JOB TITLE: Program Manager/Public Health Program & Project Management

POSITION NUMBER: 260823-0085-PM-PHPPM

POSITION LOCATION: Atlanta, GA, USA

TRAVEL: As required to fulfill the responsibilities of the position

ASRT is seeking a Program Manager - Public Health Program & Project Management to provide overall leadership, governance, and operational oversight for Task Area 3. This role will be accountable for integrated performance across evaluation, organizational performance, public-health analysis and program support, strategic planning, emerging-priority project management, process improvement, and training. The Program Manager will serve as ASRT’s primary management interface with The Center for Disease Control and Prevention (CDC) and will ensure staffing, deliverables, schedules, risks, quality, subcontractor performance, and financial performance are actively managed .

MAJOR DUTIES AND RESPONSIBILITIES

  • Provide overall management of the Task Area 3 program.
  • Direct integrated delivery across evaluation, organizational performance, public-health support, strategic planning, project management, process improvement, and training.
  • Serve as the primary ASRT management interface with CDC.
  • Establish program governance, communication, reporting, decision-making, and escalation processes.
  • Manage approximately 33 planned FTEs based on the initial Task Order estimates.
  • Monitor staffing, deliverables, schedules, milestones, quality, risks, issues, dependencies, and financial performance.
  • Coordinate subcontractors, technical workstream leads, and cross-functional teams.
  • Establish and manage program workplans, integrated schedules, action-item trackers, risk registers, and performance dashboards.
  • Implement QA/QC, corrective-action, and continuous-improvement processes.
  • Develop staffing continuity, succession, and backfill strategies.
  • Maintain executive dashboards and monthly/annual status reporting.
  • Ensure compliance with Federal, HHS, CDC, contractual, security, privacy, records-management, and Section 508 requirements.
  • Lead leadership briefings, program-management reviews, and performance discussions.
  • Ensure timely resolution of performance issues and implementation of corrective actions
Requirements:

MINIMUM QUALIFICATIONS

Education and Experience:

  • Master's degree in relevant disciplines may include Public Health, Business Administration, Public Administration , or related field consistent with ASRT’s approved Management/Operations Business Program Manager LCAT.

Minimum Experience

  • 8 years of relevant program management experience.
  • Federal contract/program management experience.
  • Demonstrated multidisciplinary team leadership.
  • Experience managing schedules, staffing, quality, risk, and financial performance.
  • Experience managing multiple concurrent workstreams and deadlines .

Preferred

  • Project Management Professional (PMP) certification strongly preferred.
  • 10+ years of Federal public-health program management.
  • Direct CDC/Health and Human Services (HHS) experience.
  • Management of programs involving 20+ professional staff.
  • Public-health evaluation, technical assistance, grants, organizational-improvement, or strategic-planning programs.
  • Experience managing subcontractors or CTA partners.

  • Strong written and oral communication.
  • Microsoft Project or comparable scheduling software.
  • Microsoft Teams, SharePoint, Planner, and Excel.
  • Power BI or comparable dashboard/reporting platform.
  • Smartsheet or comparable collaborative project-management tool.
  • PowerPoint and Word for executive reporting and deliverables.
  • Familiarity with Jira, Azure DevOps, ServiceNow, or comparable issue/workflow tools desirable.
  • Ability to work within CDC-approved collaboration, data, and information-management environments.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.
