Overview
We are seeking an experienced Electrical Construction Manager to serve as the Owner's Representative for all electrical construction activities supporting a large-scale hyperscale data center program.
Reporting directly to the Owner's Director of Construction, the Electrical Construction Manager is responsible for providing field leadership and technical oversight throughout the construction, testing, commissioning, and turnover of all electrical systems. Acting as the owner's primary electrical representative, this individual protects the owner's interests by ensuring electrical work is executed safely, in accordance with design intent, and to the highest standards of quality, reliability, and operational readiness.
This role serves as the owner's lead electrical field representative and technical subject matter expert, working collaboratively with the General Contractor, design consultants, equipment manufacturers, utility providers, commissioning teams, and fellow Owner's Representatives to successfully deliver the project's critical electrical infrastructure.
The ideal candidate possesses extensive experience delivering hyperscale data center electrical systems and demonstrates exceptional technical judgment, leadership, and communication skills. This individual proactively identifies project risks, drives issue resolution, and ensures electrical systems are delivered in accordance with the owner's expectations for safety, quality, schedule, and long-term operational performance.
Key Responsibilities
- Serve as the Owner's primary on-site representative for all electrical construction activities from mobilization through final turnover.
- Provide owner-side oversight of electrical infrastructure including utility interconnections, substations, medium-voltage distribution, transformers, switchgear, busway, UPS systems, PDUs, RPPs, standby generators, automatic transfer switches (ATS), grounding systems, lighting, and branch power distribution.
- Review electrical submittals, RFIs, shop drawings, equipment data, one-line diagrams, relay coordination studies, and construction documents to verify compliance with contract documents, project specifications, and owner standards.
- Perform routine field observations to verify workmanship, installation quality, construction sequencing, safety, and compliance with approved construction documents and owner requirements.
- Collaborate closely with the General Contractor, electrical trade partners, design consultants, utility providers, commissioning teams, equipment manufacturers, and fellow Owner's Representatives to resolve technical issues, maintain project momentum, and protect the owner's interests.
- Provide owner-side oversight of the fabrication, Factory Acceptance Testing (FAT), delivery, storage, installation, startup, testing, and commissioning of critical electrical equipment including transformers, switchgear, UPS systems, standby generators, and busway.
- Participate in Factory Acceptance Tests (FATs), witness equipment testing, review test documentation, and provide recommendations to owner leadership prior to equipment shipment.
- Oversee Site Acceptance Testing (SAT), energization planning, temporary power transitions, integrated systems testing (IST), and electrical turnover activities to ensure systems are ready for safe operation.
- Verify compliance with applicable electrical safety requirements including Lockout/Tagout (LOTO), NFPA 70E, grounding and bonding standards, energized work planning, and OSHA regulations.
- Partner with the MEP Manager, Commissioning Manager, Commissioning Authority (CxA), General Contractor, and owner stakeholders to support commissioning planning, functional testing, integrated systems testing, and final owner acceptance.
- Monitor electrical punch list items, deficiencies, non-conformance reports (NCRs), and corrective actions through final completion.
- Review contractor schedule updates to verify electrical progress, identify impacts to critical path activities, and recommend recovery strategies when required.
- Review electrical change order proposals and field directives for technical accuracy, constructability, schedule impact, and owner risk, providing recommendations to owner leadership.
- Maintain comprehensive daily reports, field observations, progress photographs, issue logs, and owner correspondence documenting electrical construction activities.
- Support project closeout through review of as-built drawings, operations and maintenance manuals, commissioning documentation, warranty packages, training records, and final turnover deliverables.

Nice to Have Qualifications
- Experience supporting multiple hyperscale data center campuses or phased greenfield developments.
- Professional Engineer (PE) license in Electrical Engineering or equivalent field leadership experience.
- Experience with ETAP, SKM Power Tools, or EasyPower.
- Familiarity with NETA ATS/MTS testing standards, IEEE standards, NFPA 70, NFPA 70E, and the National Electrical Code (NEC).
- Experience participating in utility interconnection planning and electrical infrastructure energization strategies.
- Bachelor's degree in Electrical Engineering, Construction Management, or a related technical discipline.
Required Experience
- 8+ years managing electrical construction activities, including at least 3 years supporting hyperscale data center construction projects in an owner, general contractor, or major electrical trade partner capacity.

Driver’s License Requirement:
For roles that require on-site presence or travel between work locations as an essential function of the position, candidates must possess and maintain a valid driver’s license appropriate for the role and be eligible to operate a motor vehicle in accordance with applicable laws.
Communication Skills:
Demonstrated ability to communicate effectively in a professional work environment, including preparing written reports and documentation, conveying information clearly to team members, clients, and stakeholders, and responding appropriately to verbal and written communications related to job duties.
Physical Requirements and Work Environment
This position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions.
The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized.
Physical Requirements:
- Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain.
- Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis.
- Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces.
- Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors.
- Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments.
- Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required.
- Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity.
Work Environment:
Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.
