ENGINEERING SUPERINTENDENT

· One (1) Full-time Vacancy: 40 Hours per week

· Monday through Friday: 8:00 a.m. – 4:30 p.m.

· Current Salary Grade K; Hourly Rate Range: $43.68 - $57.32

· Anticipated Hiring Hourly Rate Range: $43.68 - $49.43

· FY26 Rates are currently in negotiations

DEFINITION:

This position is responsible for performing professional project management and administrative work relating to the design, construction and maintenance of all city Public Works projects, for supervising all Engineering Division personnel, and for performing administrative work assisting the Director of Public Works in project planning and project management for all Divisions of the Department.

ESSENTIAL FUNCTIONS:

  • Supervises all personnel and the workflow in the Engineering Division; oversees consulting engineers; monitors compliance with Union contracts; recommends disciplinary measures as needed.
  • Assists the Director of Public Works with the development of short and long range capital planning. Assists the Director of Public Works in the preparation of State and Federal grant proposals for municipal projects.
  • Manages the overall design and administration of all municipal infrastructure and utility projects including roadways, bridges, sidewalks and traffic signals, and water, sanitary sewer, drainage and flood control systems; inspects any of these construction projects.
  • Develops and reviews written contracts, technical specifications and estimates for City projects; manages project procurement, construction administration and records involved in project design, procurement and construction.
  • Negotiates contracts with consultants for professional services and oversees the administration of those contracts; drafts and reviews requests for proposals and requests for quotes.
  • Manages, reviews and supports City projects completed by consultants and MassDOT, including reviewing feasibility studies, reports, design plans, bid documents and permit applications.
  • Responds to questions and requests from residents, businesses, contractors or consulting engineers regarding information related to City utilities or infrastructure and manages technical standards and responses; manages review of plans and technical specifications submitted by developers to the Planning Board for conformance with City or other standards and regulations.
  • Mediates and resolves disputes associated with municipal infrastructure projects involving the public, businesses, utilities, contractors, local, state and federal agencies, and other city departments.
  • Prepares and reviews Federal, State and Local permit applications for construction or maintenance activities, including coordinating and communicating with regulators and attending site visits and hearings as necessary.
  • Ensures compliance with municipal, state and federal regulations for Public Works activities and facilities; advises all Divisions on required regulatory reporting; checks for accuracy.
  • Oversees project and regulatory record keeping systems, collaborates with the City’s IT Department for GIS and other technology related needs. Understands and enforces all safety regulations.
  • Performs similar or related work as required.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in engineering, environmental science or related field; five to seven years of project management experience; five to seven years of personnel supervisory experience; equivalent combination of education and experience. Massachusetts Professional Engineer License, Construction Supervisor’s License, and/or Project Management Professional Certification preferred. Massachusetts Certified Public Purchasing Official Certification required. Valid Driver’s License required.

Knowledge, Ability and Skill:

Knowledge: Knowledge of AutoCAD, Microsoft Office Suite and Google Suite; knowledge of local, state and federal laws and regulations governing municipal infrastructure; knowledge of Massachusetts procurement requirements.

Abilities: Ability to understand, explain and apply rules, regulations, policies, procedures, standards and guidelines governing public infrastructure; ability to communicate effectively both verbally and in writing with employees, consultants, other governmental agency representatives, City officials and the general public; ability to keep detailed notes and records; ability to make decisions and create solutions to problems; ability to manage personnel effectively.

Skills: Interpersonal skills; skilled in using AutoCAD, GIS, project or work order management systems and/or other design or data management programs utilized by Engineering Division; skilled in using relevant tools and equipment.

PHYSICAL REQUIREMENTS:

Physical Skills: Administrative work is performed in an office setting requiring sitting, standing, walking and stooping. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds. When in the field, work requires moderate physical strength and effort, such as travel on foot over rough terrain or construction sites. In addition, standing or walking for the full day may also be involved.

Motor Skills: The work may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.

Visual Skills: Essential position functions require the ability to routinely read materials for general understanding and analytical purposes and the ability to view documents and spreadsheets on a computer monitor. In addition, essential position functions require the ability to operate a motor vehicle and require good close, distant, color and peripheral vision and depth perception at correctable ranges.
