JOB SUMMARY: The Community Services Manager oversees the service management to survivors of domestic abuse who receive services through Harbor House of Central Florida and is responsible for the programming, operation, administration and staffing of the Harbor House of Central Florida Outreach and Community Services Program.
ESSENTIAL FUNCTIONS:
- Develops, implements, and monitors Community Services and Outreach program for survivors of domestic violence and their families.
- Provides on-going staff development through the provision of in-service trainings, education and presentations on counseling techniques, services and information and referrals available to clients.
- Establishes and maintains relationships with community agencies including, but not limited to DCF, CPI agencies and staff, local literacy programs, career centers, housing, legal, education programs, health agencies, other referral sources and local libraries.
- Reviews and assesses crisis counseling provided to survivors and provides feedback and skill development to outreach advocates to assure quality of services.
- Review’s client files and provides feedback to advocates on status of files to assure appropriate services are provided.
- Performs analysis of current Community Services and Outreach programs and provides feedback to Senior Leadership regarding changes needed to meet required outcomes.
- Represents Harbor House within the community at meetings, task forces, committees as assigned.
- Coordinates with external children’s services to ensure coordination of programming.
- Conducts outreach staff meetings on a regular basis.
- Maintains and reviews case records and files in accordance with established agency procedures and provides feedback to case managers on status of files to assure appropriate services are provided.
- Records and compiles statistical data on clients and services and submits reports to their supervisor.
- Attend and report at weekly case review meetings.
- Monitors statistical data and reports to maintain compliance in accordance with funder requirements.
- Performs other duties as assigned.
MARGINAL DUTIES

KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to conduct intake assessments of clients as needed.
- Ability to participate in community and educational programs.
- Ability to be within the on-call shelter manger rotation.
- Ability to provide and maintain accurate client records to meet audit requirements.
- Ability to establish and maintain effective working relations with various community agencies, coalitions, and agency staff.
- Ability to complete necessary records, outcome measures including employee evaluations, schedules and timesheets in an accurate and timely manner.
- Excellent communication and advocacy skills.
- Ability to provide leadership in a work and community setting which includes planning, assigning, and supervising specific staff, interns and/or volunteers.
- Ability to work with a moderate noise level.
- Ability to effectively prioritize and work independently with little or no supervision.
- Ability to manage in a manner conductive to high productivity.
- Ability to work in an environment with many interruptions.
- Proficiency in basic to intermediate computer skills, including Microsoft Office and database software.
PHYSICAL REQUIREMENTS:
- Frequently standing, sitting, and walking.
- Some stooping, lifting and bending.
- Talking, hearing, seeing, repetitive motions.

MINIMUM REQUIREMENTS:
- Education: A minimum of an undergraduate degree in Social Work, Psychology, Counseling, or related field is preferred.
- Experience: 1-3 years supervisory experience and 3-5 years of case management/social work experience, preferably in a domestic violence program is preferred.
- Discretion: Professional experience may be substituted for formal education at the discretion of the Chief Executive Officer.
- Licensing: Valid Florida Driver’s License with a clean record for the past 5 years. Must be 21 years or older to meet agency insurance requirements.
- Skills: Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Ability to learn organization-specific software, including databases and content management systems. Strong professional writing and communication skills. Ability to manage multiple priorities in a fast-paced environment with attention to detail.
- Training Requirements: Completion of CORE Competency training within 90 days of hire. Additional mandatory training is required on an annual basis per Agency Policies & Procedures.
