Basic Purpose
Performs overall land resources project management including management of permitting and rights of way acquisition across federal, state, and local jurisdictions. Provides land resources and project management expertise and oversight for a variety of projects from concept through the federal consultation and approval process. Provides project management oversight to land consultants /contractors that are researching rights, acquiring leases, acquiring easements and other facility and access agreements associated with Company projects. Coordinates the successful development and execution of project plans, including safety, scope, cost, schedule, cash flow, quality, and risk for land related rights of entry, easements and other access as required. Provides management and coordination to ensure project deliverables are met, completed on-time and within the established cost constraints.


Responsibilities


Essential Duties and Responsibilities
Coordinates all land resource activities for transmission, distribution, telecommunications, generation, and renewable energy projects. Assumes responsibility for additional transmission projects as proposed.

Ensures all land resource related tasks and approvals meet the overall project schedule and are in conformance with Company, federal, state, and local rules, and regulations. Oversees a variety of strategic Company projects such as National Disaster Protection Plan, Vegetation Management, and Greenlink Nevada which have independent scopes, in-service dates, and budgets.

Land Resources Project Management scope will generally be defined as follows:

Coordinates acquisition of federal, state, and local permits, including transportation and railroad crossing approvals.

Coordinates acquisition of all required land rights (easements, permits, licenses, etc.) needed for construction, operation, and maintenance of Company projects.

Coordinates research of existing land rights that will need to be amended to include land rights needed for the Project; will include performing research activities using Company and land resources department tracking and management systems such as SKOTI and LIA, as well as paper documents in the land resources records room and off-site archives.

Reviews and manages related activities that are to be performed by a consultant/contractor to ensure Company interests (cost for easement acquisition, sufficient land rights, appropriate land/legal descriptions, etc.) are protected, including the review and recommendation of fair market valuations for property and easement acquisition as well as ensuring contract personnel possess the appropriate background and experience. As needed, performs activities where the contractor is unable to obtain information that is stored in Company repositories, or in situations where activities are not covered under consultant/contractor scope.

Assumes land resources project management responsibilities throughout the Project life cycle.

Provides leadership and coordination, including the development of a land resources plan to ensure conformance with all federal, state, and local requirements.

Manages land resources risks and opportunities.

Coordinates Company’s land resource personnel and contractor(s) to develop, maintain and execute close-out plan. Finalizes and maintains project documentation and records.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.

Performs related duties as assigned.


Qualifications


Essential Education, Skills, and Environment
Education and Work Experience
Bachelor’s degree from an accredited school in engineering, construction management, or related field and 5 years of experience in project management (or) negotiation, acquisition, and management of real property rights.

Candidates that do not possess a bachelor’s degree must have a minimum of 9 years of related experience in project management (or) negotiation, acquisition, and management of real property rights.

Specialized Knowledge and Skills
Demonstrated knowledge of:
Right-of-way acquisition, federal/state/local permit/grant acquisition, legal descriptions, survey principles, general utility engineering practices, critical path method scheduling, work breakdown structure, utility accounting practices, and economic analysis

Handling and working on right-of-way and survey transactions for infrastructure projects in a utility or government environment

Local municipal and development codes, Nevada Revised Statutes and Nevada Administrative Code, as they relate to land rights.

Demonstrated skills such as:
Analytical, interpersonal, and negotiation

Managing and leading multiple projects as well as an organizing and overseeing the work of a team

Oral and written communication as well to communicate effectively with general public, government agencies and internal company personnel.

Equipment and Applications
PCs, Microsoft Word/Excel/PowerPoint, Maximo, PeopleSoft ERP, SKOTI, Google Earth, internal land rights tracking and management system (Land Information Application).

Work Environment and Physical Demands
General office environment with some exposure to outdoor environment. May require occasional field visits and out of town travel. No special physical demands required.
