About This Position

Summary:
The Chief Operating Officer (COO) oversees the operations of Colville Gaming LLC (Gaming), which consists of approximately 475 team members and three (3) casino locations. The COO is responsible for Gaming’s profitability, operations, growth potential, research and analysis of business, marketing efforts, and financial state. The COO must work closely with the Executive Team and Board of Directors to plan, execute, and evaluate Gaming’s operations. The COO executes responsibilities of the position in a guest service friendly, efficient and profitable manner that promotes superior team member, guest and vendor relations.
Essential Functions:
• Responsible for personnel functions, such as: interviewing, hiring, orientation, training, development, supervision, delegation, evaluation and disciplinary action.
• Provide leadership, direction, and control for all aspects of Gaming and its activities as the flagship business of Colville Tribal Federal Corporation (CTFC) and the Colville Tribes.
• Direct the planning of all current gaming operations and strategic plans to ensure growth and profitability in the short and long term.
• Demonstrate leadership and success in establishing a company culture that provides excellent guest service in a respectful and supportive environment, which enables team members to succeed and reflects the mission, vision and values of CTFC and the Colville Tribes.
• Provide mentorship and guidance to company management, enabling management to develop realistic long-range strategic plans and annual operating plans to maximize profits, develop management skills and achieve other non-financial objectives established by the Chief Executive Officer and the Board of Directors.
• Implement strategic plans utilizing financial and marketing expertise, that strengthen and maintain Gaming’s viability and enable future growth.
• Research methods to improve quality, efficiency and productivity, reduce costs, increase profits, and improve control measures.
• Work collaboratively to develop and/or improve systems, processes, controls and procedures that improve the overall efficiency of Gaming and ensure maximum profits.
• Provide regular reports on Gaming’s status to CTFC Chief Executive Officer and Board of Directors.
• Break down barriers to effective collaboration and enable cross-functional problem-solving.
• Operate and maintain office equipment, including but not limited to: computer, programmable telephone system, programmable fax and multi-use photocopier.
• Comply with all applicable laws, policies, procedures, and regulations.
• Provide a high standard of professionalism and guest service.
• Must maintain confidentiality.
• Performs other duties or special projects as assigned.

Knowledge, Skills, and Abilities (Minimum Qualifications):
• Must be at least 18 years or older.
• High School Diploma, GED or equivalent
• Bachelor’s degree in Business, Finance, Accounting or related field with ten (10) years of advanced gaming management that includes a high degree of financial and operational analysis.
• MBA or CPA may substitute for two (2) years of experience.
• Ability to understand, speak, communicate and read the English language.
• Expert business acumen with strong strategic thinking, organizational management, and collaboration skills.
• Experience developing and implementing strategic plans.
• Knowledge of EGD/Sports Wagering and game kit procurement and placement.
• Familiar with marketing strategies and best practices related to casino operations.
• Demonstrated record of mentoring and developing management team members to instill a strong business culture of success, respect, and guest service.
• Strong analytical skills required to evaluate plans and operations.
• Ability to establish and maintain effective working relationships with peers, subordinates, as well as public, and private officials.
• Skill in solving practical problems and dealing with situations where only limited standardization exists.
• Ability to author well-organized reports that are clear, accurate, and convincing.
• Ability to analyze data from multiple information ports by comparing and contrasting data to draw a conclusion or to identify trends.
• Ability to communicate professionally in written, verbal, and non-verbal format while portraying a friendly tone, word choice, and body language.
• Skill in identifying and resolving administrative problems under pressure conditions.
• Must have a strong working knowledge of Tribal and Federal laws to ensure compliance with all applicable regulations, ordinances and established policies and procedures which govern the gaming organizations.
• Must have experience working with state and tribal gaming authorities.
• Must be computer literate with proficiency in windows-based programs and knowledge to operate general office equipment, software and databases.
• Must successfully complete Title 31, Banking Secrecy Act training upon hire and annually.
• Must be willing and able to work irregular hours, holidays, and/or weekends as work dictates.
• Must possess and maintain a valid driver’s license.
• Must possess and maintain a valid Tribal Gaming License.

Physical Demands / Work Environment:
• Manual and finger dexterity as required to perform daily job duties.
• Ability to frequently sit, stand, or walk for prolonged periods of time.
• Ability to frequently bend, squat and reach.
• Ability to frequently push and pull 10 pounds.
• Ability to comprehend complex issues.
• Ability to be given verbal and written instruction and apply the instruction accurately.
• Sufficient visual acuity to write, recognize printed materials, computer screen, and notice non-verbal behavior.
• Speech and hearing ability to project voice to small and large audiences, carry on radio/telephone conversations, hear and grasp verbal communications and equipment prompts.
• Ability to drive in adverse weather conditions.
• Frequently exposed to high levels of noise and tobacco smoke.
