About This Position

Job Summary
Under limited direction and in compliance with technical, administrative, City, state, and federal regulations or professional standards and guidelines, administers all safety programs and activities for Greenlink personnel. Facilitates the development, implementation, oversight, and continuous improvement of all safety programs and activities. Serves as the Chief Safety Officer (CSO) responsible for administering the Greenville Transit Authority (GTA) Agency Safety Plan in compliance with the Federal Transit Administration’s (FTA) Public Transportation Agency Safety Plan (PTASP) and Safety Management System (SMS) requirements. Reports directly to the department’s highest accountable executive regarding all SMS-related activities. Ensures compliance with OSHA industrial hygiene standards, as well as GTA safety policies and FTA regulations, by conducting informal site reviews and inspections of all employee work sites, including the GTA Operations & Maintenance Facility, Greenlink Terminal, bus stops, and GTA vehicles. Utilizes available technology, including facility and vehicle camera systems, to support investigations involving accidents, incidents, employee injuries, customer complaints, criminal activity, or other safety-related events. Oversees Greenlink’s security contract for the Greenlink Terminal. Manages Greenlink's Safety Committee and provides recommendations for mitigation and identified hazards to division managers. Supports the Operations Division during emergency operations to ensure personnel and equipment operate safely. Monitors the quality and efficacy of safety programs through periodic review of programs and analysis of key performance indicators. Provides information during audits such as the FTA triennial review and monthly or annual National Transit Database (NTD) reporting. Reports additional safety event data as needed to NTD. Manages Greenlink’s Accident Review Committee and provides recommendations regarding accident or incident preventability. Establishes guidelines for accident and incident investigations and reviews all reported events. Acts as a liaison between transit operations and Risk Management staff to facilitate the investigation and resolution of accidents, complaints, and other safety-related events resulting in insurance claims. Monitors safety data, analyzes safety trends, and identifies remedial action as needed. Collaborates with the Training & Onboarding Manager for all training needs related to safety programs. Maintains up-to-date knowledge of best practices, current industry trends, and federal regulations related to public transit safety programs. Represents the GTA Board of Directors to transit stakeholders and to federal, state, and local government agencies.

  • Administer Safety Programs: Administer GTA’s Agency Safety Plan. Lead the development, implementation, administration, and continuous improvement of safety risk management, safety assurance, and safety promotion processes in accordance with FTA’s PTASP and SMS requirements. Encourage employees to proactively support and report safety concerns through established safety reporting channels. Document safety concerns observed directly or reported by employees or the public. Document any observed safety violations and recommend corrective disciplinary action to division managers and supervisors. Assist and advise division managers and supervisor on implementing Agency Safety Plan elements in their divisions, including assisting with hazard identification and analysis, recommendations for hazard mitigation and monitoring, and completing corresponding documentation. Promote and perpetuate a strong safety culture across all Greenlink operations, including transportation service delivery, facility operations, maintenance activities, and customer interactions. In coordination with Department management, develop, update, and implement safety policies and procedures, including the Agency Safety Plan and safety-related elements of the Greenlink Employee Handbook. Observe employees to ensure understanding and compliance with safety policies and procedures to prevent accidents during vehicle maintenance and service delivery. In collaboration with the Transit Training & Onboarding Manager, facilitate monthly safety meetings to provide updates on safety data, trends, identified safety concerns, and remedial action. Develop resources and training materials for employees such as videos, instruction guides, booklets, informational graphics, and FAQ sheets on matters related to safety. In collaboration with the Transit Training & Onboarding Manager, support and facilitate training for all maintenance divisions safety-related policies and procedures, including Hazard Communications, Hazardous Energy Control (Lock Out/Tag Out), Personal Protective Equipment (PPE), OSHA industrial hygiene, and other workplace safety standards.Educate staff on proper storage and disposal of hazardous materials and monitor compliance. In collaboration with the Fleet Manager, ensure adherence to the Stormwater Pollution Prevention Plan (SWPPP) and the Spill Prevention, Control, and Countermeasure (SPCC) plan as required by the Department of Environmental Services (DES). Review bus stop locations for safety and accessibility in collaboration with the Transit Projects Coordinator and provide final approval for new installations or relocations. Submit all NTD safety and security reports for fixed-route and paratransit operations and provide safety statistics for NTD and SMTF reporting. Implement and monitor the performance of Greenlink’s video-based Driver Behavior Modification System and assist division managers and supervisors with use and troubleshooting as needed. Oversee safety-related budget items, including capital requests and track related expenses. Maintain up-to-date knowledge of safety best practices, current industry trends, federal regulations related to safety and transit operations, ADA regulations, FTA safety and security requirements, OSHA industrial hygiene standards, and transit-related environmental health and safety requirements through active monitoring of industry resources, industry-specific memberships and organizations, networking, and participation in professional development opportunities.

  • Support Risk Management Initiatives: Promote the reduction or elimination of occupational accidents, injuries, and financial losses by advising management on safety operational requirements to meet regulatory compliance and reduce accidents and losses. Monitor actions taken by each division in response to reports of hazardous or potentially hazardous conditions, review and make recommendations, and take appropriate action to mitigate safety, health, and environmental risks. Conduct statistical and trend analyses of safety performance, security activities, and other safety events and prepare written monthly reports for senior management. Stay current on proposed legislation affecting public transit safety and security. Coordinate safety compliance reviews and inspections conducted by external agencies. Act as a liaison between transit operations, City Risk Management, and the Health Clinic Administrator to facilitate the investigation and resolution of accidents, injuries, reported safety concerns, and other safety-related events. Consult with the Health Clinic Administrator and Risk Management regarding employee injuries, workplace hazards, exposures, investigations, and mitigation strategies. Work closely with the Risk Management division to upload and provide required video footage, documentation, and supporting materials for insurance-related events, claims, and investigations. Maintains detailed records of incident or accident reports, video submissions, and correspondence with risk management personnel. Collaborate with division managers and supervisors to ensure complete and accurate documentation of reported safety issues or concerns as needed. Assist supervisors and management in the preparation of documentation for insurance claims, legal inquiries, and regulatory audits as needed. Serve as designated liaison with the City’s Legal Department for coordinating documents to fulfill Freedom of Information Act (FOIA) requests.

  • Conduct Safety Inspections and Investigations: Ensure safety compliance at all work sites through frequent visits and make corrective action decisions to improve worker and workplace safety. Maintain a quarterly inspection schedule for the fleet maintenance facility, fleet yard, Greenlink Terminal, and revenue service vehicles. Perform safety audits, inspections, and testing related to fire safety, safety certifications, and transit operations across GTA facilities, fleet vehicles, equipment, and safety devices. Review standard operating procedures and policies related to safety annually and make approved revisions. Ensure adherence to safety procedures in compliance with state and federal regulations and verify that emergency equipment in revenue vehicles is in good condition and fully stocked. Conduct regular, informal site reviews and inspections of all employee work sites to ensure safety compliance, including the GTA Operations & Maintenance Facility, Greenlink Terminal, bus stops, and GTA vehicles. In collaboration with the Deputy Director, develop and implement inspection forms for GTA-owned property such as facilities, bus stops, parking lots, and recreational spaces for employees, customers, and the affected community. Document inspections, including identified deficiencies, compliance information, and recommended corrective. Provide summaries of inspection activities to the appropriate division manager or staff with any recommendations for corrective actions or improvements in a timely manner. Work closely with division managers to provide guidance on safety and compliance matters as needed. Respond to the scene of all critical accidents and incidents and conduct investigations of departmental events, including site response, photography, sketches, notes, and post-accident interviews. Investigate departmental safety concerns and monitor compliance with accident and incident reporting procedures, ensuring all required documentation is completed and processed. Manage the Accident Review Committee and provide recommendations regarding accident and incident preventability. Review available video and documentation related to accidents and incidents and conduct investigations related to workers’ compensation claims in coordination with the City’s Risk Manager and Health Clinic Administrator.

  • Ensure Compliance with Drug & Alcohol Program and DOT Physical Requirements: Serve as the Drug and Alcohol Program Manager (DAPM) and oversee all DOT/FTA drug and alcohol testing processes in accordance with City and federal requirements. In collaboration with the Training & Onboarding Manager, train new employees on drug and alcohol testing requirements as outlined in City and GTA Substance Abuse policies. With the assistance of division supervisors, coordinate all required testing. Maintain accurate records of all testing, compliance activities, and reporting requirements. Support internal and external audits involving drug and alcohol compliance by providing accurate records and required documentation. Collaborate with the Employee Health Center to schedule, coordinate, and track Greenlink drug and alcohol testing and annual physicals for affected employees. Ensure that all required drug, alcohol, and physical screenings are completed in accordance with City and Federal policies and support the safety performance goals of the organization. With the assistance of division supervisors, ensures all employees receive communication regarding upcoming DOT physicals, including appointment scheduling, required documentation, and follow-up actions. Monitors compliance with ongoing health and safety requirements, and provides timely updates to management regarding the status of employee health screenings and certifications. Collaborate with Human Resources to provide information on DOT reportable accident history for former employees when required. Submit annual Drug and Alcohol Management Information System (DAMIS) reports for FTA.

Job Requirements
  • Bachelor’s degree in industrial hygiene, occupational safety, risk management, environmental health, or a related field that provides the skills and abilities to meet the requirements of the position.
  • Documented work experience may be substituted on a two (2) for one (1) basis.
  • Over four (4) years of progressively responsible experience in transit safety, safety inspections, safety training, or operations.
  • Must have or obtain OSHA 30-Hour certification within one (1) year of hire.
  • Must have or obtain Transportation Safety and Security Program certificate within three (3) years of hire date.
Preferred Qualifications
  • CPR and First Aid certified.
  • World Safety Officer Certified Safety Specialist (CSS), Certified Safety Professional (CSP) or Certified Safety Manager (CSM).
  • Valid South Carolina Class B CDL with air brake provision and passenger endorsement, or the equivalent CDL from their state of residence. Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state’s Department of Motor Vehicles at the sole cost of the employee.

Working Conditions
Primary Work Location: Office environment, field, and transit bus.
Protective Equipment Required: Close toed shoes, safety vest, safety glasses, and hearing protection.

Constantly requires vision, and hearing.
