About This Position

St. Johns County Board of County Commissioners is seeking a Compliance Officer for our well-established Office of Management and Budget whose headquarters are located in beautiful St. Augustine, Florida.

The Office of Management & Budget (OMB) is housed within County Administration in the County’s Administration Building on San Sebastian View. Our priority is to ensure the County’s long-term financial stability while continually improving communication with our Citizens and County partners.

The OMB Compliance Officer will be responsible for mitigating risk through the design and implementation of a Countywide compliance program while maintaining the fiscal integrity, accountability, and transparency of the county’s budgeting and financial operations.


The ideal Compliance Officer candidate must possess St. Johns County’s core values of Dedication, Openness, Adaptability, Visionary, Fiscal Responsibility, Integrity, Humility and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Develop and maintain a county-wide compliance program focused on regulatory, grant, and policy adherence.
  • Conduct internal reviews and risk-based compliance assessments across departments.
  • Monitor adherence to financial management policies, internal controls, and applicable laws, including procurement and grant administration requirements.
  • Serve as the subject matter expert on federal and state grant regulations (e.g., 2 CFR Part 200, Florida Statutes).
  • Review and track departmental responses to audit findings and ensure timely implementation of corrective actions.
  • Ensure systems and processes are created and maintained as needed to track, trend and manage compliance notifications, issues, and audit results.
  • Collaborate with legal, finance, procurement, and program staff to resolve compliance issues.
  • Prepare reports for executive leadership, audit committees, and governing bodies summarizing findings, risks, and remediation status.
  • Provide staff training on compliance obligations and ethical standards.
  • Coordinate with external auditors, regulators, and funding agencies during audits or investigations.
  • Position will report to the Deputy County Administrator for Internal Services.

Candidates for the Compliance Officer position are encouraged to apply if they meet the following minimum qualifications:

  • Bachelor’s Degree from an accredited college or university in accounting, finance or related course of study to the occupational field. Preferred master’s degree in related field.
  • Five (5) years of experience in regulatory compliance, internal audit, grants administration, or financial oversight, preferably in a government setting.
  • Preferred certifications CIA (Certified Internal Auditor) or CPA (Certified Public Accountant).
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.
