Job Title: Director of Project Management
Reports To: Chief Executive Officer
Employment/FLSA Status: Full-Time/Exempt
Remote Eligible: Yes, National US
Travel Requirements: Up to 30%
Salary Range: $122,056 - $155,496 (depending on experience)
Position Summary
The Director of Project Management is responsible for ensuring EarthScope utilizes best practices in project management and will serve as a resource for the same to community members. The individual will help develop and guide EarthScope processes and procedures for implementing the tools of formal project management internally in a team-based environment and will support best practices in project management for business and proposal development.
Details of Responsibilities
General Essential Job Duties:
Supports the efficient and consistent development, implementation, and execution of projects across EarthScope by setting and promoting EarthScope-wide projects and integration management practices and procedures.
Develops and curates project management documents and structures, particularly those related to NSF large facilities.
Coordinates with EarthScope engagement staff to conduct workshops on project management and proposal development with the geophysical community.
Performs as an integral member of the management team by interacting on a regular basis with internal groups including contracts, program management, engagement, instrumentation, and data services.
Supports team-based management processes and structures including resource allocation, budget analysis, conflict resolution, and scope prioritization.
Other duties may be assigned as necessary for the successful operation of the business.
Specialized Essential Job Duties:
Applies the principles established in the NSF’s Research Infrastructure Guide (RIG) or other federal guidance documents as applicable.
Creates cost estimation plans (CEP), risk assessment, responsibility assignment matrices, and detailed project implementation plans (PEP) using standard tools (GANTT, PERT, etc.).
Develops project-specific plans and charters and works with project managers and financial team members to set up the structures and metrics required.
Develops a project management documentation system to preserve project related documentation, assemble best practices and collect lessons learned.
Applies EarthScope's team-based management framework to projects and programs.
Leadership and Supervisory Responsibilities:
This position does have supervisory responsibility.
Interacts effectively and efficiently with EarthScope staff, community and partnering organizations.
Foster a professional culture through the use of strong interpersonal skills, verbal, and written communications.
Communicate clearly and effectively with other team members to ensure tasks are completed on time and with best practices.
Maintain strict confidentiality with all matters within their supervisory line and in consultation with Human Resources.
Participate in ongoing training and professional development to address evolving best practices, changes in the compliance landscape, and support of diversity goals.
Qualifications
Minimum Education & Experience Requirements:
Bachelor's degree in technical, business or communications field, or equivalent professional experience.
Five (5) years of demonstrated experience with the development, implementation, and execution of scientific, engineering, or software engineering projects with federal, state, and corporate funding and support.
Preferred Skills:
Master's degree in technical, business or communications field, or equivalent professional experience.
Demonstrated proficiency with the principles and practices of systems engineering.
Experience managing and winning federal proposals ranging from small PI driven research projects to multi-year operational support for large scientific facilities.
Knowledge of practices and procedures for project management.
Ability to train managers and staff in project management best practices.
Ability to act as proposal manager and lead, plan, schedule, and oversee the timely development and delivery of high-quality proposals and project charters.
Ability to manage multiple concurrent projects, proposals, and awards.
Familiarity with Jira, Confluence, and other project management tools currently used by the EarthScope Consortium.
Knowledge, Skills, & Abilities:

Excellent leadership, communication, prioritization, and organizational skills.
Highly proficient in standard English writing styles; this includes information research and synthesis from subject matter experts, community workshops and other source materials.
Understanding of US government guidelines and process for soliciting, submitting, reviewing and executing proposals for government awards.
Project Management Professional, Agile Management, or other relevant systems engineering training or certifications.
Familiarity with industry standard software tools for project planning and management
Other Requirements:
Appropriate availability consistent with EarthScope established practices and norms; hours may exceed 40 hours per week, particularly when traveling.
