Permitting & Submittals Manager

Location: Florida
Job Type: Full-Time
Classification: Exempt
Reports To: Director of Estimating

Position Overview

We are seeking an experienced Permitting & Submittals Manager to manage the permitting, technical submittal, engineering documentation, and approval processes for construction projects.

This position works closely with Estimating, Sales, Operations, manufacturers, engineers, architects, contractors, and permitting authorities to ensure project documentation is accurate, complete, compliant, and submitted on schedule.

A bachelor's degree in Engineering is required for this position.

Key Responsibilities
  • Manage project permitting and submittal processes from initial preparation through final approval.

  • Review construction plans, specifications, contracts, and project requirements to identify permitting and submittal requirements.

  • Coordinate with Estimating, Sales, and Operations to develop job-specific technical submittal packages.

  • Prepare and organize professional submittal packages including product data, system details, assembly letters, engineering reports, shop drawings, LEED documentation, and safety documentation.

  • Coordinate with manufacturers, product representatives, engineers, architects, and other technical resources to obtain required documentation.

  • Review plans for project-specific details, conflicts, unusual conditions, and potential compliance concerns.

  • Coordinate engineering reports, calculations, shop drawings, and other technical documentation required for project approval.

  • Manage permit applications and supporting documentation with applicable jurisdictions and authorities.

  • Respond to permit comments, corrections, RFIs, and requests for additional information.

  • Track permits, submittals, revisions, approvals, and outstanding items to prevent project delays.

  • Maintain accurate electronic records of permits, approved submittals, engineering documents, warranties, and project correspondence.

  • Verify project plans and specifications for company and contractual compliance.

  • Coordinate job-specific safety documentation with the Safety Department.

  • Prepare and process manufacturer warranty registrations and required closeout documentation.

  • Communicate approval status, outstanding requirements, and potential delays to project stakeholders.

  • Develop and improve permitting and submittal tracking processes as project volume grows.

Required Qualifications
  • Bachelor's degree in Engineering required.

  • Experience with construction permitting, technical submittals, engineering documentation, or project coordination.

  • Ability to read and interpret construction plans, specifications, technical drawings, and project documents.

  • Strong understanding of construction documentation and approval processes.

  • Excellent organizational and project-management skills with the ability to manage multiple projects and deadlines simultaneously.

  • Strong written and verbal communication skills.

  • High attention to detail and accuracy.

  • Strong computer skills and experience with electronic document management and project tracking systems.

  • Ability to communicate effectively with engineers, architects, contractors, manufacturers, government agencies, customers, and internal operations teams.

Preferred Experience

Experience within roofing, waterproofing, building envelope, commercial construction, or specialty contracting is strongly preferred.

Experience working with Florida permitting jurisdictions, product approvals, manufacturer specifications, shop drawings, engineering documentation, and construction submittals is highly desirable.

This person should be comfortable digging into technical plans and specifications while also taking ownership of the administrative process necessary to move projects from submittal and permitting through approval.

We are looking for someone who is organized, technically capable, persistent with follow-up, and able to keep multiple projects moving without losing sight of critical details.
