About the role
Imagineeer is seeking an experienced Data Migration Specialist to support our client, the Department of Health and Human Services (DHHS), Office of the Chief Information Officer (OCIO) in migrating their core HR IT functions into OPM’s new HR 2.0 government-wide federated HR IT platform. The yet-to-be-announced platform will encompass Time and Attendance, Position Description management, Performance Management, Employee/Manager/HR Self-Service, and an Enterprise Business Intelligence capability. The solution will be compliant with federal cybersecurity, records management, and accessibility standards, to improve system performance, user satisfaction, and long-term sustainability of HR services. This role is critical for assisting HHS in the consolidation and migration of their existing data into the new platform and optimizing HCM applications and processes that support essential administrative and operational functions across the department. The ideal candidate combines strong technical development skills with an understanding of federal government systems and requirements. This position requires the ability to obtain and maintain a Public Trust clearance.
Key Responsibilities:
- Assess and inventory existing legacy data in application data stores, shared folders and shared drives.
- Assess the quality, completeness, and relevance of data to be migrated.
- Identify and document data dependencies, redundancies, and inconsistencies.
- Collaborate with stakeholders to understand data structures, relationships, and required formats for successful migration.
- Develop a comprehensive data migration plan that outlines steps, timelines, and resource requirements for the migration process.
- Identify potential challenges and propose solutions to mitigate risks associated with data migration.
- Interpret legacy APIs and other system integrations, and define mapping between systems
- Plan for thorough testing of the migrated data to ensure accuracy, completeness, and successful integration.
- Recommend validation reports and the process to document any discrepancies and work closely with stakeholders to resolve issues.
- Collaborate with software engineers, database administrators, and development teams to ensure compatibility and alignment with the overall architecture.
- Maintain effective communication with project stakeholders to provide updates on migration planning progress and gather feedback.
- Create and maintain technical documentation related to planned data migration processes, procedures, and system configurations.
- Specify reports on migration progress, data quality metrics, and issue resolution.
Qualifications and Skills:
- Bachelor’s degree in Computer Science, Information Technology, Data Science, or a related field.
- Previous experience as a Database Engineer and proven experience in data migration, particularly with legacy systems and cloud environments.
- Proficiency in data migration tools and ETL processes (e.g., Talend, Informatica, SSIS, or similar).
- Strong knowledge of database management systems (e.g., SQL Server, Oracle, MySQL, PostgreSQL).
- Experience with scripting languages (e.g., Python, Perl, SQL, PowerShell) for data transformation and automation.
- Familiarity with indexing and data accessibility in software applications.
Desired Skills and Competencies:
- Experience with federal HRIT systems is a huge plus, particularly USA Staffing, USA Performance, DFAS, ITAS, HHS LMS, EHCM, ServiceNow for HR case management.
- Experience with federal agency data governance best practices, data quality standards, and compliance measures.
- Strong analytical and problem-solving skills, with attention to detail.
- Experience with large federal agency data migration planning and execution.

The pay range for this role is:
140,000 - 145,000 USD per year(Remote)
