General Manager, Property Operations
Position Summary
The General Manager, Property Operations, serves as the on-site operational leader of West Harbor, a large waterfront dining, retail, entertainment, and public space destination in San Pedro, California. This role oversees daily property operations, including safety, maintenance, presentation, tenant relations, vendor management, security, parking, event operations, and regulatory compliance.
Working closely with executive leadership and various teams including marketing, leasing, construction, accounting, and events, the General Manager ensures West Harbor functions smoothly as a unified destination. They play a key role in coordinating with its operations team and the marketing and event teams coordinating public programming, tenant activities, concerts, festivals, and other community events.
The ideal candidate is a visible, hands-on leader who balances strategic planning with day-to-day problem-solving, manages staff and service providers effectively, fosters strong tenant and stakeholder relationships, and maintains a high-quality guest experience in a dynamic waterfront setting.
Key Responsibilities
Property Operations and Guest Experience
· Oversee daily operations of West Harbor’s buildings, public spaces, parks, parking, landscaped, back-of-house, and waterside areas.
· Maintain a visible on-site leadership presence as the primary operational manager.
· Ensure all public and tenant areas are clean, safe, functional, welcoming, and meet West Harbor’s standards.
· With its on-site team, conducts regular inspections and manages systems to document, prioritize, assign, and resolve operational issues.
· Monitor pedestrian and vehicle flow, loading/deliveries, tenant access, and public space usage.
· Develop and enforce property-wide operating procedures, service standards, inspection protocols, escalation processes, and performance metrics.
· Identifies and implements improvements to enhance the guest, tenant, and employee experience aligned with long-term operational goals.
· Coordinate operational plans for new tenants, amenities, event spaces, and property phases as they open.
Facilities, Engineering, and Maintenance
· Oversees dedicated third-party engineering and other 3rd party service providers, along with the on-site operations team and maintenance staff to handle day-to-day operations and technical support maintenance of building systems, utilities, safety infrastructure, and common areas.
· Ensure asset protection and operational continuity, and coordinate preventive maintenance, repairs, inspections, and contractor activities.
· Ensure clear communication with leadership and tenants regarding operational disruptions and maintenance activities.
Tenant Relations and Operational Compliance
· Act as the main operational contact for tenants, fostering collaborative, service-focused relationships with owners, managers, and teams.
· Address tenant concerns quickly, coordinating solutions with maintenance, security, construction, accounting, marketing, and other departments.
· Organize regular tenant meetings, updates, training, and property-wide communications.
· Support tenant move-ins, openings, deliveries, utility coordination, access, punch-list completion, and operational readiness.
· Monitor tenant compliance with lease terms covering use, hours, maintenance, insurance, signage, deliveries, waste, safety, and public-area use.
· Coordinate with leasing and construction on tenant deliveries, buildouts, turnover, openings, and impacts on common areas.
· Collaborate with accounting and leasing on sales reporting, rent administration, collections, and operational lease follow-ups.
· Encourage tenant engagement in property initiatives, programming, emergency planning, and guest service standards.
Marketing, Events, and Destination Operations
· Collaborate with marketing to support West Harbor’s activity as a waterfront destination.
· Provide operational input for concerts, festivals, markets, tenant activations, community programs, private events, and promotions.
· Assess programming for operational feasibility, including capacity, security, parking, utilities, sanitation, tenant impact, access, and safety.
· Develop and implement event operating plans covering staffing, vendor logistics, utilities, waste, emergency response, tenant coordination, and site restoration.
· Manage transitions between daily operations and event setups in parks, amphitheaters, and other event spaces.
· Work with marketing to create an integrated calendar that considers tenant activities, construction, programming, holidays, and peak periods.
· Coordinate with marketing team on all events to ensure operational readiness.
· Participate in post-event reviews and apply improvements based on outcomes, tenant feedback, guest experience, and incident reports.
· Support marketing by ensuring the property, signage, common areas, tenant interactions, and guest services are optimized for visitor experience.
Vendor and Contract Management
· Oversee procurement, onboarding, supervision, and evaluation of third-party service providers across various operational areas, including developing requests for proposals and managing the bidding and selection process.
· Establish clear scopes of work, performance standards, and quality-control processes.
· Monitor vendor performance, responsiveness, safety, pricing, and contract compliance.
· Ensure all agreements, licenses, permits, and insurance are current before work begins, and monitor insurance and risk-management requirements for tenants, vendors, contractors, and event operators.
· Review and approve invoices and expenditures within authority.
· Address service issues promptly and recommend contract changes or vendor replacements as needed.
Safety, Security, Risk Management, and Compliance
· Oversee property-wide safety, emergency response, incident reporting, and business continuity procedures.
· Coordinate closely with security leadership and third-party security providers for daily coverage, events, tenant needs, and emergency response.
· Ensure compliance with OSHA, ADA, fire/life-safety, environmental, health, building, and operational regulations.
· Manage inspections, permits, testing, certifications, and recordkeeping with authorities and consultants.
· Maintain relationships with agencies such as the Port of Los Angeles, LAFD, and others.
· Lead emergency preparedness training and serve as a primary escalation contact.
Financial Management and Reporting
· Work with corporate accounting on budget and financial management to develop key operational and financial records, and to deliver regular updates to leadership.
· Develop annual operating budgets, capital expenditure plans, and financial performance in partnership with executive leadership and accounting.
· Monitor income, expenses, contracts, and recoverable operating costs to ensure accuracy and budget compliance.
· Support revenue initiatives and operating costs efficiencies to maximize NOI.
Construction, Capital Projects, and Property Development
· Coordinate closely with the in-house construction and tenant teams on projects impacting occupied areas, public access, utilities, tenant operations, and guest experience.
· Review construction schedules, shutdowns, deliveries, staging, and logistics from an operational standpoint.
· Support the smooth transition of completed buildings, systems, and capital improvements into daily operations.
· Participate in inspections, commissioning, punch-list reviews, documentation turnover, training, and warranty management.
· Provide operational input for future improvements to enhance maintainability, efficiency, safety, and value.
· Establish procedures to manage concurrent construction, tenant activities, public access, and events in a mixed-use environment.
Team Leadership and Cross-Functional Coordination
· Lead, mentor, and develop property operations personnel, which may include operations coordinators, maintenance technicians, engineers, third-party teams, guest services, event operations personnel, and administrative support.
· Establish clear roles, workflows, schedules, performance expectations, and accountability standards.
· Build a responsive, service-oriented culture centered on safety, professionalism, collaboration, and operational excellence.
· Coordinate closely with executive leadership and the marketing, leasing, construction, accounting, security, legal, and tenant-coordination teams.
· Lead regular property operations meetings and participate in management, ownership, tenant, event, and stakeholder meetings.
· Ensure information affecting property operations is communicated promptly and accurately across departments.
· Resolve cross-functional issues and elevate significant operational, financial, legal, safety, or reputational risks to executive leadership.
· Perform other responsibilities reasonably associated with the management and operation of West Harbor.
Qualifications
· Approximately 8–12 years of progressively responsible experience in property management, facilities operations, hospitality, mixed-use development, retail, entertainment venues, public attractions, or a related operating environment.
· At least eight years of experience leading employees and managing multidisciplinary vendors or contractors.
· Demonstrated experience managing a complex property with significant public areas, multiple tenants, events, or high levels of guest activity.
· Real Estate License is required within the first six months of assuming the position
· Bachelor’s degree in business administration, real estate, facilities management, hospitality, engineering, construction management, or a related field preferred. Equivalent relevant experience will be considered.
· Strong working knowledge of building systems, preventive maintenance, vendor management, safety practices, emergency response, and regulatory compliance.
· Experience preparing and managing operating budgets, capital plans, contracts, invoices, and financial reports.
· Experience with CAM administration, tenant relations, lease compliance, or commercial property accounting is strongly preferred.
· Experience supporting concerts, festivals, public programming, hospitality operations, or large-scale events is highly desirable.
· Experience working in a waterfront, maritime, public-private, or government-regulated environment is beneficial.
· Relevant professional designations, such as CPM, RPA, FMA, CFM, or similar credentials, are preferred but not required.

Work Environment and Schedule
This is an on-site leadership position requiring a regular presence throughout West Harbor’s buildings, public spaces, parks, promenades, event areas, and waterfront environment. The position will require walking the property, inspecting facilities, attending meetings, and responding to operating conditions in both indoor and outdoor settings.
Because West Harbor operates as a public-facing dining, retail, entertainment, and event destination, the General Manager must be available for occasional evenings, weekends, holidays, special events, and urgent after-hours matters. The position is expected to participate in an established emergency-response and on-call structure.
