Under the general direction of the County Manager, the Community Development Director oversees strategic and long-range planning for Clear Creek County and is responsible for developing strategies that protect the citizens' quality of life. This position is responsible for providing leadership/direction to the departments and functions of the Community Development Division. These departments include Planning & Building, Recreation, Trails, Water Resources, Open Space, and I-70 Projects. Responsibilities include but are not limited to leading key community engagement projects, guiding the development and direction of long-term planning for the County, protecting the interests and elevating the reputation of the County through quality services, assuring efficient and effective operations of departments, reviewing departmental budgets and monitoring outcomes, and reviewing the work performed to assure County functions and priorities are met. Also responsible for attending a variety of meetings on a regular or requested basis, advocating for residents, presenting to the Board of County Commissioners (BoCC) and the public, and being an active member of the County Leadership Team. Adhere to all county policies and procedures and laws and regulations pertaining to the management of assigned areas.

Maintain a competent workforce by evaluating and selecting personnel, establishing performance standards, providing proper training, conducting performance evaluations, coaching, mentoring, and taking appropriate disciplinary action.

Determine appropriate resources necessary to adequately and efficiently implement strategic and operational priorities within the Division.
|
|

Engage and participate as a member of the County Leadership Team to provide input on policy and procedural matters and promote robust dialogue throughout the organization in order to promote a productive work environment.

Prepare and submit annual budgets for each Department to the county manager for BoCC approval in compliance with County budget directives, and ensure that all Departments in the Division are managed to the budget.
|

Establish priorities and develop, implement, and coordinate all departments' strategic and operational work plans.
|

Provide staff direction based on County goals and objectives.

Performs other duties as assigned.

| • |
BS/BA in Public Administration, Business Administration, Planning, or a related profession, and experience within the sphere of responsibility, or equivalent combination of education and experience equal to both required education and experience.

Minimum of eight to ten years of public administration or related experience at the department head level in at least one of the functional areas directed, including relevant personnel management experience
|

Skilled in organization and time management
|
|
| • |
Ability to maintain a high level of professionalism, including the ability to establish and maintain professional and cooperative working relationships, both internally and externally
|

| • |
Knowledge of the principles and practices of county budgeting and the skill to create a Division budget
|
|
| • |
Ability to professionally represent the County Manager and the BoCC when interacting with staff, the public, and the news media
|
|
| • |
Ability to evaluate community dynamics including intergovernmental relations, civic organizations and special interest groups
|
|
| • |
Knowledge of federal, state, and local governmental legislative issues relative to Clear Creek County.
|
|
| • |
Ability to communicate effectively using appropriate communication tools and techniques
|
|
| • |
Knowledge of professional managerial techniques, theories, principles and practices in local government operations and public administration
|
|
| • |
Knowledge of project management including project/program development and administration
|
|
| • |
Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen.

Must possess strong interpersonal, decision-making and management skills
|
|
| • |
Able to maintain courteous and effective working relationships with the public, elected officials, County departments, co-workers and other agencies
|

Must have a valid Colorado Motor Vehicle Driver's License
|

Must pass a background check: Criminal and Traffic
|
|

|
Work is primarily performed in an office environment. Work includes walking, standing, sitting, bending, driving passenger vehicles, and keyboarding. Must be physically able to lift, carry, push, or pull up to 30 pounds. Hearing voice conversation is essential to safe and effective job performance. Clear Vision at 20 inches or less and up to 20 feet or more; use of corrective eyewear is acceptable. |

Such assignments will align with operational needs and the employee's skills and may occur with limited notice. Deployment assignments require employee agreement, and employees will continue to receive their regular compensation in accordance with County policies and applicable labor laws during such assignments. |
