About This Position

The Deputy Director of Capital Strategy is responsible for leading the strategic development and execution of technology solutions, data analytics, and process improvements to expand on and optimize the MBTA's Capital Investment Plan (CIP), informing long-range capital planning that more fully integrates the breadth and condition of the MBTA’s physical assets. This role will also drive cross-department collaboration to improve decision-making and transparency within the CIP and future planning efforts. Working collaboratively with stakeholders across the MBTA, including Engineering and Capital Delivery, Operations, and project teams, the Deputy Director drives quantitative analyses, yielding valuable insights for internal decision-making and external communications, including presentations to the Board and the public.


  • Collaborate directly with key stakeholders, technical experts, and third-party vendor resources to implement advanced technology solutions and process enhancements in support of the continuous evolution of the MBTA's five-year CIP and the development of longer-range capital planning.
  • Analyze organizational requirements, review and recommend industry best practices, and establish robust data standards and processes, ensuring the successful deployment of new capital planning software.
  • Lead the design and integration of cutting-edge data visualization tools, leveraging ArcGIS, Tableau, and other platforms, enhancing the team's capacity to analyze a wide range of data sets, thereby facilitating smarter decision-making in capital investments.
  • Champion the annual performance data collection and submission activities, including FTA transit asset management (TAM) reporting and the MassDOT Tracker, working closely with the Capital Program Planning team to refine and communicate capital performance metrics and objectives.
  • Collaborate with Asset Management partners to provide continuous support for capital needs analysis, integrating fresh data sources, scoring methodologies, and operational procedures aligned with the Capital Needs Assessment and Inventory.
  • Offer additional support in the development of the MBTA's five-year CIP and in the submission of discretionary grant applications, closely liaising with the Capital Planning team, MassDOT/MBTA staff and leadership, asset owners, project managers, and other internal and external stakeholders.
  • Develop high-impact executive-level and public-facing materials, including presentations, memos, and analyses, to effectively communicate the MBTA capital program's objectives and accomplishments.
  • Identify opportunities for ongoing improvement of MBTA policies and processes, enhancing the effectiveness of capital investments and increasing transparency across the organization.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Supervise one analyst with the possibility of expanding the team.

  • Bachelor’s degree from an accredited institution in Public Administration, Business Administration, Engineering, Architecture, Planning, or a related field.
  • Five (5) years of relevant progressively responsible experience overseeing planning, budgeting, or project management processes.
  • Two (2) years leadership, supervisory, or management experience of large projects.
  • Demonstrated experience and results in collaborating with an executive team to drive organizational change.
  • Highly organized with ability to manage time, resources, and people with an exceptional ability to handle multiple programs simultaneously.
  • Excellent communication, analytical and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
  • Demonstrated data-driven decision-making skills, ability to conduct program analysis and identify key performance indicators.
  • Ability to learn quickly, take direction and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Demonstrated experience and results in collaborating with an executive team to drive organizational change.
  • Advanced expertise in MS Office, Excel, PowerPoint, and database applications.
  • Demonstrated ability to think strategically and work in a team environment.
  • Demonstrated ability to work effectively with a diverse workforce.
  • Demonstrated ability to effectively manage and motivate staff, particularly in a public sector environment.

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.

Preferred Experience and Skills

  • Master’s degree from an accredited institution in Public Administration, Business Administration, Engineering, Architecture, planning or a related field.
  • Experience in planning, budgeting, or project management processes in a public agency or within the transportation industry.
