scholarship and development staff, grant personnel, and external consultants. The Development Director is accountable for advancing the Foundation’s strategic fundraising objectives. This includes designing, implementing, evaluating, and refining development strategies in close collaboration with the Executive Director. This role requires strong proficiency in technical systems to support data-informed decision-making. The Development Director also leads the development of internal procedures and ensures alignment between marketing, outreach, and fundraising initiatives. Additionally, the Development Director collaborates with RCC senior leadership to identify revenue-generating opportunities and capital project needs, ensuring that fundraising efforts align with institutional priorities and long-term growth.


Primary Responsibilities

Donor Cultivation and Fundraising Strategy Implementation

  • Identify, cultivate, solicit, and steward major donors and prospects, securing gifts through personalized outreach, strategic meetings, proposals, and tailored communications.
  • Design and implement annual fundraising plans aligned with RCC Foundation goals, incorporating major gifts, planned giving, endowment growth, and corporate partnerships using data-driven insights.
  • Oversee donor relationship management ensuring accurate tracking, gift processing, and insightful reporting for leadership and board use.
  • Partner with RCC leadership, faculty, and departments to identify key funding needs and translate them into compelling cases for support and targeted donor proposal.
  • Plan and execute high-impact donor events and recognition programs involving college and Foundation leadership in stewardship efforts.

Marketing and Communications

  • Develop and lead marketing strategies to support fundraising, donor engagement, and brand alignment with RCC and Foundation goals.
  • Oversee creation of print and digital materials, including newsletters, sponsorship packets, and campaign collateral in collaboration with marketing teams.
  • Manage digital presence and communications, including website updates, email campaigns, social media, and donor reports to enhance visibility and engagement.
  • Support fundraising and stewardship efforts through targeted marketing campaigns and tailored communication strategies.

Supervision

  • Hire, train, evaluate, and provide corrective action for assigned staff in alignment with college procedures and bargaining agreements.
  • Delegate workloads and offer ongoing guidance and feedback through regular touch bases and team meetings.
  • Oversee team’s professional development plans and goals in support of college’s mission.
  • Oversee scholarship and grants operations, ensuring effective coordination with internal departments and external partners.

Data Management and Campaigns

  • Analyze and track fundraising performance by monitoring donor engagement, revenue trends, and retention metrics to inform strategy and optimize results.
  • Conduct data mining and prospecting to identify high-potential donors using giving history, engagement analytics, and prospect research tools.
  • Apply data insights to personalize donor engagement, segment communications, and support leadership with clear visual reports and strategic recommendations.
  • Develop and implement capital campaign plans in collaboration with the Executive Director to address multi-campus funding needs.
  • Secure major gifts and pledges by cultivating relationships with high-net-worth individuals, organizations, and campaign stakeholders.
  • Oversee campaign operations, including marketing, volunteer coordination, compliance, and progress reporting to ensure strategic and ethical execution.

Minimum Qualifications

  • Education – Bachelor’s degree in Marketing, Communication, Business, Management or a related field is required.
  • Experience – Minimum of four years of progressively responsible experience in fundraising, donor relations and grant management are required as well as leadership/supervisory experience guiding cross-functional teams.


Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

  • Master’s degree in Business, Management or related field is preferred.

Essential Knowledge, Skills, & Abilities (Core Competencies)

  • Knowledge – Expertise in various fundraising methods like major gifts, planned giving, annual giving, corporate giving, and foundation grants. Knowledge of different donor types and cultivation techniques. Understanding of donor cultivation practices, including personalized communication, stewardship, and relationship building. Ability to craft compelling grant proposals that align with funding priorities of foundations and corporations. Familiarity with legal and ethical guidelines related to fundraising activities. Understanding financial statements and the ability to analyze fundraising data to inform strategic decisions. Knowledge of the college's academic programs, administrative structure, and strategic goals to effectively advocate for fundraising needs. Proficiency in using donor management software to track donor information, engagement, and giving history.
  • Skills – Strong communication and interpersonal skills: to build rapport with donors and effectively articulate the organization's mission. Strategic thinking and planning abilities to develop comprehensive fundraising strategies. Leadership and management skills to lead a development team and motivate staff. Grant writing proficiency to secure funding from foundations. Data analysis skills to track progress and identify areas for improvement. Proficiency in donor database software and data analysis tools. Strong analytical skills to interpret data trends and patterns. Excellent communication skills to present findings to stakeholders effectively.
  • Abilities – Ability to translate data insights into actionable fundraising strategies. Establish and maintain strong connections with potential donors, alumni, and community leaders to cultivate long-term giving relationships. Craft compelling written and verbal presentations to effectively convey the college's impact and fundraising goals to diverse audiences. Design and implement comprehensive fundraising plans encompassing annual giving campaigns, major gifts, planned giving, and grant proposals. Write persuasive grant applications to secure funding from foundations and corporations. Lead a development team, assign responsibilities, and motivate staff to achieve fundraising goals. Understand financial reporting, budgeting, and donor data analysis to track fundraising progress and make informed decisions. Cultivate meaningful relationships with donors through regular communication, personalized updates on the impact of their gifts, and recognition events. Adhere to all fundraising regulations and maintain high ethical standards in donor interactions. Pass a criminal background check.

  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

The position requires some mobility including the ability to move materials up to 5 pounds daily and 5-25 pounds rarely. This position requires both verbal and written communication abilities.

  • While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

This is a Managerial/Supervisory position in the RCC Foundation. Starting compensation will be based on Grade K of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule. Consideration of placement on the range will be provided based on related experience and educational achievement, but generally not expected to exceed the midpoint of the range.
