This role sits at the intersection of advanced microelectronics innovation and high-impact program leadership, driving the development and maturation of next-generation packaging technologies for mission-critical applications. You will lead complex, multi-stakeholder programs from early concept through execution, ensuring technical, cost, and schedule objectives are achieved in highly regulated and security-sensitive environments. Operating within a cutting-edge advanced packaging organization, you will collaborate closely with engineering, suppliers, government stakeholders, and internal leadership to translate breakthrough technologies into deployable solutions. This position requires strong program management discipline combined with deep technical understanding of semiconductor and microelectronics ecosystems. You will also play a key role in shaping strategy, supporting capture efforts, and enabling future growth opportunities. It is a highly visible leadership role where precision, accountability, and cross-functional influence directly impact national-level technology outcomes.
In this role, you will be responsible for leading the full lifecycle of advanced packaging programs, from proposal and planning through execution and contract closeout. You will ensure successful delivery of technical solutions while managing cost, schedule, performance, and stakeholder expectations across complex, multi-disciplinary teams.
- Lead end-to-end program execution for advanced packaging development, prototyping, and maturation initiatives
- Own cost, schedule, and technical performance across assigned programs while ensuring compliance with contractual requirements
- Develop and maintain integrated program plans, baselines, and risk/opportunity management frameworks
- Lead cross-functional Integrated Program Teams (IPTs) and coordinate internal and external stakeholders, including customers and suppliers
- Support business development activities, including capture planning, proposal development, and bid strategies for new opportunities
- Manage customer relationships and act as a key interface for technical, operational, and executive-level communications
- Oversee Earned Value Management (EVM) practices, performance reporting, and program financial tracking
- Ensure alignment between engineering efforts, program requirements, and long-term technology roadmaps
- Drive program reviews, executive briefings, and stakeholder presentations with clear performance insights and recommendations
- Ensure compliance with internal processes, government requirements, and applicable defense and industry standards
The ideal candidate brings extensive program management experience in technical or defense-related environments, with a strong foundation in microelectronics, semiconductor technologies, or advanced manufacturing systems. You are comfortable operating in complex, regulated ecosystems and leading cross-functional teams toward delivery excellence.
- Bachelor’s degree with 8+ years of relevant experience, or Master’s degree with 6+ years, or PhD with 3+ years in program management or technical leadership roles
- Experience managing complex programs involving microelectronics, semiconductors, advanced packaging, or related technologies
- Proven ability to lead cross-functional teams and deliver programs on time, within budget, and to specification
- Strong understanding of Earned Value Management (EVM), integrated scheduling, and program risk management methodologies
- Experience working with government or defense customers and familiarity with regulated program environments
- Demonstrated ability to develop proposals, support capture activities, and contribute to business growth strategies
- Strong communication and leadership skills, with the ability to influence stakeholders at all organizational levels
- U.S. citizenship required and active Secret clearance (or ability to obtain/maintain)
- Experience with Federal Acquisition Regulations (FAR/DFAR) and defense program frameworks is a plus
- Competitive salary range of $153,800 – $230,800 annually, based on experience and qualifications
