ABOUT THE DEPARTMENT

The County Assessor and County Recorder are consolidated into one department.

The County Assessor prepares the Annual Assessment Roll and Supplemental Assessment Roll which reflect the taxable values of land, improvements, and personal property. The annual roll indicates the current status of ownership, the owner's mailing address, and the existence of any exemptions. To prepare the roll, the Assessor must discover, classify, and appraise all locally assessable property according to constitutional, statutory, and administrative requirements.

The County Recorder records any instrument, paper, or notice (such as deed or deed of trust) authorized or required by law to be recorded upon payment of the proper fees and taxes. In addition, the Recorder maintains and indexes the vital records of birth, death, and marriages.

ABOUT THE POSITION

Real Property Appraiser I:

Under close supervision, to learn to make appraisals of real property for tax assessment purposes; and to do other related work as required.

Real Property Appraiser II/III:

Under general supervision, to make appraisals of residential, commercial, industrial, and rural real properties for tax assessment purposes; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

Real Property Appraiser I:

This is an entry level classification in which incumbents are trained to perform, initially under close supervision, field, and office assignments in real property appraisal work. Advancement is to the Real Property Appraiser II which is the experienced level to which employees are expected to promote when they acquire the necessary qualifications as well as meeting the departmental performance standards.

Real Property Appraiser II:

This is the fully qualified working level. Incumbents are expected to be able to independently appraise a wide variety of rural and residential properties as well as perform, under supervision, the more standardized routine appraisals of homogenous commercial and industrial or other specialized properties within an assigned geographic area or property class.

Real Property Appraiser III:

This is the advanced journey classification within a series consisting of Real Property Appraiser I, II, and III. At this level, an incumbent is expected to handle the most complex and technically difficult residential and rural appraisal work and complex commercial and industrial or other specialized properties. Also, a Real Property Appraiser III may assist the Senior Supervising Real Property Appraiser with the training of less experienced Appraisers. This position may also assist the Senior Specialist Real Property Appraiser with the appraisal of commercial and industrial properties.
EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

Real Property Appraiser I:

Make investigations and field studies and analyze data to aid in the appraisal of residential and rural properties; gather information and measure and plot land and improvements; collect, analyze and tabulate data in the areas of sales, rental and costs of real and other property; make economic and cost studies of various types of properties; make and verify computations involved in cost estimating and appraising; prepare letters and reports; meet the public and answer inquiries concerning appraisals

Real Property Appraiser II:

Makes investigations and analyzes data in the appraisal of real property; makes field studies and appraisals of a wide variety of rural and residential properties and less complex commercial and industrial properties; gathers information and measures and plots land and improvements; collects, analyzes and tabulates data on sales, rentals, new construction, change of ownership and costs of real and other properties; assists in making economic and cost studies of various types of properties; handles complaints on appraisals, recommends adjustments as appropriate; may appear at hearings.

Real Property Appraiser III:

Appraise complex residential, rural, or other unusual properties whose appraisal involves unique or more difficult problems; appraise and/or assist in the appraisal of commercial and industrial properties; investigate and analyze data on appraisal of difficult properties; analyze cost approach, comparable sales approach, and income approach to determine a fair and equitable value; analyze recorded maps, assessor’s maps, satellite imagery, topographic maps and aerial photos; inform taxpayers regarding homeowners and other exemptions; estimate replacement costs, obsolescence, new construction costs, resale value, changes of ownership, and other pertinent factors by obtaining information from interviews with owners, contractors, real estate agents and others; prepare verbal and written reports and make recommendations based on field investigations; prepare and present cases before appeals hearing board; assist in the training of less experienced appraisers within this series.

QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Real Property Appraiser I:

Knowledge of: Basic concepts of property appraisals for tax assessment purposes.

Ability to: Learn and apply the principles and techniques of appraisal work for tax assessment purposes; assemble and analyze data and draw logical conclusions; keep detailed records and prepare accurate reports; make arithmetical calculations and charts, and descriptions in connection with appraisal work; maintain cooperative relationships with persons contacted in the course of work.

Real Property Appraiser II:

Knowledge of: Appraisal methods, procedures and terminology involved in the valuation of real property and the principles underlying the appraisal process; provisions of the State Constitution and Revenue and Taxation Code pertaining to the assessment of real property for tax assessment purposes; common methods of describing real property.

Ability to: Apply appraisal principles and techniques in the equitable and impartial appraisal of a wide variety of residential and rural properties and the more standardized and homogenous commercial and industrial properties; prepare accurate appraisal reports; work independently in the absence of supervision; establish and maintain cooperative relationships with those contacted in the course of work.

Real Property Appraiser III:

Knowledge of: Appraisal methods, procedures and terminology involved in the valuation of complex real property and the principles underlying the appraisal process; provisions of the State Constitution and Revenue and Taxation Code pertaining to the assessment of real property for tax assessment purposes; common methods of describing real property; procedures, training practices and work assignment objectives of the Assessor's office.

Ability to: Apply appraisal principles and techniques in the equitable and impartial appraisal of a wide variety of residential, rural, commercial and industrial properties; make technical interpretations and applications of pertinent rules and codes to complex appraisal matters; handle the most complex and technically difficult real property appraisals; prepare accurate appraisal reports; work independently in the absence of supervision; establish and maintain cooperative relationships with those contacted in the course of work; assist with the development of less experienced staff; effectively use electronic automation; present effective testimony and data at hearings.

MINIMUM QUALIFICATIONS

Real Property Appraiser I:

EITHER

Completion of the core courses required for a bachelor's degree in economics, business administration, mathematics, real estate, or other closely related curriculum;

OR

Four (4) years of relevant experience within the last ten (10) years in any of the following occupations: an accountant, auditor, real property appraiser, building cost estimator, engineer, real estate loan agent, real estate loan underwriter, right-of-way agent, licensed building contractor, real estate licensee; or an appraiser aide in an assessor’s office; or an employee, other than an appraiser trainee, of an assessor’s office, except that such employment time shall be limited to qualifying for only 2/3 of the four-year experience requirement (the other 1/3 shall be accumulated by other relevant experience as described above or by education in an accredited institution of higher education).

Real Property Appraiser II:

One (1) year of experience equivalent to a Real Property Appraiser I with Shasta County.

Real Property Appraiser III:

Five (5) years of experience in appraisal work for tax assessment purposes;

OR

Four (4) years of experience equivalent to a Real Property Appraiser II in Shasta County AND hold an “Advanced Appraiser’s Certificate” from the California Board of Equalization.

SPECIAL REQUIREMENTS

Real Property Appraiser I/II/III:

  • Possession of a valid California driver’s license.

Real Property Appraiser I:

Incumbents will have one (1) year from date of appointment to this class to obtain a valid appraiser's certificate from the California State Board of Equalization. Failure to obtain the certificate within one (1) year will be cause for termination of employment in this class.

Real Property Appraiser II:

Possession of a valid certificate as an appraiser issued by the California State Board of Equalization.

Real Property Appraiser III:

Possession of a valid advanced certificate as an appraiser issued by the California State Board of Equalization.

At the discretion of the Department Head, the advanced certificate requirement may be waived if, through no fault of the employee, training classes were not available to obtain the advanced certificate.

Satisfactory performance evaluations.

Demonstrated satisfactory level of production at the Real Property Appraiser II level.

Benefits:

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:

  • 12 paid holidays (96 hours) per year.
  • 1 Floating holiday annually.
Vacation:
  • 10 working days a year during the first three years of service.
  • 15 working days a year - 4 through 9 years of service.
  • 17 working days a year - 10 through 15 years of service.
  • 20 working days a year - 16 or more years of service.

Note - accrued vacation leave may not be used until after three months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to eighty hours – in five whole hour increments – of accrued vacation. *Subject to criteria as outlined in section 13.9C in the UPEC-Professional MOU.
Sick Leave:
  • 96 hours of sick leave are earned each year with no maximum accrual.
    • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
    • Unused sick leave may be converted to PERS service credit upon retirement.

Note - sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.
Bereavement:
  • 24 hours of paid leave for each non-concurrent death in the immediate family.
Health Plan:
Shasta County contracts with PERS for medical insurance.
Depending on the plan selected, the County pays mostof the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For UPEC-Professional employees the current coverage amount is $25,000.

Additional Life insurance is available to purchase through Aflac and The Standard.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
  • Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
  • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
  • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Please review the specific MOU for stipulated retirement formulas.

Employees pay 8.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.

Miscellaneous:
  • Deferred Compensation plans available through specified companies with employer match up to 3%.
  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
  • Reimbursement to employees for the cost of certifications or licenses required for their positions and required to perform the essential functions of their job.
  • Attorney’s Time off (ATO) eighty hours per calendar year (prorated) to full-time Attorneys in this MOU. This can be cashed out under the annual vacation cash out provision provided in 13.9.c.2.
