About This Position


Under general medical supervision, the incumbent performs a variety of clinical support functions for professional staff.

THE IDEAL CANDIDATE: The ideal candidate for this position possesses excellent customer service skills, and is dependable, accountable and empathetic. They will also be willing and able to work in a fast-paced environment. Finally, the ideal candidate will possess excellent written and oral communication skills and will be dedicated to providing a high standard of service with every patient they encounter.

DISTINGUISHING CHARACTERISTICS: This classification series differs from the Medical Office Assistant I/II classification in that the primary responsibilities are clinically oriented rather than clerical. This class is distinguished from the Clinical Assistant I in that the latter performs duties at the entry or training level and performs routine tasks with simple, clear cut instructions. The Clinical Assistant II classification is journey level and performs duties according to established criteria and prescribed procedures and involves some independent judgment (i.e., therapeutic procedures, patient medical record entries, and data collection for quality assurance programs, etc.).

The County of Ventura offers an attractive compensation and benefits package. In addition to the annual salary an employee within these positions may also be eligible for the following:
  • Bilingual Incentive - Incumbents may be eligible for bilingual incentive depending upon operational needs and certification of skill.
  • Educational Incentive - Incumbents may also be eligible for an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, or 5% for completion of a graduate degree for educational attainments not specifically required by the position.
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

AGENCY/DEPARTMENT: Health Care Agency - Ambulatory Care

Clinical Assistant II is represented by the Service Employees' International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, Per Diem Pool, and Extra Help vacancies. There are currently two (2) regular vacancies, one in Oxnard and one in Ventura.

TENTATIVE SCHEDULE
OPENING DATE: December 2, 2024

Duties may include but are not limited to the following:
  • Actively participates in assigned patient care team duties and activities, including pre-visit planning, identifying gaps in care, health maintenance needs, and team huddles;
  • Participates in schedule management procedures to ensure productivity goals are achieved;
  • Performs routine procedures such as dipstick urinalysis, midstream clean catch, sterile urine dip and spin, and collection of stool and sputum specimens;
  • Assists with collection/disposition of throat, wound, and GC cultures and Pap smears; assists with stool blood testing, Sneller and Ishihara's Vision testing, and blood pressure testing; and height/weight/temperature measurements, head circumference, and body length measurements;
  • Prepares patient for examination/treatment;
  • Performs exit procedures, uses the computer to schedule future appointments, and makes sure patient referrals are processed;
  • Assists with clerical duties such as setting-up and stocking clinic, cleaning up supplies, and back-up for front office as required;
  • Performs therapeutic procedures such as dressing changes;
  • Makes appropriate entries in patient medical records;
  • Coordinates patient care by following up on orders, including referrals to ancillary and specialty services;
  • Uses a minimum of two patient identifiers throughout the patient care process;
  • May accompany the physician into the patient examination area or participate via a telehealth platform in order to transcribe a history and physical exam, orders, and document accurately the physician’s encounter with the patient and others present;
  • Works with high volume of patients, internal/external customers, and appropriately manage frequent changes, delay or unexpected event;
  • Answers telephones and takes messages, reviews portal messages and routes as appropriate, and completes assigned tasks to ensure patient needs are addressed;
  • Delivers quality customer service;
  • Maintains clean and safe patient areas. Demonstrates adherence to and observes all safety policies and procedures, inclusive of infection control rules and regulations;
  • Reports patient safety incidents to supervisor and via the patient safety reporting software;
  • Attends meetings and trainings as required;
  • If certified, may act as an interpreter, using proper and formal grammar, when necessary between patient and provider;
  • Uses system computer for medical/clerical functions;
  • Assists with data collection for quality assurance programs; and
  • Performs other related duties as required.

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE
Requires a combination of training/experience comparable to one (1) year of clinical support performing the duties described above that leads to the ability to perform required tasks.

NECESSARY SPECIAL REQUIREMENTS
  • Bilingual in English and Spanish
  • Must obtain a valid Basic Life Support (BLS/CPR) certificate within thirty (30) days of employment and maintain it thereafter
  • Must possess and maintain a valid California driver license
  • May be required to travel between clinics during shift

KNOWLEDGE, SKILLS, and ABILITIES
Working knowledge of: clinic duties and standard physical screening procedures; medical office and safety procedures; urinalysis and culture specimen collection processes; ancillary and specialty services offered; electronic health records (EHR); medical definitions; and safe driving practices.

Working ability to: effectively communicate with patients, other employees, and the public; demonstrate cultural sensitivity and competence with patients; obtain patient vital signs; maintain positive patient relationships and rapport; work with high volume of patients, internal/external customers, and appropriately manage frequent changes, delay or unexpected events; provide a high standard of customer service.

WRITTEN EXAMINATION - 100%: A job-related written examination will be administered to test candidates' knowledge of general medical knowledge, medical definitions, and safety. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one year.
