About This Position

We are seeking a highly skilled and experienced Senior Software Test Engineer and Team Lead to oversee and manage software testing processes within complex, multi-application environments at the U.S. Census Bureau ECON. The role involves leading a team of testers, developing and executing test plans, and ensuring software quality for government and private sector projects. The ideal candidate will have expertise in software engineering, quality assurance, requirements analysis, and CMMI/process improvement, coupled with strong managerial and leadership abilities.

Key Responsibilities

· Lead a test team in deploying and validating software applications across various lifecycle stages, including unit, integration, system, and acceptance levels.

· Develop and execute comprehensive test plans, test cases, and test scripts while maintaining detailed documentation.

· Analyze requirements, create traceability matrices, and ensure alignment between requirements and test cases.

· Manage defect tracking and reporting, using tools such as Jira, ALM, and Remedy.

· Coordinate and perform various testing types (functional, system, integration, performance, regression) for client-server and web-based applications.

· Conduct automated testing using Selenium, Eclipse Jubula, and HP tools, creating reusable test scripts.

· Collaborate with developers and business analysts to identify and resolve software issues.

· Document and implement testing procedures and provide continuous process improvements.

· Attend and lead project meetings, provide feedback to team members, and present test strategies to clients and stakeholders.

· Oversee the administration and evaluation of software test tools, providing recommendations for process enhancement.

· Ensure team alignment with SDLC methodologies, including Agile, Waterfall, and incremental approaches.

· Provide mentorship, performance reviews, and task assignment to junior test engineers.

· Maintain testing schedules and ensure adherence to project deadlines.

Qualifications

· Extensive experience leading software testing teams in government (e.g., U.S. Census Bureau) and private sector environments.

· Proficient with tools such as HP ALM, Quality Center, Jira, Selenium, and QMetry.

· Skilled in test case management, requirements analysis, and SDLC methodologies.

· CMM/CMMi, ISO 9000, Mil-Std 498, IEEE, ESPI

· MS SQL Server, ORACLE Designer 2000 (CASE), ORACLE, Toad, SQL Developer

· Microsoft Office Products , Microsoft Teams, Microsoft Outlook, VISIO, MS-Project, Adobe Acrobat

· Excellent communication, attention to detail, customer-oriented, and team player.

Education and Certifications

· Bachelor's in Computer Science or similar fields.

· Master's in Management Information Systems or similar fields.

· Nice to have: CTFL (Certified Tester Foundation Level), Software Engineering Process and Project Management Certified.

Security Clearance

Active Public Trust Clearance, U.S. Census preferred

Work Environment

This role involves working closely with cross-functional teams, including developers, analysts, and government customers.
