Summary

Responsible for directing the operations and providing the strategic direction for THD's Orthopedic, Neurosciences, and the Physical Medicine and Rehabilitation Service Lines to achieve full and seamless integration of all operational components eliminating variation and aligning strategic and operational processes throughout the business units. Accountable for ensuring compliance with regulatory agencies and accrediting bodies. The director will be extremely involved in the service line development.

Job Duties

Strategy and Business Development:
Work in collaboration with hospital leadership, physicians and other key stakeholders to develop strategic, business innovation, growth and marketing plans within area of responsibility. Articulate strategic plan and tactics to leaders within area of responsibility to create alignment and establish priorities. Manage business innovation, growth, outreach, referral development and marketing plans for business unit programs, including new marketing penetration approaches. Collaborates with medical staff, hospital and other service providers to develop and/or enhance program and service delivery. Identify, review and formulate proposals for business growth opportunities. Establishes community relationships that enhance program visibility. Assist with physician recruitment/retention efforts. Pursue and follow up on physician requests for assistance. Oversee orientation process for new physician/surgeons to ensure a smooth transition into our hospital. Serve as a liaison between THD and UTSW Neurosurgery and Physical Medicine and Rehab Clinical Leadership. Partner with Medical Directors to monitor and improve quality and service metrics always striving to be in the top quartile/decile nationally. Reconcile UTSW Program Guarantees.

Operations:
. Develops and implements policies, procedures and guidelines as needed. Ensures that all services comply with department and hospital policies and procedures. Ensures safety, environmental infection control and quality improvement policy and procedures are followed. Ensures compliance with regulatory agencies and accrediting bodies (THD, CMS, TJC, DNV, CARF, applicable state license and certification). Creates and implements processes to facilitate the coordination of care and to ensure an interdisciplinary process. Mentors staff. Provides direction in emergency/crisis situations. Ensures comprehensive documentation process including teaching and discharge planning. Ensures quality clinical outcomes. Implements and monitor QI to enhance patient care satisfaction, efficiency and safety. Continually assesses and improves department's performance. Ensures that the facility is properly maintained. Ensures that all equipment and supply inventories are properly maintained. Responsible for coordination and collaboration with Engineering, Biomed, Environmental Services, Safety and Risk Management and Central Supply to ensure a clean and properly maintained environment of care. Assesses space needs and makes recommendation to Sr. Management when needed. Accountable for patient safety and participates in hospital safety initiatives, pro-actively identifying opportunities.
. Prepares and recommends capital and operational budgets. Meets and exceeds expectations for revenue and volume while maintaining expenses within established budget. Prepares monthly variance reports and participates in capital budgeting process. Initiates and/or implements new systems in response to reimbursement changes. Proactively works with the Managed Care Department to ensure adequate contracting.
. Performs personnel management (interviews, hires, appraises, counsels and terminates) consistent with department and hospital policies. Manages staffing levels consistent with volumes. Recruits and retains a quality work force. Provides a work environment which attracts and retains staff. Accountable for orientation, continuing education and competency verification for all staff. Assures licensure of personnel and timely completion of performance evaluations.
. Ensures effective communication, conducts regular meetings, informs employees of changes in policy and procedure and provides information regarding overall strategic mission, vision and direction of THD. Maintains customer satisfaction by responding to daily needs of patients/members, physicians, employees, vendors and other departments.
. Collaborates with other THD and THR departments and serves on hospital committees as needed. Supports THD and THR initiatives.
. Accountable for patient safety and participates in hospital safety initiatives, pro-actively identifying opportunities.

Fiscal Management:
. Operationally responsible for the financial performance including operating and capital budgeting for assigned area of responsibility.
. Promote activities to reduce costs, enhance revenues and achieve operational efficiency.
. Manage the approved budget through frequent and regular monitoring. Implement written action plans to address variances adjusting strategies as needed to meet budgetary expectations.
. Considers operational outcomes and financial implications when making recommendations to implement new services or modify current programs.
. Manages staffing levels consistent with volumes.

Program Development:
. Develops, implements and evaluates programs and initiatives in order to meet volume, financial, quality and service standards. Make recommendations and adjustments when appropriate to achieve objectives.
. Initiates, develops and implements programs in response to identified need in the marketplace. Collaborates with physicians, including Department Chairs and Medical Directors. Assesses strength of program and makes necessary changes to ensure its' viability. Markets current and new programs to maintain and improve volumes. Monitors and evaluates technological development and trends in clinical services and makes recommendations. Interfaces with IS.
. Participates in the development and implementation of strategic, market development, philanthropic and operational plans for new and existing programs and services in areas of responsibility.
. Performs financial, operational and quality assessments of proposed and existing programs and makes recommendations accordingly.
. Establishes community relationships that enhance program visibility.

Leadership and Professional Duties:
. Demonstrates leadership effectiveness by providing a positive work environment. Visible and accessible to staff on all shifts, weekends. Exemplifies service excellence and service recovery behaviors. Assesses own training needs and develops/implements an employee development plan. Mentors and trains staff members to meet the department clinical, quality and efficiency needs. Facilitates development of leadership skills in department staff.

Education
Bachelor's Degree in Rehab related field required
Master's Degree Professional field, Business Administration or Healthcare Administration preferred

Experience
5 years experience in Hospital Management required.

*** Candidates with experience in service line development is highly preferred ***

Licenses and Certifications
PT - Physical Therapist, or, OT - Occupational Therapist, or, SLP - Speech Language Pathology required upon hire

Skills
Computer skills, excellent oral and written communication skills, ability to work with multi-disciplinary skilled staff.
