Position Summary

Wichita Tribal Enterprise, a Quivera Enterprises company, is seeking a detail-oriented IT Documentation Specialist to support a Federal Enterprise Information Technology program by developing, reviewing, editing, and maintaining high-quality technical documentation that supports mission-critical IT operations and project delivery. This position is responsible for producing technical, contractual, administrative, and financial documentation while ensuring all deliverables meet established quality, schedule, and performance requirements.

Working closely with the Federal Task Lead, Project Managers, System Owners, and technical teams, the IT Documentation Specialist ensures documentation complies with federal standards, regulatory requirements, Section 508 accessibility guidelines, and organizational quality standards. The ideal candidate possesses exceptional writing and editing skills, strong attention to detail, and experience supporting federal IT documentation efforts.

Essential Duties and ResponsibilitiesDocumentation Development & Quality Assurance
  • Develop, review, edit, and maintain technical, administrative, contractual, and project documentation.
  • Ensure documentation is accurate, complete, well-organized, and compliant with established quality standards.
  • Perform editorial reviews for grammar, spelling, punctuation, consistency, formatting, readability, and technical accuracy.
  • Verify documentation meets contractual requirements, Performance Work Statement (PWS) requirements, and customer expectations.
  • Apply document quality assurance processes to ensure consistency across all deliverables.
  • Maintain version control and document lifecycle management practices.
Technical Writing & Federal IT Documentation
  • Create and maintain documentation supporting all phases of the System Development Life Cycle (SDLC).
  • Develop technical documentation including:
    • Standard Operating Procedures (SOPs)
    • Work Instructions
    • System Documentation
    • Process Documentation
    • User Guides
    • Technical Manuals
    • Training Materials
    • Knowledge Base Articles
  • Prepare project documentation including schedules, task plans, status reports, meeting minutes, risk registers, action item logs, and project summaries.
  • Produce documentation supporting Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), IT Security Management, Risk Management, and related federal initiatives.
  • Draft administrative, operational, and compliance documentation as directed by the Federal Task Lead.
Federal Compliance & Governance
  • Ensure documentation aligns with applicable federal laws, regulations, and guidance, including:
    • Clinger-Cohen Act
    • E-Government Act (Title III)
    • Federal Information Security Modernization Act (FISMA)
  • Apply appropriate federal terminology, documentation standards, and reporting requirements.
  • Support documentation required for audits, compliance reviews, inspections, and program assessments.
  • Ensure documentation complies with Section 508 Accessibility requirements and organizational documentation standards.
Project Support
  • Support project managers with documentation planning and deliverable preparation.
  • Assist in maintaining project schedules, documentation repositories, and deliverable tracking.
  • Prepare recurring reports and documentation supporting contract performance metrics.
  • Coordinate documentation reviews and approvals with technical teams and government stakeholders.
  • Ensure all assigned deliverables are completed on schedule and meet contractual deadlines.
Collaboration & Communication
  • Work collaboratively with project managers, engineers, analysts, system owners, and federal stakeholders to gather documentation requirements.
  • Participate in project meetings to capture technical information and action items.
  • Communicate documentation issues, recommendations, and improvement opportunities clearly and professionally.
  • Provide editorial guidance and document formatting support to technical contributors.
  • Promote documentation consistency across multiple projects and workstreams.
Required Qualifications
  • U.S. Citizenship required.
  • Must be able to obtain and maintain the required Government security clearance or federal suitability determination.
  • Bachelor's degree in Technical Writing, English, Communications, Information Technology, Business Administration, or a related discipline. Equivalent experience may be considered in lieu of a degree.
  • Demonstrated experience developing, editing, and reviewing technical documentation in an IT environment.
  • Excellent written communication skills with mastery of grammar, spelling, punctuation, formatting, and technical writing principles.
  • Experience creating professional documentation using Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Visio.
  • Experience performing document quality assurance and editorial review.
  • Knowledge of document version control, formatting standards, and document lifecycle management.
  • Familiarity with SDLC documentation and IT project documentation practices.
  • Basic knowledge of:
    • Federal Enterprise Architecture (FEA)
    • Capital Planning and Investment Control (CPIC)
    • IT Security documentation
    • Risk Management documentation
  • Working familiarity with federal IT regulations including:
    • Clinger-Cohen Act
    • E-Government Act
    • FISMA
  • Ability to manage multiple priorities while meeting deadlines.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent interpersonal and customer service skills.
Preferred Qualifications
  • Experience supporting federal civilian or Department of Defense IT programs.
  • Experience producing documentation for government contracts.
  • Knowledge of Section 508 Accessibility requirements.
  • Experience with document management systems, SharePoint, or document repositories.
  • Familiarity with configuration management and change management documentation.
  • Experience supporting Agile or Waterfall project environments.
  • Experience with metadata management and document control processes.
  • Familiarity with NIST documentation frameworks and federal cybersecurity documentation.
  • Technical writing certification or related professional certification.

Physical Demands – IT Office/Technical Role

The physical demands described here are representative of those that must be met by an employee, with or without reasonable accommodation.

This role is primarily office-based and requires prolonged computer use, including sitting, typing, and operating standard office equipment. Occasional walking, standing, bending, and reaching may be required to support equipment setup and troubleshooting. The employee must be able to lift up to 15 pounds, with occasional heavier lifting.

The employee must be able to communicate effectively and maintain visual acuity (close, distance, color, and depth perception). Occasional travel and extended hours may be required to support operational needs and project deadlines.
