About This Position
Position Summary
The Vice President of Human Resources is responsible for the strategic leadership and operational delivery of all Human Resources functions across the organization. This executive role provides direction, coordination, and oversight to the HR team while serving as a trusted advisor to senior leadership. The VP of HR also provides executive oversight to the Daycare Director and associated department, ensuring alignment with organizational standards, regulatory requirements, and BCHC’s commitment to supporting working families.
The VP of HR ensures HR strategies, programs, and policies align with BCHC’s mission, vision, and values. This role requires a strong understanding of healthcare systems, regulatory environments, and the ability to effectively lead and support a diverse workforce within a critical access hospital setting.
The VP of HR acts with the highest ethical standards, promotes organizational integrity, and ensures compliance with all applicable employment laws and regulations.
Key Responsibilities
Strategic Leadership
- Participate in organizational strategic planning and executive decision-making.
- Develop and maintain HR programs that support workforce sustainability, engagement, and performance.
- Align HR initiatives with BCHC’s mission, vision, and ICARE values.
Total Rewards & Compensation
- Oversee compensation and benefits strategy, including annual program review and market analysis.
- Ensure internal equity, regulatory compliance, and fiscal responsibility.
- Lead benefits administration and vendor relationships.
HR Operations & Compliance
- Provide leadership and management oversight of all core HR functions.
- Oversee payroll administration and required payroll reporting.
- Maintain regulatory compliance with federal and state employment laws.
- Develop policies and procedures to ensure fair, equitable, and compliant practices.
Talent Acquisition & Workforce Development
- Lead organizational recruitment and retention strategies.
- Develop diversity and workforce planning initiatives.
- Recruit, develop, and retain a qualified and productive workforce.
Employee Relations
- Provide leadership in employee relations to promote a respectful, compliant, and high-trust environment.
- Manage investigations, corrective actions, and conflict resolution processes.
Financial Stewardship
- Oversee HR departmental budgeting and financial operations.
- Ensure responsible allocation of HR resources.
Quality & Continuous Improvement
- Participate in ongoing quality improvement initiatives.
- Monitor key HR metrics and organizational trends.
Other
- Perform additional duties as assigned.
Qualifications
Required
- Bachelor’s degree or equivalent combination of education and experience (one year of work experience may substitute for one year of education).
- Minimum 5 years of management experience.
- Minimum 1 year of Human Resources experience.
- Familiarity with employment and benefits regulations.
- Proficiency in Microsoft Office and HRIS systems.
Preferred
- Master’s degree in Human Resources, Business Administration, Healthcare Administration, or related field.
- PHR, SPHR, or comparable HR certification.
- 7–10 years of progressive management experience, including budget oversight.
- Experience with Symplr and Paylocity systems.
- Prior healthcare experience, preferably in a hospital or critical access setting.
