About This Position
Classification Summary
Under the direction of the Chief of Police, oversees, manages, supervises, coordinates and administers day-to-day operations of law enforcement services for assigned officers; may serve as Chief in the absence of Chief of Police. This is a full-time exempt position reporting to the Police Chief. Regular work hours are Monday through Friday; however, this may include some nights and weekends. This position must be able to adapt to flexible work schedules as established by supervisor. This position entails considerable initiative and independent judgment and the ability to work with others to accomplish program goals.

Qualifications
Knowledge of: applicable village, county, state and federal statutes, rules, ordinances, codes, regulations, administrative orders and case law governing municipal law enforcement, Village and Department policies and procedures, quality management and/or supervision principles, the legislative process, court process and legal terminology, and modern law enforcement trends and practices
Ability to: effectively communicate verbally and in writing in English with all levels of staff, and to perform essential duties with little to no immediate supervision; work in stressful environment and deal effectively with stress; perform duties and adapt to flexible work schedules as established by management; drive occasionally long distances and during inclement weather conditions.

- Possesses strong leadership skills
- Plans, organizes, controls, staffs and directs the activities and functions of assigned officers within the Police Department;
- Provides leadership to accomplish the mission, goals and objectives as defined by the Chief of Police and Village Administration;
- Establishes protection of life and property through law enforcement, crime control, prevention measures, traffic enforcement, recovery of property and apprehension of offenders;
- Participates in the design and development of performance measures, deliverables and related strategic planning efforts and incorporates strategic planning into the budget process;
- Conducts internal audits and make recommendations for operational and systems improvements;
- Performs duties and responsibilities in a manner consistent with Department policy and legal guidelines to protect the interest of the public;
- Interacts with and responds to inquiries from community groups and civic organizations to address community and employee concerns;
- Coordinates and manages the development, presentation and monitoring of grant-funded projects;
- Oversees budget development, preparation and presentation in conjunction with Chief of Police and monitors budget allocations and may assist with the administration of various public safety and/or government contracts;
- Identifies and implements new employee and on-going staff training programs;
- Prioritizes and assigns tasks and projects, tracks and reviews work progress and process, evaluates work performance and recommends disciplinary actions;
- Conducts and attends meetings with the Police Department’s Command Staff to facilitate initiatives;
- Receives briefings, updates and progress reports on individual projects or programs from staff members and outside entities; reviews trends and practices in law enforcement and criminal justice;
- May serve as a resource and liaison between PD and external local, state and national agencies, entities and/or individuals;
- Drafts, composes, reviews, edits and/or revises a variety of written documents, summaries and reports; prepares and presents speeches, written and oral reports and other presentations for internal and external audiences.
- Skilled in planning, organizing and directing the work of employees performing varied operations connected with police activities, developing proper training and instructional procedures for those employees, assessing and prioritizing multiple tasks, projects and demand, working within deadlines to complete projects and assignments, assessing, analyzing, identifying and implementing solutions to complex problems, providing and following oral and written instructions and in establishing and maintaining effective working relationships with both external and internal customers.
Qualifications
- Bachelor’s degree from a four–year accredited college or university in Law, Criminal Justice, public Administration or graduate of the FBI National Academy or similar course in Staff and Command and ten years of experience in law enforcement including six years of progressively responsible law enforcement executive / administrative experience.
- Must possess or be able to possess a New Mexico Police officer certification and a New Mexico driver’s license.
- Physically perform essential functions of the job.
- Must be able to pass excessive background check and drug-screen.
- Work involves exposure to potentially hazardous, uncontrollable and life-threatening situations. There is frequent need to walk, run, lift and climb. The Village of Ruidoso promotes a drug/alcohol free work environment through the use of random drug testing.
- The work week will be Monday through Friday, subject to callback, weekends and holidays as needed.
- Possess ability to adapt to inclement weather conditions and/or situations.
- Most frequently in an office setting
- Noise level could be quiet in the office, and moderate to loud in the field.
